REGULAR MEETING OCTOBER 18, 199
Z'he City Council of the City of Lynwood met in a regular
session in the City Hall, 11331 Plaza Street, on above date at 7:30
P. T~~.
Mayor ~y'illard in the chair.
Councilmen Bruner, Jensen, Stroh, Willard, and Williams
answered the roll call.
It was moved by Councilman Williams, seconded by Councilman
Stroh, that the minutes of the previous regular meeting of October ~,

clared the motion duly carried.
The hour of 8:00 p. m. having arrived, said hour being the
time fixed to hear any and all protests or ob,~ections to the proposed
improvement of San Luis Avenue et al, with sanitary sewers, the Mayor
inquired if there was anyone present in regard to said hearing. There
was no response.

The hour of 8:00 p. m. having arrived, said hour being the
time fixed to hear any and all protests to the proposed annexation of

a~uirea if there were any present in regard to said hearing. There was
no response.
~'~hereupon, an ordinance entitled "AN ORDINANCE OF THE CITY
OF LYNWOUD APPROVING THE ANNEXATION OF THAT CERTAIN PROPERTY IN THE
COUNT"Y OF LOS ANGELES LYI~iG EASTERLY OF ATLANTIC AVENUE AND NORTHERLY
OF THE PACIFIC ELECTRIC RAILWAY COMPANY'S PRIVATE RIGHT OF T~+TAY" was
read for the first time. It was moved by Councilman Williams, seconded
by Councilman Stroh, that said ordinance be accepted as read for the
first time and pass to the second reading.

Noes: None.
The Nla.yor inquired if there were any oral communications.
Whereupon, I~Irs. Frank Gyorkos of the Lynti,Tood ti~loman~ s Club
Juniors, addressed the Council in regard to a city-wide insect control
program.by process of "fogging'", as invented and operated by a Mr.
Vogle. She commented that if the plan were carried out, Lyn~~*ood would

become insect free, thereby eliminating an alleged cause of many
diseases.
The IvIayor inquired as to ghat help was being requested of
the City. Mrs. Gyorkos replied that no financial aid was being re-
quested but that indorsement or approval and authorization for the
Junior Woman's Club to carry an the campaign was desired.
There was additional discussion Viherein Councilman Bruner
inquired as to the approximate cost. Mr. Vogle explained that it
would cost approximately X8.50 per mile of street to do a thorough
,~ ob.
After further discussion, it was moved by Councilman
Bruner, seconded by Councilman C^Jilliams, th~.t the City indorse whole-
heartedly the insect control pro,jeet as outlined and sponsored by
Lynwood Woman's Club Juniors and tender any assistance possible. All
members voting aye, the 1-iayor declared the motion duly carried.
A communication was read from the 1~8tri A.C. & W. , a unit
of the Calif ornia Air National Guard,. requesting permission to in-
stall radar and radio fighter control equipment in the Lynwood
City Park and conduct recr~.iting activities trroughout the City
on November 20, 19~~. Where was discussion wherein it was pointed
out that movement of the equipment on the City park could prove
~- ha.rmfull to the grounds and that the civic center land adjoining
tYie Armory on the nortri could be made available.
Whereupon, it was r~loved by Councilman Cilliams, seconded
by Councilman Stroh, that approval be given to the request and per-
mission granted to make such installation as necessary on the civic
center land. All members voting aye, the Mayor declared the motion
duly carried,
Councilman Bruner, at this point, stated he wished to pub-
licly thank all participating units of the National Guard and other
organizations who helped to make Lyntarood's Disaster Council demon-
stration a success.
A communication from Austin & Austin, Attorneys,-was pre-
sented, making a claim against the City for damp-~ges resulting from an
accident to their client, Mary Iv. Simpson, t~Thich occurred July 8,
lq~,'-9, on Alameda Street in the City of Lyntnlood.
It was moved by Councilman Stroh and seconded by Councilman
Williams, treat the claim be accepted and_ the %Ianager instructed. to
take the necessary action with the insurance carrier of the city..
All members voting aye, the mayor declared the motion duly carried.
A communication was presented from the County Health
Department requesting authorization to do rodent control within the
City of Lynt~rood at a cost of time and material to the city.
C~Jhereupon, it was moved by Councilman Bruner, seconded by
Councilman Stroh, that said authorization be given. All members
voting aye, the Mayor declared trae motion duly carried.
A communication from the Disabled American Veterans, Lyn-
wood Chapter 86 requesting permission to conduct annual "forget-me-
not" flo~rer sale November 10, 11, and 12 was read. It T~Tas moved by
Councilman Strom, seconded by Councilman Bruner, that said request
be granted. All members voting aye, the -ayor de Glared the motion
duly carried.

The Clerk presented an agreement prepared by the City Attorney
as requested by the Council at the previous meet-ing, between the City
of Lynwood and the Tvlathews Advertising Company, for placing of trash
receptacles on Long Beach Blvd. It Ural moved by Councilman Bruner,
seconded by Councilman Stroh, that the Mayor.a.nd City Clerk be author-
ized to execute said agreement.

Home occupation application of L.. D. Graham to conduct the
business of watchmaking at his residence, 3304 Lugo, was presented. The
Clerk stated there had been no ob,)ections filed. It was moved by Coun-
cilman Bruner, seconded by Councilman Stroh, that said application be
approved. All members present voting aye, the Mayor declared the

cause said instruments to be recorded in the office of the County Re-

Report from Chief Kerr recommending installation of a
bou~.evard stop at Caress and Agnes was presented, accompanied by a
petition of property o`~mers in the. immediate vicinity. Whereupon, it
was moved by Councilman Jensen and seconded by Councilman Bruner, that
said authorization be granted. All members voting aye, the T'ia.yor
declared the motion duly carried.
Recommendation and request from Chief Kerr for 3-wheeled
motorcycle to make it possible for the Police Department to enforce
parking regulations upon the business streets of Lynwood was presented,
stating that the length of such area involves more than afoot patrol-
man can accoi:,plish.
There was discussion wherein Councilman Bruner stated that
the Chamber of Commerce is conducting a survey of parking and traffic
problems at this time. Councilman Stroh stated that it is apparent
from the Chiefs request that there is an immediate need for such
regulations.
Whereupon, it was moved by Councilman Stroh and seconded by
Councilman Bruner that the Clerk be instructed to advertise for bids
for 3-wheeled motorcycle. All members voting. aye, the Mayor declared
the motion duly carri.ed._
Report from Chief Kerr recommending free dance permit for
the D. A. V~ Chapter 86 at the Community Center Friday, October 28
U*as presented. It u~as moved by Councilman Williams, seconded by
Councilman Bruner, that said free permit be approved. All members
present voting aye, the Mayor declared the motion duly carried.
Report from the Engineer on the pump bids previously re-
ceived arras presented wherein he recommended that the lots bidder be
awarded the contract. It was moved by Councilman Stroh, seconded
by Councilman Bruner, that the contract be awarded to Dixon Pump
~tiiorks (Johnson Pump) for installation of .turbine pump at Water
Plant No. 10 at the price of X4600.24.

There was discussion in regard to Lo g. Angeles Transit
Lines extension on Century to Imperial Highway from their present
terminal at California and Century. D. B. Canning, of the LATL
addressed the Council in regard to said extension, apologizing for
the oversight by his company in not informing the Council of the
action of the Utilities Commission making said extension.
There was a discussion as to the problems that might arise
after which the T~iayor informed Tyr. Canning it is apparent from the
City Attorneys opinion 'that there is no action necessary from the

City of Lynwood unless operational difficulties should arise at an
early date. Said operation will commence October 23, 1949.
Report and recommenc..ation from the Engineer was presented,
recom~~ending that Clifford Nelson be appointed iviaintenance Man III,
effective October 1, 1949 at a salary of X210 per month plus the~eost
of living adjustment; Clyde Boggs appointed i4iaintenance `Ian III effec-
tive October 16 at a salary of X210 per month plus the cast of living
adjustment, It was moved by Councilman Stroh and seconded by Council-
man Williams, th~.t said recommendation 'oe approved. All members voting
aye, the l~na,yor declared the motion duly carried.
Councilman ~~`lilliams discussed the problem of rental rates
being charged Oil Well Cementing for their use of City owned property,
stating the Clerk's inability to obtain an appraisal value of equit-
able rental charge. After discussion,. it was moved by Councilman
Williams, secon~.ed by Councilman Stroh, that Oil Well Cementing Company
be informed that effective December 1, 1949, the rent of said property
will be established at X300.00 per month. All members voting aye, the
l~iayor declared the motion duly carried.
Councilman Williams furt'r~er discussed the Civil Service pro-
blem that exists in the City owing to the operation of two ordinances,
explaining the background of the previous attempt to reach an agreement
among all departments and as to points desired in a civil service or-
dinance that could be applied through one ordinance and one commission,
thereby eliminating confusion a.nd inequities that have existed.
. Councilman ~~tilliams .further .stated that he understands .the
Police and Fire Departments have retained special legal eounse.l t.o
draft .proposed amendments to the existing Police anal. Fire Civil Service
ordinance and .that there should be some effort made to reactivate. the
committee wit'ri the thought in mind of .unification of .existing ordin-
ances._ - .
. The .Chief of. Police .being in the audience, explained briefly
-the work that is going on and the attempt to modify existing ordinance
No. 229 to conform basically with No. 427 and expressed willingness
for his Department to meet with others in an effort to arrive at civil
service regulations that would prove less confusing.
It was moved by Councilman Zilliams, seconded by Councilman
Stroh, that the Clerk be instructed to arrange for a meeting time and
place where all department heads can discuss tree problem of unifying
under one civil service ordinance and report back to the Council their
actions. All members voting: aye, the l~ia.yar declared the motion duly
carried.
The City Attorney by regLiest discussed the problem and stated
he felt that, possibly ~*ith certain amendments to ordinance No. 229, the
complications that presently exist could be avoided and there could be
effective operation under both ordinances titi*ith a minimum of confusion.
It was regularly moved by Councilman Williams, seconded by
Councilman Bruner, that the demands presented at the ^:eeting of October
18, 1949, having been regularly audited, are hereby allowed and approved
and warrants ordered. drawn on the City Treasurer the-ref or in accordance
with and to the payees named and the funds indicated in the several de-
mands hereby approved.
