Councilmen Bruner, Stroh, Willard, and t•Jilliams answered the roll call. Councilman Jensen was absent. It was moved by Councilman Willisms, seconded by Council- man Stroh, that the minutes of the previous regular meeting of October 18, 1949 be approved as ttiTritten. All members present voting aye, the A~iayor declared the motion duly carried. The hour of 8:00 p. m. having arrived, said hour being the time fixed to receive any and all bids for iriprovement of San Luis Avenue et al by the construction of sanitary se~Ters, the Mayor in- quired if there were any present ~Tishing to submit bids. There ~Tas no response. The Clerk stated he had received several bids. It was moved by Councilman Stroh, seconded by Councilman Williams, that said bids be publicly opened, examined, and declared. All members present voting aye, the Mayor de- clared the motion duly carried. The hour of 8:00 P. M. having arrived said hour being the time fixed to receive any and all bids for furnisriing the Police De- partment with a 3-urheel motorcycle (Servi-car), the Mayor inquired ' if there kTere any present wishing to bid. There was no response. 'i'rie Clerk stated he had received one bid. It ~,*as- moved by Councilman Bruner, seconded by Councilman Williams, that- said bid be publicly opened, examined, and declared. All members present voting aye, the Mayor declared the motion duly carried. ~'he following bid was received: Rich Budelier X10$0.45 It was moved by Councilman Bruner, seconded by Councilman Williams, that said bid be accepted and purchase authorized. Roll Call: Ayes: Councilmen Bruner, Stroh, Willard, and Williams, Noes: None. Absent: Councilman Jensen. The Mayor inquired if there ~.=ere any oral communications. ~^dhereupo n, I•ir. Joseph Cherry, the new owner of the Banner Market, addressed the Council in regard to proposed remodeling; as it ~, concerns fire zoning. He stated that inasmuch as the present build- ing is all of Type II construction, he would wish to construct the enlarger-ient in the same manner. There was discussion wherein Coun- cid.man Williams stated he t~rished to make no decision in the matter until the requested report on the fire zone problem as a tJhole is received from the Planning Commission. 3'here was additional discussion wherein Councilman Bruner asked tYie City. Attorney about the health ordinance as it affects enclosure of food markets. It was the Attorneys opinion that any major alteration of an existing non-conforming food market would re- o~uire a bringing into conformance and enclosure. It was moved by Councilman Bruner, seconded by Councilman Stroh, upon the recom- mendation of the City Attorn.8y, triat any action or deviation of re- aluirernents be denied until plans and Planning Commission report are on file. All members. present voting aye, the Mayor declared the motion duly carried. Nir. K. F. ~'hompson of 108th Street, addressed the Council, requesting that some action be ta7~en to require the Southern Pacific ~. Railroad to install curbs and. gutters along the east boundary of their right of gray in the City of Lynwood. 'T'here was discussion wherein it was moved by Councilman Bruner, seconded_by Councilman Stroh, that the City Engineer and Clerk make negotiations with the Southern Pacific Railroad in an attempt to obtain said improvements. All members pre- sent voting aye, the Mayor declared the motion duly carried. Chief Gallaher addressed the Council in regard to the pro- blem of access to the Northrup Plant for fire fighting purposes, ex- plaining the inaccessibility as it exists, The Engineer explained that it was a private function of the owners of the property to pro- vide for adequate access. Communication from Howard 0. tiv'olfe requesting permission to conduct Christmas Tree sales lot was read. Whereupon, it was moved by Councilman Bruner and seconded by Councilman Williams, that per- „ mission be granted subject to posting of X25.00 bond to insure sales tax return and clean up of property at completion of sale, and that alI subsequent applications be approved subject to the same contin- gencies. All members present voting aye, the 1~Iayor declared the motion duly carried. Letters from A. L. Young and Edmond F. Baggott ob,jeeting to proposed changes in Long Beach Blvd. street lighting, were read. It was moved by Councilman Bruner, seconded by Councilman Stroh, that the letter be filed inasmuch as there has been no formal request. made as yet for street lighting changes. All members present voting aye, the Mayor declared the notion duly carried. . Communication from the Office of Housing Expediter was read wherein it quoted a resolution requesting financial and personnel aid in conducting a survey on housing conditions. It was moved by Council- man Stroh and seconded by Councilman Williams, that the Council go on record as favoring said Resolution. Where was a discussion as to the advisability of this action wherein Realtor Lytal addressed the Council explaining that the Realty Board is planning to conduct a survey of this nature in the near future and their recommendations will. be presented. The Mayor called far a vote on the previous motion wherein all members present voting no. . Communication signed by Abraham Stettner and several others was read requesting more adequate late street lighting on Long Beach Blvd. and. ti~at the local buSi.n,P,ss men be urged to Leave their store lights on later. There was discussion wherein Councilman Bruner sug- gested that the matter in regard to store lighting be referred to the Chamber of Commerce for their action, It was moved by Councilman Bruner, seconded by Councilman Stroh, that the Engineer be instructed to_illu?ninate the complete street lighting system until midnight and maintain the existing schedule after midnight., and t7iat the police be instructed to make adequate patrol and in so doing, report any street light outages promptly to the maintenance department. All members present voting aye, the T~ia.yor declared the motion duly carried. John Erickson of Elizabeth and Long Beach Blvd. adc?~ressed the Council, suggesting that the lighting heads are turned the wrong way for eff active illumination and that a cleaning program would result in better illumination.. 3'he Clerk presented a Lease renewal with the Pa.cif is Electric Railway for the p:~rking lots on the right of way at Lon; Beach Blvd. and Fernwood. The Clerk explained that the Chamber of Commerce has seen to the payment of the rental fee. Whereupon, it was moved by Councilman Stroh and seconded by Councilman Williams, that the Mayor and City L'lerk be authorized to execute said renewal of lease. All members present voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Stroh, seconded by Councilman Bruner-, that said resolution be adopted. Roll Call: Ayes: Councilmen Bruner, Stroh, Willard, and S^7illiams. Noes: None. Absent: Councilman Jensen. -- P.eport from the Engineer requesting authorization to advertise for bids for the improvement of Long Beach Blvd. from Fernwood to Beechwood was presented. It was•moved by Councilman Bruner, seconded by Councilman Stroh, that said request be approved and the Clerk instructed to advertise. All members present voting aye, the Mayor declared the motion duly carried. Report from Chief Kerr in regard to marksmanship plan and requirements for the Police Department was read. There was a dis- cussion as to the plan as outlined. Whereupon, the Chief of Police explained more fully this plan, stating that to=o-thirds of the per- sonnel gill do their shooting on their own time. Councilman tilliams inquired as to the practice in other communities. The Chief stated that half of the cities in Los Angeles County have a plan of similar nature. • After further discussion, it was moved by Councilman Stroh and seconded by Councilman tilliams, that the recommendation as read and on file be approved. All members present voting aye, the Mayor ~~~ declared the motion duly carried, Councilman Williams asked hotnr the holidays when the City Hall is closed are arrived at. The Clerk explained that it is a pro- vision of the State of California Political Gode for all subdivisions of State Government, of which the Gity is one. Councilman ~Jilliams further asked about the status of the Justice Court rent problem. The Clerk stated he has been in contact with Mr. Lawrence, County Land Lease Agent, in an attempt to arrive at an equitable solution to the problem. There was a discussion by the Council on the problem of new firs station No. 1, Councilman-Stroh requesting that the matter be pushed toward a solution. Councilman Bruner suggested that efforts be made to insure a city-wide Halloween program next year, stating that he had discovered that other communities in the area conduct such a program and realize good results in the reduction of mischievous distraction of property. Councilman Bruner further pointed out that it would make an excellent annual recreation event if full cooperation were given by all of the community~s groups. Councilman Stroh brought up the matter of street lighting maintenance and moved, seconded by Councilman Bruner, that the Manager be instructed to notify the street lighting maintenance department to commence a program of cleaning all illuminating bowls. All members present voting aye, the Mayor declared the motion duly carried. Councilman Stroh f-urther brought up the problem of obatrue- tions on the sidewalk along Long Beach Blvd. 3'here was discussion wherein it was moved by Councilman Stroh and seconded by Councilman Bremner, that the wilding Inspector be authorized and instructed to see that all obstructions on the public way are moved back to the set- back line as required by ordinance. All members present voting aye, the Mayor declared the motion duly carried. - Councilman Stroh suggested that as investigation has revealed a faulty and flangerous wiring condition at the City garage that cor- rective measure-s be taken before a serious accident results. It was regularly moved by Councilman Williams, seconded by Councilman Bruner, that the der:iands presented at the meeting of Novem- ber 1, 1949 having been regularly audited, are hereby allowed and approved and warrants ordered dram on the City Treasurer therefor in accordance with and to the payees named and the fund-s indicated in the several demands hereby approved. - Roll Call: Ayes: Councilmen Eruner, Stroh, Willard, and Williams.
