Mayor Willard in the chair. Councilmen Bruner, Stroh, Willard, and Williams answered the roll call. Councilman Jensen was absent. It was moved by Councilman Williams, seconded by Councilman Bruner, that the minutes of the previous regular meeting of_April 4, 195a be approved as written. All members present voting aye, the Mayor declared the motion duly carried. The Mayor announced that this was the meeting prescribed by law to conduct the canvass of the vote of the April 11, 1950 election. It was moved by Councilman Bruner, seconded by Councilman Williams, that said vote be canvassed and the Mayor appoint two tellers. All membera present voting aye, the Mayor declared the motion duly carried. Whereupon, the Mayor appointed Councilmen Stroh and Bruner as tellers for the canvass. The tellers proceeded to canvass the vote. Whereupon, RESOLUTION N0. 2271 entitled "A RESOLUTION OF THE CITY COUNCIL OF Z'HE CITY OF L7CNWOOD, CALIFORNIA, DECLARING THE RESULT OF THE GENERAL i~lUNICII~AL ELECTION HELD IN SAID CITY OF LYIdW00D ON APRIL 11, 1950" was read. It was moved by Councilman Wi111ams, seconded by Councilman Bruner, that said resolution be adopted. Roll Call: Ayes: Councilmen Bruner, Stroh, Willard, and Williams, Noes: None. O 4-i Q i 4 Whereupon, Councilman Sneddon nominated Councilman. ~'~illard for the office of Mayor. It was moved by Councilman Bruner and seconded by Councilman Stroh, that nominations be closed. All members present voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Sneddon, seconded by Councilman Bruner, that Councilman Willard be declared elected to the office of Mayor of the City of Lynwood. Roll Call: Ayes: Councilmen Bruner,. Daetweiler, Sneddon, Stroh, and Willard. Noes: None. The. Mayor then declared that the newspaper men had requested a recess in order that pictures might be taken. Thereafter, the Mayor announced the meeting reopened and ,.,~,. inquired if there ~Tere any oral communications. There was no response. ` --- A communication was read from the League of California Cities announcing the meeting of the League Thursday, April 20th. It was moved by Councilman Bruner, seconded by Councilman Stroh, that the communication be filed. All members present voting aye, the Mayor declared the motion duly carried. A communication from Scout Troop No. 437 requesting per- mission to conduct food sale in front of the Security Bank and Bank of America Saturday, April 22, for fund raising rurposes, was read. It was moved by Councilman Stroh, seconded by Councilman Sneddon, that approval be given sub,~ect to police regulations. All members voting aye, the Mayor declared the motion duly carried. - A communication from the Public Utilities Commission announcing that the Railway Express Agency has decided not to close the Lynwood office, and also a letter from H. B. Virtue, local agent, expressing his appreciation to the Council for the cooperation in preventing closing of the facilities, was read. It was moved by Councilman Bruner, seconded by Councilman Daetweiler; that the Clerk be instructed to send a letter to the Railway Express in appreciation of their decision to maintain service in the City of Lynwood. All members voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Stroh, seconded by Councilman Daetweiler, that the communications be filed. All members eating aye, the Mayor declared the motion duly carried. A communication was read from the Long Beach Blvd. Property Owners Association, requesting permission to use the Council Chambers on Friday evening, May ~. It was moved by Councilman Daetweiler, seconded by Councilman Bruner, that said request be approved. All members voting aye, the Mayor declared the motion duly carried. A communication E,-as read Prom the Junior High P.T.A., an- nouncing their carnival to be held May 24th at the Junior High School and requesting cooperation by the Council in the affair and approval of the use of the bond house for publicity purposes and permission to place signs on the light standards through the business area. `T'here was a discussion wherein it was moved by Councilman Bruner, seconded by Councilman Stroh, that approval be given sub,~ect to the provision that the signs be removed by the group after the affair is completed. All members voting aye, the Mayor declared the motion duly carried. The Manager reported on the Bullis Road improvement bids as received at the last meeting, stating that the low bid is approxi- mately 30 per cent below the estimate and recommended that the bid of Bruce W. Bennett be a ecepted and contract awarded, subject to the approval of the State of California Division of Highways. It was moved by Councilman Stroh, seconded by Councilman Daetweiler, that said recommendation be approved and the bid accepted and contract authorized. Bullis 11.30 Acre Tract be accepted and that the City Clerk be directed to cause same~to be recorded in the off ice of the Recorder of Los Angeles County, California. The Manager reported on the requested annexation of property east of Wright ~'~oad and west of the flood control channel, known as "Wright Road Annex No. 3" as requested at the last meeting, stating that the residents have been checked and the description made as per Council instruction. After discussion, RESOLUTION N0. 22?2 entitled "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, GALIFORNIA, GIVING NOTICE OF PROPOSED ANNEXATION OF THAT CERTAIN PROPERTY IN THE COUNTY OF LOS AN- GELES LYING WESTERLY OF THE LOS ANGELES COUNTY FLOOD CONTROL CHANNEL" was read. It was moved by Councilman Stroh, seconded by Councilman Bruner, that said resolution be adopted. Roll Call: Ayes: Councilmen Bruner, Daetweiler, Sneddon, Stroh, and Willard. Noes: None. The Manager reported on the request for two ice cream peddlers as forwarded by the Chief of Police. After discussion, he pointed out that it had been a Council precedent to limit to three such ventures at the Junior High location owing to the nuisance caused in the resi- dential neighborhood. After discussion, it was moved by Councilman Stroh, seconded by Councilman Sneddon, that approval be given to one, which the Chief of Police shall designate. All members voting aye, the Mayor declared the motion duly carried. The Manager reported on ordinance requested by the Chief of Police to provide control of licensing massage parlors. The Chiefs report set forth completely requirements needed. There was discussion wherein it was moved by Councilman Stroh and seconded by Councilman Daetweiler, that the Attorney be instructed to prepare necessary amenda- tory ordinance. All members voting aye, the Mayor declared the motion duly carried. The Manager reported on the proposed Boy Scout but site at the City Park, stating that there has developed an indecision as to the advisability of such a program and that the Recreation Commission desires to re-study that request prior to any action on the Councils part. After considerable discussion on the problem, it was moved by Conncilma n Bruner, seconded by Councilman Stroh, that the matter of a Boy Scout site in the City Park be again referred to the Recreation Commission for further study and recommendations. All members voting aye, the Mayor declared the motion duly carried. The Mayor stated that the passage of Proposition No. 1 and other matters brought about salary inequities and there should be some action taken in regard to same. After discussion, it was moved by Councilman Bruner, seconded by Councilman Stroh, that the matter be re- ferred to the Manager for investigation and report and recommendation at the next meeting as to the various salary problems. All members '~ present voting aye, the Mayor declared the motion duly carried. 2'~nere was a discussion as to the need for appointment of a `!~ '~ Recreation Commissioner and Planning Commissioner wherein it was decided 3~ to hold the matter over until the next regular meeting in order that additional study of suggested names might be had. It was regularly moved by Councilman Stroh, seconded by Coun- Gilman Bruner, that the demands presented at the meeting of April 18, 1950 having been regularly audited, are hereby allowed and approved and warrants ordered drawn on the City Treasurer therefor in accordance with and to the payees named and the funds indicated in the several demands hereby approved.
