REGULAR MEETING MAY 16, 1950
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11331 Plaza Street, on above date at 7:30 p.m.
Mayor Willard in the chair.
Councilmen Bruner, Daetweiler, Sneddon, Stroh, and Willard
answered the roll call.
It was moved by Councilman Daetwiler, seconded by Councilman
Stroh, that the minutes of the previous regular reeting of May 2, be
approved as written. All members voting aye, the Mayor declared the
motion duly carried.
The hour of 8:00 p. m. having arrived, said hour being the
time fixed to hear any protests or objections. to the proposed annexa-
tion of Wright Road Annex No. 3, the Mayor inquired if there were any
present in regard to said hearing.
Whereupon, Mr. Miller, 1156 Check Avenue, presented a peti-
tion objecting to said annexation. The Attorney inspected the petition
and explained to the Council that the act requires the protestants to
identify their property with a sufficient description to locate it and
that any objections be filed prior to the hour of hearing.
The ~~anager explained to the Council he would. be unable to
locate the objectors in the proposed annexation without legal descrip-
tions which would require some time. _
Mr. Hubert Stone, 11iI~6~ Louise Avenue, asked the Council if
there could be a clarification as to the boundaries of the annexation.
Whereupon, the Manager described the area involved.
After additional discussion, the Niayor explained that the
ordinance required two readings prior to adoption and that, the first
reading of the ordinance would be held at this time and that the peti-
tions would be checked as to sufficiency prior to the next meeting.
Whereupon, the re comme ndation of the Planning Commission was
read wherein they recommend the annexation.
Mr. Bobian, at this time, inquired if the annexation would
include his property between Atlantic Avenue and Duncan Avenue on the
south side of Imper ial. He was informed it would not.
Whereupon, he stated his definite desire to be annexed to
the City of Lynwood, stating he was tired of paying exhorbitant fire
insurance rates on his property while under County jurisdiction.
The T~ianager explained that if Mr. Bobian would stop in during
the week he would explain the problem to him and arrange for possible
annexation,
. Whereupon, an ordinance. entitled "AN ORDINANCE OF THE CITY OF
LYNWOOD APPROVING THE ANNEXATION OF TfiA T CERTAIN PROPERTY IN THE COTJNTY
OF LOS ANGELES LYING WESTERLY OF THE LOS APrGELES COUNTY FLOOD CONTROL
CHANNEL" was read for the first time. It was moved by Councilman Stroh,
seconded by Councilman Daetweiler, that said ordinance be accepted as
read for the first time and pass to the second reading and the hearing
continued until the next regular meeting at the hour of 8:00 p. m.

1'he Mayor inquired if there were any others present ~,rishing
to address the Council.
Whereupon, John Eeheveste addressed the Council, telling
~~ them of Armed Forces Day, Saturday, May 20, and as a representative
of the War Manpower Commission, sponsors of the event, invited the
Council to participate in the parade and other celebrations of the
day, and introduced Miss Joan Cunn, Miss Radar, who presented the
Council with symbolic keys to the new armory in Compton and requested
their presence at the dedication, Sunday, May 21.
There was a recess for a few moments for pictures of the
event.
The Mayor inquired if there were any other oral communications.
't'here was no response.
A communication was read from the officers and men of the
18th Air craft Control and Warning Squadron inviting the Council to the
Dedication of their new armory Sunday, May 21. It was moved by Coun-
cilman Stroh, seconded by Councilman Daetweiler, that said eommuniea-
tio~n be accepted and filed. All members voting aye, the Niayor declared
the motion duly carried.
A communication signed by H. W. Hart and 27 others objecting
to the nuisance caused by the Borderline Cafe was read. After
discussion, it was moved by Councilman Daetweiler, seconded by
Councilman Stroh, that the matter be referred to the Manager and
Chief of Police for investigation, frith po~,~er to act and to report
said action. All members voting aye, the I~iayor declared the motion
duly carried,
A communication was read from Elmer W. Luther in regard
to issuance of deed of property purchased by him in 194, the pro-
blem being created otaing to the death of I~1rs. Luther.

moved by Councilman Stroh, seconded. by Councilman Sneddon, that said
Resolution be adopted.

A communication from W. W. Jones expressing the apprecia-
tion of tree High School and himself for the splendid cooperation of
the City in the recent Boy's Day event was read. It was moved by
Councilman Stroh, seconded by Councilmans Sneddon, that said communi-
cation be filed. All members voting aye, the P~tayor declared the motion
duly carried.
A communication from the LynGtood Coordinating Council in
reply to the request for suggestions as to appointment of Recreation
Commissioner for the City of Lynt~~Tood was read, It v~ras moved by Coun-
cilman Bruner, seconded by Councilman Stroh, that said communication
be filed. All members. votin~,~ aye, the Mayor declared the motion
duly carried.
A communication was read from Robert A. Schwamb, Attorney
at Law, congratulating the City on the excellent conduct of the City
Court by Judge Hemenway and the courteous dispatch of duties by
Chief Kerr and Attorney Le Sage. It eras moved by Councilman Stroh,
seconded by Councilman Sneddon, treat said communication be filed,

A communication was read from the V.F.W. Lynwood Post
3902 and American Legion, LyntTood Post 85, requesting permission
to operate fire works stands tr~is year. It eras moved by Councilman
Sneddon, seconded by Councilman Stroh, that the request be approved
as follows: V.F.W., SE corner Century and California and SE corner
of Imperial and Southern Pacific rigiZt of way; American Legion,
NE corner of Imperial and Century, and 11827 Long Beach Boulevard.
All members voting aye, the Mayor declared the motion duly carried.
ORDINANCE N0. X31, entitled, "AN ORDINANCE OF THE CITY OF
LYNWOOD APFROVING THE ANA'EXATION OF CERTAIN PORTIONS OF BULLIS ROAD",
was read by caption for the second time. It hTas moved by Councilman
Stroh, seconded by Councilman Bruner, that furti~er reading be waived.

read. It was moved by Councilman Stroh, seconded by Council~an Bruner,
that said Resolution be adopted.

Whereupon, the report from the Planning Commission regarding
the Alameda Street water ero~sing and possible annexation in regard to
same was read wherein they recommend efforts be made to secure annexa-
tion of that territory immediately west of Alameda Street affected in
the request for water servi ae. After discussion, it was moved by
Councilman Bruner, seconded 'by Councilman Daetweiler, that the Council
concur in the Planning Commission's reeom:~endation and that the Manager
be instructed to continue his negotiations with annexation as a neces-
sary factor. All members voting aye, the Mayor declared the motion
duly carried.
Report from the Planning Commission was made recommending
adoption of an ordinance removing voting requirements of the ex officio
administrs.tive officer members of the Commission.
Whereupon, an ordinance entitled "AN ORDINANCE OF THE CITY OF
LYNWOOD AMENDING ORDIPIArICE N0. 410 OF SAID CITY, TO PROVIDE THAT MEI~I-
BERS OF THE GITY PLANI`1ING COMMISSION WHO ARE ADMINISTRATIVE OFFICERS
OF THE CITY SHALL.HAVE NEITHER THE RIGHT NOR DUTY TO VOTE UPON MATTERS
PENDING BEFORE THE PLANNING COMMISSION" was read for the first time.
It was moved by Councilman Daetweiler, seconded by Councilman Stroh,
that said ordinance be accepted as read for the first time and pass to
the second reading.

by Councilman Stroh, seconded by Councilman Bruner, that said Resolution
be adopted.

The Clerk presented a Grant Deed dated May 15, 1950 and signed
by Herman Yaffe and Ozell Yaffe whereby they convey to the City of Lyn-
wood for drainage purposes the westerly 3 feet of Lot 1, Tract 15325
as per map recorded in Book 338, Pages 29 and 30 of Maps, Records of
Los Angeles County, California.
It was moved by Councilman I~runer, seconded by Councilman
- Sneddon, that said deed be accepted and the ~}ity Clerk be directed to
cause said instrument to be recorded in the office of the Recorder of
Los Angeles. County, California.

A petition from Herman Yaffe requesting annexation of property
lying east of Bradtfield, west of Caress, and south of Carlin to the
City of Lynwood, was read.
The Manager reported Q.n the proposed annexation explaining

that it would be an extension of Ozell l~Ianor Tract as developed. It
kras moved by Councilman Sneddon, seconded by Councilman Daetweiler,
that said petition be accepted. All members voting aye, the Mayor
declared the motion duly carried.
Whereupon, RESOLUTION N0. 2277 entitled "RESOLUTION OF THE
CITY COUIICIL OF TI-iE CIT`_` OF LYNWOOD, CALIFORT~IIA, GIVI'i3G NOTICE OF
PROPOSED ANT~EXATION OF TIAT CERTA~N PROPERTY IN THE COUNTY OF LOS

AVENUE" was presented. It bras moved by Councilman Stroh, seconded
by Councilman Sneddon, that said Resolution be adopted.

The Manager then explained the need for Planning Commission
action. 4hereupon, it was moved by Councilman Bruner, seconded by
Councilman Daetweiler, that the Planning Commission be requested to
investigate and make recommendation in regard to said annexation,

The Manager reported on the budget for State Gas Tax ex-
penditure for the City of Lynwood for the coming year.
RESOLUTION N0. 2278 entitled "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LYNWOOD ADOPTING BLTDGET FOR EXPENDITURE OF GAS TAX
ALLOCATED FOR MAJOR CITY STREETS" was read. It was moved by Council-
man Stroh, seconded by Councilman Bruner, that said Resolution be
adopted.

The Manager reported on the bids received at.the last
meeting for providing the City of Lyn~•,=ood ~ti*ith refuse collection for
the year ending May 31, 1951. He recommended that bid be awarded
to the lover bidder, Andrew V, Hohn, in the amount of ~3~50.00 per month,
and contract entered into. It ~*as moved by Councilman Stroh, seconded
by Councilman Daetweiler, that the Engineer's report and recommenda-
tion be accepted as on file and bid be awarded and the Mayor and
City Clerk directed to execute same with Andrew V, Hohn.

_----- The Manager explained the need for the Council to begin
considering collection by City forces. Whereupon, it ~*as moved by
Councilman Bruner, seconded by Councilman Sneddon, that the Manager
be requested to commence investigation of city service and present
a report thereon at a future date. All me~:bers voting aye, the
tiayor declared the motion duly carried.
The I~lanager reported as requested on alleged conflict in
charges at the Community Center for its facilities as reported at
the last meeting by a representative of the VFW. The T~ayor re-
quested that the report be read. tiv'hereupon, it was moved by Council-
man Stroh and seconded by Councilman. Bruner, that the Council con-
cur in the report as read and on file and that a copy be sent to the
VFW and Recreation Department. All members voting aye, the Nlayor
declared the motion duly carried.
The Manager stated that it was apparent that the difficulty
was a result of a change of facilities on one occasion.
The Tnanager reported on the request for traffic signal at
Lynwood Road and Long Beach Boulevard, stating that Chief Kerr
recommends that the signal not be installed as the intersection does
not approximate the American Society of Traffic Engineers' standards.
The Chief's additional recommendation is that more pedestrian signs
be maintained which vrould result in slower traffic flov~T. There 'Gtras
.additional discussion wherein Councilman Stroh stated. that tl~.ere
should be care used in the installation of signals as with the ad-
vent of freeways, they will become comparatively useless and result
in unnecessary expenditure of state moneys.
ti~Ihereupon, it was moved by Councilman Daetweiler, seconded
by Councilman Stroh, that the Council concur in the Police Chief's
and F~Ianager's report and that a letter be-sent to Mr. Lame inform-
ing him of the disposition of his--request. All members voting aye,

the Mayor. declared the motion duly carried.
The Manager read the Ghief's report on restricted parking
on Calif arnia Avenue between T~~ulford and Platt, wherein he recommends
maintenance of the restriction on the ~~*est side of California as exist-
ing. After discussion, it arras moved 'ray Councilman Bruner and seconded
by Councilman Sneddon that the Chief's report be concurred in and
filed. All members voting aye, the Mayor declared the motion duly
carried.
Councilman Stroh raised the question of restricted parking
on Orchard Avenue east of Long Beach Boulevard.- 1flhereupon, it ~Taa
moved by Councilman Stroh, seconded by Councilman Bruner, that the
Manager and i'olice Chief study and report on possible parking restric-
tions on Orchard Avenue. All members voting aye, the Mayor declared
the motion duly carried.
The Tanager then reported on possible acquisition of vacant
lot across from the City Hall for parking purposes as requested at
the last meeting. 1'he T~Tanager stated that the asking price is 3500.00
which could possibly be reduced some, and that the acquisition would
result in a net gain of approximately 13 cars. He further recommended
there should be full consideration given in regard to future needs
before determining feasibility of purchase. -
After discussion, it was moved by Councilman Stroh, seconded
by Councilman Sneddon, that the Manager's report be accepted and filed
and the matter held in abeyance. All members voting aye, the Mayor
declared the motion duly carried.
The Manager presented the Police Chief's report on the
parking conditions and the resultant hazard at the southeast corner
of Fernwood and Bullis Road. The Chief's report recommended that
parking be restricted on the P. E. right of way side of the aforemen-
tioned intersection.
Whereupon, it was moved by Councilman Bruner, seconded by
Councilman Stroh, that said. report be concurred .in and parking res-
tricted on said north side. All mer~~bers voting aye, the Mayor declared
the motion duly carried.
The NLanager presented a request for cancellation of two out-
standing checks of the City Court. Whereupon, it was moved by Council-
man Stroh and seconded by Councilman Sneddon, that Lynwood City Court
checks 201 dated 1~~~6 and 321 dated 19.8 in the amounts of ~3 and ~5,
respeetively~, be voided. All members voting aye, the Mayor declared
the motion duly carried.
The Manager requested authorization to transfer ~l~~gfl.36
from the .contingency fund to .Street Account #376, said amount being the
approved city's share in the Orchard Avenue improvement, as per Council
policy. It was moved by Councilman Bruner, seconded by Councilman
Snedc'.on, that said transfer be approved as requested. All members
voting aye, the Mayor declared the motion duly carried.
The Manager reported that Officer Martin E. Johnson has satis-
factorily completed 12 months service with the Police Department and
recommended that he be advanced to Patrolman III, base salary of 220
per month plus the cost of living adjustment, and that Ivan H, Chase
has satisfactorily completed 12 months service as Clerk-Dispatcher III
at a 1~.se salary of ~21fl per month plus the current cost of living ad-
justment. It was moved by Councilman Stroh, seconded by Councilman
Daetweiler, that said promotions be made as recommended, effective May
16, 1950. All members voting aye, the 21ayor declared. the motion duly
carried.. .
The Manager then reported on recommendation of the Civil
Service Commission that the Rules and Regulations be changed to allow
the Commission to meet on call when there is a need for their study
on various matters. There was a discussion as to the legality of such
a change owing to the initiative quality of the ordinances instituting
the Commission. The Manager stated that the requirement of regular
monthly meetings was found in the Rules and Regulations and that Coun-
cil action could change it. .The Attorney suggested that there are
several factors to be considered in a move of this nature and that
there should be time for investigation and report before any change.

the recommendation as received be referred to the Attorney for investi-
gation and report at the next meeting. All members voting aye, the
Mayor declared the motion duly carried.
The N~anager reported on requested change by Police Department
in their classifications, namely, that there be established classifi-
cations as f ollotiti~s: 1 Captain, 1 Lieutenant, 3 Sergeants. The
Manager reported that the request had been taken to the Civil
Service Commission for tY~eir study and recommendation, the result
being a recommendation from the Civil Service Commission that the
change be accomplished.

by Councilman Stroh, t?~~~at the Council concur in the classifications
as recommended by the Civil Service Commission and said classifications
be established. All members voting aye, the T~ayor declared the
motion duly carried.
The Manager reported that the Federal tilporks Agency has
notified him that they are ready to complete the negotiations in re-
gard to the City's purchasing for X7,000.00 their right, title, and
interest to the water line anc~, sanitary se~Ter line installed under
agreement with them in 19Ti2, and that it will be necessary that
authorization be given to the 7°'Tayor and City Clerk to execute the
necessary documents to effect the transfer to the City of Lyn`~rood.
Whereupon, it was moved by Councilman ?~rizner, seconded by
Councilman Sneddon, t~:at said authorization be given as recommended
by the City Manager. All members voting aye, the Tvlayor declared the
motion duly carried.
The Manager then reported on request of the Y''ire Chief for
permission to attend the Fire Chiefs' Conference September 11 to
16, 1950. The Tfia.nager stated that the request of the Chief is for
X100 expenses but recommended that_ approval be given for said atten-
dance with ~5fl allowance for expenses, as per policy agreed upon at
the last budget session and as previously allowed the Recreation
Director for his attendance at the convention at San Jose.
Councilman Daetweiler questioned ho~i the suggested amount
was arrived at and it was explained to him that it was an arbitrary
figure decided upon ~?hile considering the current fiscal year's
operational budget.

be given permission to attend said conference and that X50 expense
allowance be approved as per precedent established. All members

It was regularly moved by Councilman Stroh, seconded by
Councilman Daetweiler, that the demands presented at the meeting of
Niay 16, 1950 having 'oeen regularly audited, are hereby allo~red and_
approved and warra nts ordered dratitiTn on the City Treasurer therefor
in accordance with and to the payees named and the funds indicated
in the several demands hereby approved.

Councilman Bruner stated the need to maintain full member-
ship on Com~~ussions of the City of Lyntrood and that there is present-
ly a vacancy on tYie Recreation Commission and After a study and in-
vestigation of those available for appointment, he wished to place
in nomination Weston E. Baling to fill the unexpired term of Warren
Daetweiler. It was moved by Councilman Bruner, seconded by Council-
man Sneddon, that Weston E. Baling be appointed to serve the unex-
pired term of Warren E. Daetweiler. All members voting aye, the
Nla.yor declared the motion duly carried.
The Manager reported that it has been brought to his atten-
t ion that Planning Commissioner Vernon Reed has missed tttiio consecu-
tive meetings of the Planning Commission and t7~at the ordinance govern-
ing membership considers a seat vacant when such a condition occurs.
The Secretary of the Planning Commission reported that Commissioner
Vernon Reed has missed, without excuse, two consecutive meetings of
said Commission.
After discussion, it was moved by Councilman Stroh, seconded
by Councilman Sneddon, that as per ordinance No. X77, the seat of
Vernon Reed be declared vacant. All members voting aye, the Mayor
declared the motion duly carried.

Directors of the Los Angeles County Division, League of California
Municipalities that in order to insure=attendance at Director's

meetings, each city appoint an alternate director. There was discus-
sion wherein it was moved by Councilman Sneddon, seconded by Council-
man Bruner, that Councilman Daetweiler be designated as Alternate...

the motion duly carried,
