Cherry might have some personal diffi- culties and recommended thhat in.his opinion that there is no need for additional time. 1~lhereupon,. it was moved by Councilman Stroh and seconded by Councilman Sneddon, that the extension of time requested by Ivlr. Cherry. be denied and that enclosure be accomplished as required by ordinance and guaranteed by bond, All members voting aye, the Mayor declared the mot ion .duly carried. The Manager reported on the Nest Alameda annexation, stating that Southern Calif ornia Pipe and Supply Company has not as yet filed their request for annexation but are still studying the advisability of so doing. The Manager recommended additional time to allow their decision. It was moved by Councilman I?runer, seconded by Councilman Daetweiler, that the west Alameda annexation be laid over to the next meeting. All members voting aye, the Mayor declared the motion duly carried. The l~ianager reported on the Retirement Plan, stating that the State is considering several possible changes that they have out- lined in communications to the city, along Frith the costs of survey of various alternatives and that investigation shoti~rs tiro of the suggested adjustments might be beneficial to the City and recommended that the City enter into an agreement with the State to conduct the necessary surveys in order that the facts might be developed. He further stated that the cost to the City of this investi- gation would amount to only X78.00. He pointed out that under the existing situation, it is impossible for employees to know what their retirement might be and that this might result in clarification of this indecision. Whereupon, it was moved by Councilman Daetweiler, seconded b y Councilman Stroh, that approval be given to enter into a contract UTith the State for the necessary survey as outlined above in the amount of X78.00 and the Clerk be authorized to execute the agreement. Roll Call: Ayes: Councilmen Bruner, Daetz~reiler, Sneddon, Stroh, and S~~illard, _ Noes: None. ~'he Manager reported that there should be some definite minute action taken in regard to the meeting dates of the Civil Serviee Commission and Personnel Board to substantiate the change approved in the last meeting. It was moved ?,~y Councilman Daetweiler, seconded b y Councilman Bruner, that the Rules and Regulations of the Civil Service Commission and Personnel Board be amended to not require the stated monthly meetings and that hereafter the meetings shall be on call of the Chairman o~ members of the Commission as business demands. All members voting aye, the Mayor declared the motion duly carried. The Irlayor brought up the matter of appointment s to the Plan- ning Corn mission oUring to expiring term of J. Steele Oliver and Vernon Reeds vacant seat. After discussion, it was moved by Councilman Bruner, seconded by Councilman Sneddon, that J. Steele Oliver, having served the City well as a Commissioner, be reappointe~.f or a full term commencing July 1, 1950. All members voting aye, the Mayor declared the' motion duly carried. Councilman Daettizeiler stated his opinion for the need on the Commission of a realtor in order that they might have the advantage of professional advice in regard to property and land problems. ~~hFreupon, it vaas moved by Councilman Daetweiler, seconded by Councilman Bruner, that James C. Duncan of Century Boulevard, be appointed for a full term on the Planning Commission, effective July 1, 1950. All members voting aye, the Mayor declared the motion duly carried. The Mayor then stated that the terms of Mrs. C. 0. Edington an Peter Hulem, of the Recreation Commission, expire July 1 and that there should be appoint~:ents to these positions. Councilman ?Tuner stated that a Pirst hand 'no~~rledge of Recreation problems reveals teat both Mrs. Edington and Mr. Hulem have been doing an exceptional ,job as Recreation Commissioners. ~~Jhere- upon, it was moved by Councilman Pruner, seconded by Councilman Sneddon, that i~Irs. C. 0. Edington and Mrs. Peter Hulem be reappointed to full terms on the Recreation Commission, effective July 1, 1950. All mem- bers voting aye, the Tiayor declared the motion duly carried.
