Councilmen Bruner, Daetweiler, Sneddon, Stroh, and Willard answered the roll call. It t~ras moved by Councilman Stroh, seconded by Councilman Bruner, that the minutes of the previous regular meeting of June 20, 1850 be approved as written. A 11 mer~~bers voting aye, the Mayor de- clared the motion duly carried, _ The I~Ia.yor then stated there was an ,important matter to take up at this time, that being the honoring of_Mrs. Pearl C. Morris, Deputy City Clerk, in completing twenty years loyal and efficient ser- vice to the City of Lyn rood.' The Mayor stated he felt it a great privilege to be able to present I'~rs. Morris with her 20-year pin and plaque commemorating her years of service. He further presented a corsage from her fello~~= employees, as well as a cake bearing an appro- priate inscription, baked and decorated by Mrs. Fl, W. Campbell. Mrs. ~~Zorris then cut the cake and presented all in attendance with some. The Mayor inquired if there were any oral communications. `Where was no response. A letter was read from J. ~~1. Take, Los Angeles, requesting free license for ,junk collection. Whereupon, it eras moved by Council- man Daetweiler, seconded by Councilman Stroh, that inasmuch as it is an individual's request there should be no deviation from the license ordinance and that the request be denied. All members voting aye, the Mayor declared the motion. duly carried. The Clerk presented damage claims from Robert A. Culhane in the amount of ~A~,70 and Elsie C. Schildwachter in the amount of ~gg.71, for damages allegedly sustained from city equipment. It was moved by Councilman Bruner, seconded by Councilman Sneddon, that the claims be acknowledged ahd that they be forwarded to the City's insurance carrier for processing, All members voting aye, the Mayor declared the motion duly carried. A communication from the League was read wherein it clarified their previous .letter in regard to Los Angeles County X-Ray survey. It was moved by Councilman Sneddon, seconded by Councilman Stroh, that said communication be filed. All members voting aye, the A+Ia.yor declared the motion duly carried. A communication from the automotive Safety Foundation was read wherein it explained its cooperation t+rith the League of California Cities and requested the. Council to designate the City's "traffic Engineer" as a member of the Committee studying uniform traffic regu- lations, Whereupon, it was moved by Councilman Bruner, seconded by Councilman Sneddon, that~Paul W. Kerr, Chief of Police, be so designated. All members voting aye, the Mayor declared the motion duly carried. A communication from the County of Los Angeles in regard to the projected bond issue far storm drain construction was read. The Engineer explained he has looked into the proposed program and finds that only one of the projected drains immediately affect Lyn~rood and that efforts should be expended toward securing an extension of the ''`'~~ drain further north on Santa Fe to at least the Pacific Electric right t~' .way. After discussion, it eras moved by Councilman Daetweiler, sewn- . ded by Councilman Stroh, that the communication be filed for study. Ali members voting aye, the Mayor declared the motion duly carried. It ti~~as moved by Coun- cilman Sneddon, seconded by Councilman Daetweiler, that further reading be waived. All mem hers voting aye, the T•layor declared the motion duly carried. It eras moved by Councilman Stroh, seconded by Councilman Daetweiler, that said ordinance be adopted as read for the second time, finally pass and be published as required by law. Noes: Tdone. RESOLUTION N0. 2282 entitled ~'A RESOLUTION REQUESTING WITH- DRAWAL OF CERTAIN LA^;DS FROI~i THE C0:`SOLIDATED COrJNTY FIRE PROTECTION DISTRICT" was read. Whereupon, it was noved by Councilman Sneddon, seconded by Councilman F3runer, .that said resolution be adopted. Roll Call: Ayes: Councilmen Bruner, Daet~*eiler, Sneddon, Stroh, and Willard. Noes: None. ~'he T°ja.nager reported on the complaint of T~Ir. Bruce Winship i n regard to peddling license as requested at the last meeting. His report stated that conference with the Attorney revealed that the license per peddling tray would sun with the tray and not with the individual; that is, a license fora certain num'oer of trays at the prescribed fee would be valid for the period, regardless of the identity of the person employed. Hot•Tev~r, the police screening pro- cess and -!dentification card would 'oe -required by any one so employed as a tray peddler. After discussion, it was r~loved by Councilman Bruner, seconded by Councilman Sneddon, that the report be accepted and approved and that the Tranager notify Tvir. ~°jinship of the result of his investigation. The 1%anager reported the res~.zlt of the recent Civil Service examination for Police Patrol.an, stating tl.at the Police Chief had recommended file probationary appo i ntrnent of. tle first four eligibles at salaries of ~1gj.00 per month plus the current cost of living adjustment, effective July 1, 150, as follo~~rs: 1. All mer!bers sroting aye, the T~ayor declared tl~e motion duly carried. 2'he ~anager reported on the requested new Police pasition of Tvale Stenograyoher, stating that he and the Civil Service Commission had discussed the matter thoroughly and that the Civil Service Commis- sion has recommended creation of said position. There ti~as discussion as to the need of the pasition ~rherein it ~•.-as explained by Chief Kerr the use projected for the position. It ~-ras further noted that should there result evidence that there teas no need, the position could be abolished prior to perryanent status. eyTrereupon, it was moved by Council:~an Stroh, seconded by Councilman Bruner, teat the Council concur with the Civil Service Commission's recommendation and create the position of Tvale Police Stenographer. All members voting aye, the ;Mayor declared the motion duly carried. The Tanager then discussed the problem of Civil Service status as to hourly employees, stating that tine Civil Service Co.~~rais- sion has thorougi~~ly considered the matter and decided that the deter- mining point a.s to status of said employees ~!ould be not to exceed 30 hours per week average for any 120-day period. ~'he T~lanager furtr.er explained the problems and need for some setup to aid in administration of the Recreation Departrient particularly. He recommended that the matter be referred to the Attorney for legal opinion and ~*ording to accomplish the desire as to Dourly employees. It was moved by Coun- cilman DaetTn-eiler, seconded by Couneilmar: Stroll, that said matter ~.s recommended be referred to tl~e Attorney. All members voting aye, the T~~ayor declared the motion duly carried. The T~Tanager reported t'.at l1rs. Hazel Bentley has resigned her position as Assistant Recreation Director, effective July l; 1Q50. 7'he Manager reported on the street acquisition probler~ at Carlin and Mullis Road involving the Lautrup property, stating that there would be sufficient funds available oiling to cancelled State Gas T'ax projects to make the necessar~r acquisition, provided reasonable terms could be decided upon between the City and I~r. Lautrup, He re- quested authority to continue negotiations toward such acquisition and resultant straightening of Carlin Avenue. Tt was moved by Councilman Bruner, seconded by Councilman Sneddon, that said authority be given anc~ the %flanager be instructed to negotiate for the acquisition. All members voting aye, the Mayor declared the motion duly carried. The i•`anager reported on the Central Basin ~Jater Association,. stating the aims and objections of the association were vital to the, City of Lynti~rood~s water supply and that cooperation in any group organi- zed to protect our water interests would be advisable. He stated the members hip fee for Lynwood ~=ould be X50.00 per year and recommended such a membership. It was moved by Councilman i~runer, seconded by Council- man Sneddon, that said recommendation be approved and that LynEgToocl. join the Association. All members voting aye, the l~~ayor declared the motion duly carried. The l~'Ianager reported on the need to advertise for bids for supplying the City of Lynn.=ood with its gasoline needs for the ensuing year. It v:*as moved by Councilman Stroh, seconded by Councilman Daet- ~~eiler, that authorization be given to call for bids for same. All members voting-aye, the l~~ayor declared the motion duly carried. The I`anager then reported on the need to drill additional water wells, stating that there were two available sites; one city owned, specifically for that purpose, and one offered by the Seventh Day Ad- ventists on their property on Imperial Highway. He stated that this time of year there was availability of drilling rigs and recommended that action be taken toward providing the additional wells even though production would not be affected until the late fall. After discussion, it was moved by Councilman Daet~reiler and seconded by Councilman Sneddon, that authorization be given to advertise for bids for drilling ~~rater ~~°ells for the City of LynT~~ood and that specifications for same be ap- proved. All members voting aye, the Mayor declared the motion duly carried. The P~Ianager discussed t~~ ~_th the Council the need for another budget session prior to the next regular meeting, tJhereupon, it was decided by the Council that Tuesday, the 11th day of July at 5:00 p.m. ~rould be convenient. The I~iayor inquired as to the Alameda Annexation. The IUianager reported that as yet Southern California Pipe has not filed its peiti- tion for same and suggested an additional delay. ~~liereupon, it was de- cided that action ~rould be taken at the next meeting,; as to the west Alameda annexation. Mr. Cherry of Cherry's Food l~iarket spoke in regard to the enclosure of his market as per agreement, lair. Cherry explained that due to unfortunate happenings, he is financially unable at this time to com- plete the enclosure as agreed and rec+luested additional time in order to secure finances to do same. There was a discussion by the Co~.zncil ~rherein h~ir. Cherry ura.s informed it d~rould be considered by them for an additional t~~To uTeeks and that he should appear at the next meeting for a decision. Councilman Stroh informed the Chief of Police of the need of red curb painting on Alameda Street near fire plugs in order to identify the area ~-i~erein parking is prohibited.
