Mayor Willard in the chair. Councilmen Bruner, Daetweiler, Bneddon, Stroh, and Willard answered the roll call. It eras moved b;y~ Councilman Stroh, seconded by Councilman Bruner that the minutes of the previous regular meeting of September 5, 1950 be appraved as written. All members voting aye, the Mayor declared the motion duly carried. The hour of Sa00 p.m. having arrived, said hour being the time fixed. to conduct a public sale of tt~ro used police ears, the Mayor inquired if there were any present wishing to bid on the two vehicles as advertised. Whereupon Mr. Verger stated he was acting as a ent for M. E. Br:rith and as such, offered X750.00 for the 196 car, and X800.00 for the 1947 car. There were no others present wishing to bid on subject equipment, Whereupon it was moved by Councilman Bruner, seconded by Councilman Bneddon that said bids be held under submission. All members voting aye, the Mayor declared the motion duly carried. The hour of 8:00 p.m. having arrived, said hour `being the time fixed to receive any and all bids or pro Deals for furnishing the City with two nela care and one 3/4 Ton pickup truck as per specifications, the Mayor inquired if there were any present wishing to present bids, There was no responge» 'The Clerk stated he had received three bids. It was moved by Councilman Daetweiler, seconded by Councilman Stroh, that said ?yids be publicly opened and declared. E, Smith for the used equipment was greater than the trade-in allowance as offered by the two bidders. Whereupon it w~.s moved by Councilman Bruner, seconded b Councilman Bneddon that the bid of M. Whereupon Mr. Verger made a deposit of X200.00 on said bid of M. E. The Clerk, stated he had received four proposals. It was moved by Councilman Sneddon, seconded by Councilman Bruner, that the bide be opened and publicly declared. All members voting aye, the Mayor declared the motion duly earned. All members voting aye, the Mayor declared the motion duly carried. The Mayor inquired i*' there were any oral communications. Whereupon Mr. V. T. Spiker inquired as to the complaint on the conduct of the V.F.W. Hall, as presented at the last Council meeting. The Mayor informed him that the report on the situation would be made later in the meeting by the City Manager. Whereupon a communication from C. D. Wood was read request- ing military leave oP absence as he had been called to active duty by the Naval Reserve. It was moved by Councilman Daetweiler seconded by Councilman Stroh that said leave of absence be approved as requested. All members voting aye, the Mayor de- clared the motion duly carried. A communication was read from V.F.W. Post No. 3902 re- questing permission to conduct a carnival September 20th through September 24th on the Western Gear property on Fernwood. It was moved by Councilman Strvb seconded by Councilman Sneddon that said approval be given subject to the usual police and fire regulations. A 11 members voting aye, the Mayor declared the motion duly carried. Ordinance No. 545 entitled "AN ORDINANCE OF THE CITY OF LYNWOOD REQUIRING REGISTRATION OF MEMBERS OF CERTAIN ORGANIZA- TIONS, AND PROVIDING FOR THE USE OF SUCH REGISTRATION STATE- MENTS, AND LIMITING SOME ACTIVITIES OF REGISTRANTS" was read by caption for the second time. It was moved by Councilman Bruner, seconded by Councilman Daetweiler that further reading be waived. All members voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Stroh, seconded by Councilman Bruner that said ordinance be adopted as read for the second time, finally pass, and be published as required by law. A communication from the Southeast Taxi Company was read requesting permission to change their rates as per Ordinance No. X28, and setting forth the desired change, A report on the matter by Chief Kerr was read wherein he recommended that the change be approved. Whereupon it was moved by Caunez.lman Stroh, seconded by Cauncilman Daetweiler that said change be approved as read and on file. All members voting aye, the Mayor declared the motion duly carried. The Manager reported on the bids for picnic shelters in the park as received at the last meeting, stating that A. L. McDaniel~s bid was lower than the estimate and lowest of thane bids received. He recommended that said bid be let to A. L. McDaniel, It was moved by Councilman Daetweiler, seconded by Cauncilman Bruner that said bid be awarded and contract entered into with A. L, McDaniel. Roll Call: Ayes: Councilmen Bruner, Daetweiler, Sneddon, Stroh and Willardw Noes: None. The Manager reported on the requested signal at Imperial Highway and Bullis Road, stating that the Police Department have not yet completed their traffic taunt and check, but revom- mended that a crass-walk be painted immediately and pedestrian sign installed, along with a crossing guard to alleviate the problem until final decision can be made, ~'he manager further stated that the Police Department is intensifying its control of speed on Imperial Highway as well. Whereupon it was moved by Councilman Bruner, seconded b~ Councilman gneddon ghat the report of the Manager be accepted and concurred in. All members voting aye, the Mayor declared the motion duly carried. The Manager reported on the property at the north inter- section of Fern rood and Bullis Road as it affects the Lutheran Churches request to acquire the city owned island. The Manager presented his report wherein he disclosed that the aggregate cost would amount to approximately ~3,740.0o and recommended that the plan as outlined, be followed. After discussion it was moved by councilman Daetweiler, seconded by Councilman Stroh, that said report as presented and on file, be approved and that sale of sub3ect property be advertised, All members voting aye, the Mayor declared the motion duly carried. The Manager reported nn trP enrnplaint as made at the last meeting as to the conduct and usage of the V,F.W. Hall on Euclid Avenue. He stated that the Police Department has inter- viewed neighbors in the effected area and found that there is some nuisance due to noise and discard of refuse by various people attending meetings, He further stated the investigation revealed that five complaints have been filed and that meeting halls and lodge halls of this nature always offer a problem that has to be worked out. He stated there has been a letter sent to the Post asking for a committee to establish rules and regulations in order that complaints of this nature might be avoided and that a representative of the City from. the Police Department be included in the committee formulating said rules and regulations, in an advisory capacity. The Manager stated he felt certain that with cooperation, the situation could be corrected to the satisfaction of all concerned. Whereupon Mr, Ragas of 3157 Euclid, addressed the Council again in protest to the nuisance. There was discussion wherein it was explained to Mr. Ragas that the recommendation of the - Manager should be given a trial before any opinion should be established. Mr, Spivs, Commander of the Post, answered Mr. Ragas° com- plaint stating he realized there had been some trouble but the troublesome groups had since been denied use of the facilities. He also stated that investigation of records reveals that the hall is used on an average of only thrP~ times weekly. The Manager inquired of Mr. Spivs if they would cooperate as to formulating rules and regulations for conduct of the Post facilities in order that complaints might be avoided, Whereupon Commander Spivs pledged wholehearted cooperation of the Poet in the effort. The City Attorney answered the audience°a question as to the legality of usage in an R-3 zone. Mr. LeSage stated that the use is one of the permitted uses in R-3 zones and as such is perf ect- ly legal. After additional discussion, it was moved by Councilman Daetweiler, seconded by Councilman Stroh that the Managers report and recommendation be accepted and that every effort be put forth to control the situation for the advantage of all concerned. All members voting aye, the Mayor declared the motiOA 8uly carried. ~7 The Manager reported on personnel matters, recommending that John B. Parsons Jr, be appointed to CJtility Maintenance Man I, probationary, at a salary of ~18j,00 per month, plus cost of liv- ing adjustment, effective September 119 1q~0, He stated that Mr. Parsons is No. 1 on the eligible fiat. Whereupon it was moved by Councilman Daetweiler, seconded by Councilman Sneddon that said appointment be approved, X11 members present voting aye_, the Mayor declared the motion duly carried. The Manager reported that the City Attorney has completed the drab°t of amendments to the Personnel Rules and Regulati©na to clarify the temporary and hourly employee problem. The Manager stated that said amendments have been drafted in con- formance with the opinion of the Council at previous meetings. Whereu~on it was moved by Councilman Bruner, 'seconded by Councilman neddon that the amendments be approved as drafted and be inserted in the rules and regulations. All members voting aye, the Mayor declared the motion duly carried. The Manager reported on a request- prom Building Inspector Hall tv attend a convention in San Diego, stating that the request asked fvr x'7$.00 expense allot'menta The Manager recommended that approval be given to said request for a maximum of X50.00 expenses, as per precedent established. The Manager explained that the current policy has been to allow a maximtz~+ of X50.00 allowable expenses for conventions. At this point Mr. Hall addressed the Council stating hie needs for more than 50.00. He stated it would be less than the. ~75.a0 9nitially requested as he had been able to make arrange- ments for group transportation which will result in a saving. Mr. Hall further stated that he felt there should be sufficient allowance in order that Lynwood officials might compare favor- ably with others in attendance. There was additional discussion wherein the Manager explained the reason back of the policy es- tablished, Whereupon it was moved by Councilman Sneddon, seconded by Councilman Bruner that the previously established maximum allow- ance o~ X50.00 be raised to X75.00. All members voting aye, the Mayor declared the motion duly carried. There was additional discussion on the problem wherein Councilman Daetweiler stated it was his opinion that the a11ow- ance should be for legitimate expenses and that there be no maximum established. Councilman Stroh stated that in order to control these rnatter$, detailed reports should be filed by those attending any convention. After additional discussion it was moved by Councilman Bruner seconded by Councilman Daetweiler that policy be established allowing one convention per year per department, and that said convention attendance be limited to CaliforniaA that delegates submit itemized authorized statement of expenses and detailed report of said delegate°s participation-in the con- vention, and that there be no specific allocation of funds but that expense be sub,~ect to trA approval of the City Manager. All members voting aye, the Mayor declared the~motior duly carried. The Manager reported on the progress of the study of the narrow street problem as requested, stating that it was not complete as yet. However, it indicates restricted parkins on one aide will undoubtedly be the answer.
