Councilmen Bruner, Daetweiler, Sneddon, Stroh, and W-~i. ~ar~, answered the roll call.. I~ was moved by Councilman Stroh, seconded by Council- m.ar~ Br:a.~xer that the minutes of the previous regular meeting ref ~~e~~::~ ~ e~aber 19, 1850 D be approved as written. A11 members z'~ctng aye, the Mayor declared the motion duly carried. T?~e hour of ~ 000 p. m. having arrivedfl saiC_ hour '~eing the time fixed to receive any and all bids for the improve- ment of Santa Fe Avenue. The Mayor inquired if there were any present wishing to bid. There was no response. ~'he Clerk stated he had received four bide. It was moved by Councilman Daet~*eilera seconded by Councilman Bruisers that said bide be publicly opened and declared. All members voting aye, the Mayor declared the motion duly carried® The following bids were re ceiveds 1, M. S. Mechem & Sona X11,265.30 2. Vido Kovacevich Co. 1 ,18,00 ~. H & H Construction Co, 1~,00g,60 B G.~ G. Fisher Paving Co. 1~•89~5,300 It was moved by Councilman Daetweiler, seconded by Councilman Stroh that said bide be ref erred to the City Engineer for checking and report thereon. All members voting ayes the Mayor declared the motion duly carried. The Mayor inquired if there were any oral communiea- tionso Whereupona Mr. Goldstein of 11204 Pine, addressed t~~e C~~?.~ncil in regard to a need for cross-walks and other a~.fety devices in the vicinity of Washington School. There ~~as a diacussiorx wherein Mrs. Lucille Foster and others emp~ias~ed the danger to school children caused by fast moving ve ~.clea in the area. T}1ere was discussion wherein it was pointed out by Counci~.man Sneddon that a.n investigation of the whole area was needed. owing to the width of Linden, Elm and Pine Streets, and tY~e resultant traffic avoiding the signals on Atlantic Avenue by utilising these wide streets for through traffic. Chief Derr affirmed the need of approaching the problem as a complete district. Whereupon it was T:~oved by Councilman Bruner, seconded by Councilman Stroh that the Manager and Chief of Police iarvestigate the problem and report at the next meeting. All ~r:embera voting ayes the Mayor declared the motion duly c~.rriede Damage claim of Francis Quackenbush was presented. It was moved by Councilman Stroh, seconded by Councilman Sneddon that said claim be acknowledged and the Clerk instructed to transmit a copy of same to the City~a insurance carrier for their investigation and disposition. A telegram from Mrs. John Bannister was read wherein she requested permission to rent her garage as an apart- ment. There was discussion wherein it was moved by Council- man Daetweiler, seconded by Councilman Stroh that Mrs. Bannister be advised that She has a right to rent her garage as an apartment if it conforms to the requirements of all pertinent ordinances. All members voting ayes the Mayor declared the motion duly carried. A communication from Cangressman Clyde Doyle Baas read advising the Council that he will be in Long Beach until November 27thg 19509 and if any problems arise in which he might be able to help9 he would be glad to be of service. It was moved by Councilman Brurer9 seconded by Councilman Sneddon that the communication be filed. All members vot- ing aye9 the Mayor declared the motion duly carriedo A home occupation application of E. Hei~r~berger9 violin teacher9 was presented It eras moved by Councilman Bruner seconded by Councilman Stroh that said application be approv- ed A13. members voting aye9 the Mayor declared the motion duly carried. An easement agreement with the Pacific Electric Rail- way Company in regard to the Alameda crossing on Fernwood Avenue was preaentede It was moved by Councilman Stroha seconded by Councilman Sneddon that the Mayor and City Clerk be directed to execute same on behalf of the city. The Manager reported on the bids previously received for the installation of traffic signals at Century Blvd. arrd Bullis Road9 and Imperial Highway and State Street. The Manager stated that tYle bid of Electric Machinery and Service Company was the lowest and best bidder and recommended that award be made to said company9 subject to approval of the State of California. Whereupon it was moved by Councilman Stroha Second- ed by Councilman Daetweiler that the bid of Electric Machinery and Service Company be accepted sub,~ect to the approval of the State of California9 and that all other' bide be re,jected9 and contract entered into. Roll Galls Area: Councilmen Bruner9 Daetweiler, Sneddon9 Stroh and Willard. Noels None. The Manager reported on a request from the Edison Company for easement for power line purposes to serve Well No, S in the city park. It was moved by Councilman Daet~~eiler, seconded by Councilman Stroh that the Mayor and City Clerk be directed to execute same on behalf of the City of Lynwood. All members present voting aye, the Mayor declared the motion duly carried. The Manager reported that owing to a technicalityfl it would be necessary to re-accept Subdivisions Noe 16747 (Lytal)9 and No. 16642 (Myers). He stated there had been owners names affixed to said plate subsequent to final approval of the Council. Whereupon it was moved by Councilman Bruner second- ed by Councilman Sneddon that Subdivision 16747 ~Lytal) be approved and the streets, alleys9 easements, and public ways therein be accepted for public use. Roll Cello Ayes: Councilmen Bruner, Daetweiler, Sneddon, Stroh and Willard, Noes A None. It was moved by Councilman Sneddon, seconded by Councilman Bruner that Subdivision No. 16642 (Myers) be approved and the streets, alleys, easementa9 and public ways therein be accepted for public use. Roll Call: Ayes4 Councilmen Bruner9 Daetweiler9 Sneddon, Stroh and Willard. Noeso None. The Manager. reported on an investigation of the need for restricted parking on Oakwood Avenue9 stating that the 7i Chief of Police had canvassed the area and found the majority of people were desirous of having parking restricted to one side onl~~, between Long Beach Boulevard and Bellinger Avenue, I'he I~iac~.~.ger recommended that said plan be approved. Whereupon it was moved By Councilman Sneddone seconded b,~r Coun~~.~lman Bruner that' parking be restricted on the south side of Oakwood Avenue bet~Teen Long Beach Boulevard and ~3ellinger Street. All members voting aye, the Mayor declar- ed t:"~e ~xcation duly carried. Councilman Sneddon then inquired as to the progress heir made on the study of all of the narrokr streets in the city°~ as to possibility of restricting parking t® alleviate the traffic hazard. The Manager reported that the study was pr~:~ressing and there should be a report in the near future cr, tre problem. The Manager reported he had received the resignation of Lawrence D. Manuel, garage:mechanic, and recommended that same be accepted with regret. Whereupon it was moved by Councilman Daetweiler, seconded by Councilman Stroh that. said resignation be accepted with regret. All members voting aye, the Mayor declared the motion duly carried. There was discussion in regard to the construction of anew garage and maintenance yard. It was moved by Councilman Daetweiler, seconded by Councilman Stroh that the Ntanager be requested to investigate and report on the construction of new city garage. All members voting ayes the Mayor declared the motion duly carried. Councilman Bruner addressed the Council stating that tr_~~ Lyn•c~ood Lions C7_ub were sponsoring Aid to the Blind Ds.ys~ ®ctober 13th and 14th. He explained the background of the program and its rehabilitation qualities of aid- ~.ng bli~sc~~ persons rather than outright charity, and re- q~.xested that the Mayor proclaim said days for the City of Jr yj ~,r!} ~ ~..,.. e~~~ereupon the Mayor executed a proclamation that f3etober 13th and 14th be Aid to the Blind Days in the City of L~,~~:~~f~:a©d, and co~n:'ended the plan as being highly worth- whileT It was regularly moved by Councilman Stroh, seconded by Councilman Bruner that the demands presented at the meet- ing of October 3, 1950, having been regularly audited, are i~ereb~T allowed and approved and warrants ordered drawn on tYie City Tres.surer therefor in accordance with and to the payees named and the funds indicated in the several demand8 hereby approved.
