CALL TO ORDER: Pursuant to the agenda posted on March 11, 1994, Chairman Caswell called the meeting of the Community Services Commission to order at 7:30 p.m. on Wednesday, March 16, 1994. 2. ROLL CALL: PRESENT: Commissioner- Adams, Broge, Crump, Caswell and Sternquist ABSENT: None ALSO PRESENT: Director Chadwick and Supervisor Burroughs 3. PLEDGE OF ALLEGIANCE: Led by Chairman Caswell 4. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: None 5. CONSENT CALENDAR: On motion by Commissioner Crump and seconded by Commissioner Adams the Consent Calendar was unanimously approved as presented. A. APPROVAL OF MINUTES - Regular meeting of February 16, 1994. Commission approved the Minutes of the regular meeting of February 16, 1994 as submitted. B. MONTHLY ATTENDANCE REPORT Commission received Attendance /Activity report for the month of February, 1994. 6. UNFINISHED BUSINESS: None 7. NEW BUSINESS: A. REVIEW OF TRANSPORTATION SERVICES TO TEMPLE CITY RESIDENTS. Director Chadwick welcomed the representatives from the transportation agencies that provide service to Temple City residents. The representatives presented comments on local transportation regarding the level and quality of services available in Temple City. Mark Stanley, Director of Planning, Foothill Transit, stated that Foothill Transit is a Joint Powers Authority made up of 20 member cities in San Gabriel and Pomona Valleys. There are five Executive Board Members who oversee the transit services within Foothill Transit's service area. They operate 21 bus lines. He referred to a service area map stating it represented a five year overview of the services planned by the bus company. The map focused on a time transfer system with eight major transfer centers. Passengers connecting from one line to another may experience a delay with the service. The new system will have buses at the same time so a person can avoid delays. He stated Temple COMMUNITY SERVICES COMMISSION MINUTES 'Page 2 March 16, 1994 City is served by line 492 on Santa Anita Boulevard. There is a proposal to increase service with bus pick up every 15 minutes at peak hours and 30 minutes at the off hours. Another improvement in the Temple City area is an express line to run from Arcadia down to El Monte. He stated that El Monte is a major time transfer area where ridership can transfer and connect with Foothill Transit and MTA service at the El Monte depot. Most service in Temple City is provided by MTA. Steve Lantz, Director of Planning for the West San Gabriel Valley Team, Metropolitan Transportation Authority (MTA), stated RTD and LACTC merged together to form MTA. Services provided range from fixed route bus service, park and ride lots to high occupancy vehicle lanes to metro link line and light rail services. They provide funding for local jurisdictions such as Temple City for local transit programs. He stated that the 30 year plan proposal is under funded due to the recession. They have cut back in their transit operating budget and employee staffmg. He gave an overview of the metro link lines and construction in the area. He stated Temple City subsidizes the bus passes for Temple City residents. He indicated this subsidy is important due to rising bus pass costs. Mr. Lantz stated Metro Access provides transportation access for the disabled that cannot ride public transportation. Under the Americans with Disabilities Act (ADA) the agency has a responsibility to provide people with disabilities with the same access to trips if they were able to ride a fixed route bus. This service is provided throughout the San Gabriel Valley. Mr. Lantz answered Commissioner Crump questions stating a potential Metro Access rider is interviewed and must pass an evaluation to qualify for the program which is door to door service. The cost is $1.50 per 15 miles traveled within the zone. He distributed fact sheets about MTA services to the Commissioners. Earl Hooper, Operations Manager, Dootson Enterprises, Inc., stated that the dial -a -ride service provided in the past year was due to the response of the City survey last year. Dootson Enterprises, Inc. operates a sedan and a van. Director Chadwick indicated the City extended Dootson's agreement for three years. He stated that Dootson Enterprises, Inc. provides excellent service and we receive far less complaints compare with other dial -a -ride programs. There was some discussion regarding expanding the dial -a -ride service. Commissioner Caswell did not support dial -a -ride taking the ridership to the Arcadia Mall. He felt we should promote city businesses to the community. Commissioner Sternquist stated Temple City shopping district is limited for the disable and senior ridership. She stated that some seniors are afraid to get on a bus and would like one van to go to the mall. She suggested the ridership could be charged more. Mr. Lantz stated that some local jurisdictions join together to provide joint services in communities. • • " " COMMUNITY SERVICES COMMISSION MINUTES Page 3 March 16, 1994 Commissioner Broge inquired if it were possible that the mall subsidize Dootson Enterprises, Inc. for trips on Monday, Wednesday and Friday. Mr. Hooper suggested a service may be arranged by contacting the Santa Anita Mall. Director Chadwick stated he would work with Dootson Enterprises, Inc. to explore options to expand service for the purpose of shopping at certain destinations. He indicated he will bring this issue back to commission at a later date. Director Chadwick thanked all the participants for attending this meeting and for current information on the service they provide to the community. B. REVIEW OF COMMUNITY SERVICES DEPARTMENT'S WORK PROGRAM FOR FISCAL YEAR 1994 -95. Chairman Caswell stated that as part of the budget process Commission is requested to review and prioritize proposed special projects that would be part of the Community Services Department's Work Program for Fiscal Year 1994 -95. Director Chadwick stated that a significant number of goals for this current year have been accomplished. He would like Commission to identify projects for the department to work on for the next fiscal year. He indicated the Commission packet included an A and B lists of projects. The B list composed of items people have said they would like to see the department address. The A list are items that are considered the community's priorities for the department to accomplish for the next fiscal year. He requested Commissioners to review the lists. Commissioner Broge asked about implementing credit card payment process for Department fee and charge programs. Director Chadwick responded that this process is to make it more convenient for people to register for the activity. The new computer registration program will accommodate the use of credit cards. Commissioner Caswell suggested Temple City furnish a credit card. Commissioner Crump suggested deleting "Organizing a citizens committee to plan and conduct a 4th of July special event including carnival rides and attractions (per citizen's request) ". Commissioner Sternquist suggested moving to the A list "develop a Senior Citizen's Shopping Guide that identifies Temple City businesses which provide discounts to senior citizens ". She felt the business district should be encouraged to give senior discounts. Businesses could display a logo in the window of the business establishment if discounts were offered. The information could be distributed to the senior club or dial -a -ride membership. Director Chadwick indicated that Senior Services Specialist Bernal could be assigned this project. Commissioner Sternquist suggested the Chamber of Commerce could identify businesses that are known to give senior discounts. Commissioner Adams stated the Chamber should have the strategy to solicit this information. He would like to see some attraction for seniors to shop in this community. He suggested that someone speak with the Chamber to see if they are working on a referral booklet for senior discounts. Director Chadwick stated he would contact the Chamber. COMMUNITY SERVICES COMMISSION MINUTES Page 4 March 16, 1994 Chairman Caswell stated the City had a welcome wagon program at one time. Commissioner Crump stated that there is a national organization that franchises or administers a welcome wagon program. Chairman Caswell stated that some cities provide the service and he felt that this should be a Chamber duty. Commissioner Broge suggested a family fee for fee and charge activities. A membership fee or family charge in order to get a discount on classes. Supervisor Burroughs stated contractors are paid on a percentage basis, however, day camp fees might be a program that could be discounted. Commissioner Broge suggested a list of classes be prepared that could be discounted. Director Chadwick indicated that this is a good suggestion. Commissioner Broge asked if number 4 on A list "Continue to implement a computer registration process for the Department's fee and charge activities" and number 3 on B list "Implement credit card payment process for Department fee and charge programs" are they the same. Director Chadwick indicated they are separate projects, the implementation of the computer registration process would be first then the credit card payment will be addressed later. Commissioner Broge asked the status of number 2 on B list "Plan and conduct an afterschool program for intermediate school age youth ". Director Chadwick indicated that an intermediate school program needs to be very good at the beginning or it will loose the interest of the youth. There is an interest to implement a program. Director Chadwick indicated that he and Supervisor Burroughs have met with the Oak Intermediate School Principal and Vice - principal and came up with a list of classes and programs desirable for this age group. Commissioner Broge suggested deleting "develop and complete a community resource assessment that would inventory existing local recreation facilities available to the public; identify the types of recreational facilities needed to address the community's current and future use; and develop a plan that would enable the City to address the community's recreational facility needs ". Commissioners were in agreement to delete this project. Director Chadwick restated the input from the Commission regarding the Department's work program priorities for the 1994 -95 fiscal year. C. CAPITAL IMPROVEMENT PROJECTS TOUR. Chairman Caswell asked Commission if there was an interest to tour the Capital Improvement Project sites. Commissioners indicated they were interested in viewing the park facilities and being informed as to what improvements are being proposed. It was agreed that the Commissioners will meet with the Public Services Director on Thursday, March 31, at 9:30 a.m. at Temple City Park. The tour will include Temple City and Live Oak Parks. 8. COMMUNITY SERVICES DIRECTOR REPORT. Commission received and filed the Community Services Director's Report. Commissioner Sternquist indicated an article in the real estate section of the Star News highlighted a Temple City family and the emphasis of the article was the youth activities available in the community. 11.
