HomeMy Public PortalAbout19980714 specialSPECIAL COUNCIL MEETING JULY 14, 1998 1 CALL TO ORDER The Special Council Meeting was convened on July 14, 1998 at 4:00 P.M. by Mayor Duane Schreimann. ROLL CALL The following Council Members were present for roll call: Present: Blaney, Haake, Jackson, Jaynes, Landwehr, McDowell, Nelson, Nilges, Stella and Vincent Absent: None A quorum was declared present. GO INTO EXECUTIVE SESSION A motion was made by Councilman Larry Vincent to go into Executive Session for the purpose of discussing personnel and litigation, motion seconded by Councilman Charles Jackson and approved unanimously by the following roll -call vote at 4:05 PM: Aye: Blaney, Haake, Jackson, Jaynes, Landwehr, McDowell, Nelson, Nilges, Stella and Vincent Nay: None ACTIONS TAKEN IN EXECUTIVE SESSION Personnel Jefferson City Police Department: City Administrator Rich Mays and Allen Garner, City Counselor, made a report to the Council on recent interviews and investigation of issues raised in the correspondence from Roger Brown, Attorney at Law. Following the report, the following actions were taken: A motion was made by Councilman James Haake, seconded by Councilman Carl Jaynes, as follows: The City has reviewed all the matters raised in the two letters from Roger Brown, and it is the position of the Council that Tyler Brewer is, and will remain, the Police Chief, and if any members of the police department undermine, interfere with, or attempt to undermine or interfere with the efficient operation of the police department, or directives of Chief Brewer, appropriate disciplinary actions should be taken. SPECIAL COUNCIL MEETING JULY 14, 1998 2 The motion was passed by the following roll -call vote: Aye: Blaney, Haake, Jackson, Jaynes, Landwehr, Nelson, Nilges, Stella and Vincent Nay: McDowell A motion was made by Councilman Len Stella, seconded by Councilman Charles Jackson, as follows: Based on the review of all the issues raised in the two letters from Roger Brown, the City Council has concluded that all appropriate actions have been, and are being, addressed by the City Administrator, and that no further action is necessary on the part of the City Council to conclude those issues. The motion was passed by the following roll -call vote: Aye: Blaney, Haake, Jackson, Jaynes, Landwehr, Nelson, Stella and Vincent Nay: McDowell and Nilges A motion was made by Councilman Steve Nelson, seconded by Councilman James Haake, as follows: That the Council directs the City Administrator, together with such other persons as he selects, to meet with all supervisors within the police department to discuss the conflict resolution procedure for employees within the Police Department. The motion was passed by the following roll -call vote: Aye: Blaney, Haake, Jackson, Jaynes, Landwehr, McDowell, Nelson, Nilges, Stella and Vincent Nay: None A motion was made by Councilman John Landwehr, seconded by Councilman James Haake, as follows: The City Council affirms it faith in the members of the Jefferson City Police Department, and in their excellent performance of their duties, and anticipates they will continue to perform in that manner. The motion was passed by the following roll -call vote: Aye: Blaney, Haake, Jackson, Jaynes, Landwehr, McDowell, Nelson, Nilges, Stella and Vincent Nay: None
