Councilmen Bruner, Daett4=eiler, Sneddon, Stroh and Willard answered roll call. It was moved by Councilman Bruner, seconded by* Councilman Sneddon that the minutes of the previous regular meeting of Novem~.-er 21st be approved as ~,~itteri. All members present voting aye, the ~ Mayor declared the motion duly carried.. Whereupon Councilman Stroh requested permission to be excused from the meeting owing to a pressing engagement. tnrhereupon it was moved by Councilman Bruner, seconded by Councilman Daetweiler that Councilman Stroh be excused from the meeting. All members present voting aye, the Mayor declared motion duly carried. The hour of 8 P.M. having arrived, said hour being the time fixed to conduct public hearing on the proposed establishment of zone on that property known as "Alameda Annex No. 1", the Mayor inquired if there was anyone present in regard to said hearing, There was no response. Whereupon an ordinance entitled "AN ORDINANCE AMENDING ORDINANCE N0. X22 FOR THE PURPOSE OF CLASSIFICATION OF CERTAIN PROPERTIES AND 2'HE ADOPTION OF AIV AMENDED SECTION OF THE ZONING MAP WHICH SS A PART OF SAID ORDINANCE N0. 422" was read for the f irat time. It was moved by Councilman Bruner, seconded by Cour~cilma.n Sneddon that said ordinance as read for the first time, be accepted and passcs~d to the second reading. Roll Call: Ayes: Councilmen Bruner, Daet~areiler, Sneddon, Willard, Noels None. Absents Councilman Stroh. The hour of $ P.M. having arrived, said hour being the time fixed to conduct public hearing on proposed reclassification of Lots 993 and 99~ of Tract 3025 (Magnalia Avenue), from P-l to R-3. The Mayor inquired if there was anyone present in regard to said hearing. There was no response. Whereupon an ordinance entitled "AN ORDINANCE AMENDING ORDINANCE N0. X22 FOA THE PURPOSE OF RECLASSIFICATION OF CERTAIN PROPERTIES AND THE ADOPTION OF AN AMENDED SECTION OF THE ZONING MAP WHICH IS A PART OF SAID ORDINANCE N0. ~a-22" was read for the first time. It waa moved by Councilman Daetweiler, seconded by Councilman Bruner that., ,said ordinance be accepted as read for the first time and passed Q-f t11e second reading. Roll Call: Ayes: Councilmen Bruner, Daetti~reiler, Sneddon, Willard. Noes: None. Absent: Councilman Stroh. The Mayor inquired if there were any oral communications, Whereupon Mr. K. F. Thompson of 108th Street addressed the Council in regard to the east roadway of Alameda Avenue from Century Boulevard to Imperial Boulevard, The Manager explai:zed to Mr. Thompson that negotiations have been completed with P.E. for the crossing at Fernwood, and should be accomplished in the near future. He further informed Mr. Thompson that he anticipates widening the roadway between Century and Fernwood approximately three to five feet as survey indica°~es right of way. A communication from a LynhTood Exchange Club requesting permission to conduct Christmas tree sale from their lot at Long Beach Boulevard and Virginia Avenue was read. It was moved by Councilman Daetweiler, seconded by Councilman Sneddon that said permission b~ given license free. All members present voted aye. The Mayor declared the motion duly carried! The Clerk explained to the Couneil the necessity for a policy in regard to private Christmas tree salsa. Whereupon it waa moved by Councilman Daetweiler, seconded by Councilman Bruner that future individual applications be ap roved ' sub,~ept to a deposit oP X15.0© to guarantee lot clean-up, and 1©.DO to guarantee 8aies Tax return. Ordinance No. 551 entitled "AN ORDINANCE OF THE CITY OF LYNWOOD AEPEALINa ORDINANCE N0. 512 OF RAID CITY ENTITLED SAN ORD- INANCE OF T8E CITY OF LYN~TOOD PREBCRIBINGF THE SA~~AAIEB OF ITB OFFICERS AND EMPLOYEEB~M, was read by caption for the second time. It xas moved by Counpilman Bruner, eeaonded by Councilman Daetweiler that forth®r reading of acid ordinance be waived. All members present voting aye, the Mayor declared the motion 8uly carried. It xas moved by Counpilman Bruner, seconded by Councilman Daetweiler that said ordinance be adopted as read for the second time, finally pass and be published as by law required. Roll Calf: Ayes: Councilmen Bruner, Daetweiler, Bneddon, Willard. Noes: None. Absent: Councilman Btroh. The Clerk presented Corporation Grant Deed from Public Properties Inc., signed by J. N. Rogers, President, and Bylvis Rogers, Secretary, tVrantor, to the City of Lynwood a municipal corporation, tfrantee, ~rherein the grant to said Ci'~y Lot 7 of Mod~eska Asses, as per map reported in Book 10 Page 33 of maps in the office ®f the County Recorder of Los Angeles County, Calif- ornia. A report from the City Attorney was read, wherein he informed the d©unoil of an notion against the City, Rubeshax, et al versus City 0f Lynwood, et al, for Declaratory Relief. i~hereupon it was moved by Councilman Daetweiler, seconded ~..,.y by Councilman Bruner that the City Attorney be instructed to appear on behalf of the City an8 its officers in the aforementione8 action. All members present voting aye, the Mayor declared the motion duly carrie8. 'Phe City Attorney, as requested at the last meeting, presented an approved resolution effecting Mutual Aid Agreement between tY~e State of California and the City of Lynwood, in the event of any disaster.. Whereupon Resolution No. 2291 entitled MREBOLUTION OF THE CITY QOUNCIL OF THE CITY OF LYNWOOD (MUTUAL AID)p wee read. It xae mov®d by Councilman Hruner, aeponded by Councilman Daetweiler, that said resolution be adopted. Roll Call: Apes:, Councilmen Bruner, Daetweiler, Bneddon, Willard. NQSS: None. Absent:. Counpilman Stroh. The Manager reported on a new agreement forwarded by the County;v~f.Lvs Angeles for the care oP City prisoners in the ~~ County Jail, said agreement establishing higher rates for per diem care. The Manager explained there is some controversy between the County and the various cities as to the making of. any charge for said prisoner care, and recommended that any action on requested new agreement be held in abeyance for further investigation and developments. After discussion it was moved by Councilman Bruner, Seconded by Councilman Sneddon that Council concur in the Managers recommendation, and with-hold any action. All members present voting aye, the Mayor declared the motion duly carried. The Manager reported on his attendance at the Central Basins Water hearing before the County Hoard of Supervisors, He stated that at the hearing further proceedings were dropped owing to lack oP any response from affected cities, other than formal objection from Long Beach and Compton. The Manager explained that the Hoard had instructed the Chief Engineer of the County Flood Control District to appear before the governing boards of pities affected in the plan, and explain more fully the plan as proposed. Alse, there is to b® an effort to make changes in leglelation to make a wore equitable project of this nature possible. The Manager reported on the pound contract, stating that it is necessary that acticn be taken at this meeting in order that the necessary supplies pan be printed. He stated investigation revealed that the City's present contractor, the B.P.C.A., now has the contract with 8oi,~th C~~,te and Compton, and that they anticipate in the near future the construction of a modern pound facility in the iorr~ediate vicinity. He further stated he found nothing ob~ect- Sonable in x^egard to Mr. C+eorge Herman, and that the offer as presented by btr. Herman was idertieal frith the proposal from the B,P.C.A.
