REGULAR MEETING JANUARY ~, 1951
The City Council of the City of Lynwood met in a regu~.ar
session in the City Hall, 11331 Plaza Street, ors the above date
at ro30 p~m2
Mayor Willard. in the chair,
Councilmen Bruner, Daetweiler, Sneddon, Stroh s.nd Willard
answerer. roll call.,
It was moved. by Councilman Bruner, seconded by t~ouncilman
Stroh that the minutes of the previous regular meeting of December
19th be approved as written4 All members present voting aye, the
Mayor declared the motion duly carriedy ,,~
The hoar of ~ P,M? having arrived, said hour being the
time Pix.ed to hold public hearing on adoption of ordinance esta.b~
lishing zone on Ozell Manor Anne~c No~ 3, the Mayor inquired :f
there was anyone present in regard to said hearing, There ws.s no
response.
Whereupon an ordinance entitled SAN ORDINANCE AMENDING
ORDINANCE N0- 422 FOR THE PURPOSE OF CLASSIFICATION OF CERTAIN
PROPERTIES AND THE ADOPTION OF AN AMENDED SECTION OF THE ZONING
MAP WHICH IS A PART OF SAID ORDINANCE N0, 422." was read for the

It was moved by Councilman Stroh, seconded by Councilmen
Bruner tkiat said ordinance be accepted as read for the first time-
and pass to the second readingp

The Mayor inquired if there were any other oral communi•~

Whereupon a letter from the St. Vincente de Paul Society
was read wherein they requested permission to do salvage pickup in
Lynwood:. There was a discussion wherein it was pointed out that the
policy has been as far as possible to retain this privilege Por
local organizations;, It was moved by Councilman Daetweiler, seconded
by Councilman Stroh that said request be denied.. All members present
voting aye, the Mayor declared the motion duly carrieda
A communication from Bob Compton, past President of the
Lynwood Chamber of Commerce, was read wherein he expressed. his app~e~
ciation for the splendid comoperation of the City with the Chamber
of Commerce during his term of office, It was moved by Couririlman .
Sneddon, seconded by Councilman Daetweiler that said communication
be filed, All. members present voting aye, the Mayor declared the
motion duly carried..
A communication from the Recreation Director expressing
the desire of the Recreation Commission to have the Council request
`he State Recreation Commission to make a survey in Lynwood of
recreational facilities toward the end of a unified recreational ,,,~
program with the schools,. The Director Mr, Robles being in the
audience, explained there would be no cost to the City for this
services .
Whereupon it was moved by Councilman Bruner, seconded
by Councilman Daetweiler that the City make the aforementioned
request to the State Commission
A Communication from the Atlantic Avenue Business Menas
Association requesting traffic signal between Imperial and Abbott
Road on Atlantic, and limited parking on Atlantic coupled with
designated parking spaces was read Also attached thereto were
letters from several individual business men emphasizing the need
of this request., The Manager explained that the parking signs have
been ordered, and wild. be installed as soon as received, along witki
street painting to designate parking spaces,
He further explained that Atlantic Avenue being a State Bighway,
installation of all traffic control devices can only t.e accomp°
lashed through the Division of FIighways, and that s. traffic: count
conducted last year did not reveal a need for a signal by State
standards. There was a discussion wherein the Chief: of Police
stated he would be able to conduct a new surve~i a.nd ~`ar~'ard. the
results to the State for their decision, e.long with a request for
signal installation,
After additional discussion, it wss r~.o~Ped b~° Councilman
Stroh seconded b~° Councilman Daetweiler that the City` cs.r::~~~ out
the red=pest in the letter to the extent pe~ssible. x.11 mc;~n~ers
present voting aye, the Mayor declared the motion duly carried.
The Manager reported on bids received. at tine last meet°
ing a® directed.

to Chicago Bridge and Iron Company, low bidder, and contract entered

Tracks G Garbage, Trash and Dumps The Manager reported
that bids were irregular, owing to failure to include bid bonds
Recommended that any action on the garbage and trash trucks be
deferred, but authority be given to purchase a dump truck immed-
iately on the open mar~et. It was moved by Councilman Stroh, eec®
onded by Councilman Daetweiler that said recommendation be approved
and authority granted to the Manager to purchase a dump truck on the
open market.

mc~ti.or. duly carried.
The Tanager re~;orted on the action off" the Recreation
Ce~n~l~i.ssion in recommending ix~stalletion of acc!~ustical material
at the Civic Center to alleviate noise, requesting authority to
advertise for bids for said work.
After discussion, it was moved by Councilman Daetweilera
se~;r,z°s;~ed by Councilman Bruner that authority be given to call for
bias ~'or sa~.d accoustical work. AlI members plAeseA~t voting aye,

The Manager reported on Personnel matters. The follow
,r` ing P~alice Officers have completed their six months probationary
~~eriod and l~a.~ e been recc~mr;~ended for permanent appointment by the
Police Chiefs R, F, Ferguson, John M, Crowe, Russell A, Bell,
Patrolmen II9 at salary of X210,00 plus the current cost of living,
and Frank 0. Sonzogni, Motor Patrolman II, salary of X220,00 plus
the cost of living index. Said appointments effective January 1,
1951.
It was moved by Councilman Bruner, seconded by Council®
man Sx~edd,on that said. appointments be approved as presented. All
members present voting aye, the Mayor declared the motion duly
carried,
The Manager reported on a request of the Chief of Police
to send an officer to Berkeley, California, for instruction on
use of the Drunkometer, explaining that after completion of the
course the officer would then qualify as an expert witness in
court9 and the equipment presently owned by the City would prove
extremely helpful in drunkennes8 cases. The Manager reported
the Chief desires to send temporary officer Blaising, Total cost
of said course,'including transportation, would amount to X100.00,
and be held January 29th tnrou~;h February 2nd,

seconded by Councilman Stroh that said request be approved. All
members present voting aye, the Mayor declared the motion duly
carried,
