HomeMy Public PortalAboutM 1951-03-20 - CC~i4 REGULAR MEETING MARCH 20. 1Q5~ The Gity Council of the City of Lynwood met in a regular session in the City Hall, 11331 Plaza Street, on the above date at 7030 p.m. Mayor Willard in the chair Councilmen Bruner, Daetweiler, Sneddon, Stroh and Willard answered roll call. It was moved by Councilman Stroh, seconded by Council- man Sneddon that the minutes of the previous regular meeting of March 6th be approved as written. All members present voting aye, the Mayor declared the motion duly carried. The hour of $ p.m. having arrived, said hour being the time fixed to conduct public hearing on the abatement of weeds nuisance. The Mayor inquired if there was anyone present in re- gard to said hearing. There was no response. Whereupon Resolution No. 2310 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, PARSING UPON OBJECTIONS, AND DIRECTING THE STREET SUPERINTENDENT TO ABATE THE WEED NUISANCE THAT EXISTS ON VACANT LOTS IN THE CITY OF LYN- WOOD." was presented. It was moved by Councilman Bruner,~seconded by Council- man Daetweiler that said resolution be adopted. Aoll Callo Ayesa Councilmen Bruner, Daetweiler, Sneddon, Stroh, Willard. Noeso None. Absenta None. The hour of $ p.m. having arrived, said hour being the time fixed to receive sealed proposals for construction of foun- dation for elevated water storage tank, the Mayor inquired if there were any proposals yet uneubmitted. There was no response. The Clerk stated he had received two proposals. Whereupon it was moved by Councilman Bruner, seconded by Councilman Sneddon that said bids be publicly opened and de- clared. All members present voting aye, the Mayor declared the motion duly carried. The following bids were presented: Charles J. Condon ~ 11,814.00 Mecco Corporation 10,488.00 It wee moved by Councilman Stroh, seconded by Councilman Daet- weiler that said bids be referred to the Engineer for checking and report. The Mayor declared the motion carried. A communication from the Recreation Commission was read wherein they invited the Council to meet with them March 22nd, at which meeting Supervisor Legg would be present. It was moved by Councilman Sneddon, seconded by Councilman Daetweiler that said communication be accepted and filed. All members present voting eye, the Mayor declared the motion duly carried. A communication from the Knights of Colombus inviting the Council and other City Department Heads to their annual Frater- nal Night March 29th, was read, It was moved by Councilmen Daet- weiler, seconded by Councilman Stroh that said communication be accepted end filed. All members present voting aye, the Mayor declared the motion duly carried. A communication From the V.F.W. was read, wherein they requested permission to sponsor the Clyde Beatty Ciroue on April 18th, at Imperial Highway and Fernwood Avenue. It was moved by Councilmen Daetweiler, seconded by Councilman Stroh that said permission be granted eub~ect to Police end Fire Regulations. All members present voting aye, the Mayor declared the motion duly carried. Resolution No. 2311 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD CHANGING THE NAMES OF CERTAIN STREETS WITHIN THE CITY." was presented. It was moved by Councilman Sneddon, seconded by Coun- cilman Hruner that said resolution be adopted. ~~ Roll Call: Ayes: Councilmen Bruner, Daetweiler, Sneddon, Stroh, Willard. Noes: None. Absent: None. Resolution No. 2312 entitled "A RESOLUTION REQUESTING STATE ACQUISITION AID FOR BULLIS ROAD CIVIC CENTER SITE." was presented. It was moved by Councilman Stroh, seconded by Council- man Daetweiler that said resolution be adopted. Roll Call: Ayes: Councilmen Bruner, Daetweiler, Sneddon, Stroh,~Willard. Noes: None, r,., Absent : None. The completed Home Occupation application of Lottie Shook for the conducting of beauty work at her home, 10902 Elm Avenue, was presented. It was moved by Councilman Stroh, seconded by Coun- Gilman Bruner that approval be given to said application. All members present voting aye, the Mayor declared the motion duly carried, A petition of property owners on the south side of Agnes Avenue between $ullis Road and Bradfield Avenue requesting inetal- lation of curbs and gutters, was presented. Whereupon Resolution No. 2313 entitled "IN TAE MATTER OF THE IMPROVEMENT OF AGNEB AVENUE ET AL: RESOLUTION DIRECTING THE PREPARATION OF DEBT LIMITATION REPORT," was presented. It was moved by Councilman Stroh, seconded by Council- man Daetweiler that said resolution be adopted. Roll Call: Ayes: Councilmen Bruner, Daetweiler, Sneddon, Stroh, Willard. Noes: None Abeent: None. The Manager reported on Auction Ordinanoe, as requested at the last meeting, stating that the attorney has reeearohed the problem and finds that ordinanoes regulating the auotioning of additional items other than jewelry have not been. tested, but ,jewelry auction ordinanoes have been, and reoommended that the proposed ordinance be confined to jewelry alone. Whereupon an ordinanoe entitled:"AN ORDINANCE REGULAT- ING SALES OF JEWELRY AT PUBLIC AUCTION AND CLOSING OUT SALES IN THE CITY` OF LYNWOOD." was read by caption for the first time. It was moved by Counoilman Daetweiler, seconded by Councilman Bruner that further reading of said ordinance be waived. All members present voting aye, the Mayor declared the motion duly oarried. It was moved by Counoilman Stroh, seoonded by Council- man Sneddon that said ordinance be aooepted ae read for the first time and pass to the second reading. Roll Call: Ayes: Councilmen Bruner, Daetweiler, 8neddon, Stroh, Willard. Noes: None. Abeent: None. ~ The Manager reported on the pay increase request from the Crossing Guards. He stated that he was in sympathy with an increase, as an investigation reveals that the neighboring cities have a higher rate. However, as we are entering the final quarter of the fiscal year, he felt there should be no ad,~ustment at this time owing to the resulting upset of the budget as approved. He therefore recommended that the pay increase request be given every consideration in the preparation. of the 1951-1952 budget. Whereupon it was moved by Councilman Daetweiler, secon- ded by Councilman Sneddon that the Manager's report be accepted. All members present voting aye, the Mayor declared the motion duly carried. The Manager reported that the County has requested per- mission to include a portion of Imperial Highway affected by theme, approach to the new bridge in the County Highway System, He re-~ ported that this action wauld result in a saving to the City of Lynwood, and in no way affect our jurisdiction or control of said highway. ,~ dM .~ a~ ,^ a .w'_ Whereupon Revolution Igo. 231 entitled RESOLUTION GRANT® I1dG CONSENT TO MAKE PORTIONS OF+ IMPERIAL HIGHWAY PART OF THE COUNTY SYSTEM OF HIGHWAYS ANI~ GRANTING CONSENT TO ITS IMPROVEMENT Ey THE COUNTY OF LOS ANGELES," was presented, It was moved by Councilman Stroh, seconded by Councilman .Bruner that said resolution b~ ad.opted. Absent o None, The Manager reported. that the recreation Commission have recommended that th.e exterior of the Community Center be painted, and that he concurred in the recommendation, Whereupon it was moved by Councilman Sneddon, seconded by ~. Councilman Stroh that authorisation be given to call for bids on said project, All members present ~roting aye, the Mayor declared the motion duly raax~ried, The Manager reported on the need to replace two police motorcycles, and requested permission to call for bide on same. Whereupon it was moved by Councilman Stroh, seconded by Councilman Bruner teat said autriori~ation be given. All members present voting aye, the Mayor declared the motion duly carried. The Manager reported on the military leave pay, as requested. He stated that the attorney has investigated, and the bast information obtainable is from the League of California Cities, and that they indicate there is considerable confusion in the situation presently, but that there are bills in the current legislature which will clarify the problem. Whereupon it was moved byy Councilman 17aetweiler, seconded by Counoilman Bruner that the matter be held in abeyance until clarification by the State Legislature. All members present voting aye, the Mayor declared the motion duly carried. The Manager reported on the problem of the interseotion of Spruce and Platt streets as it affects sohaol traffio at Central School. He stated the Chief oi' Police has investigated, and reoom- mends the installation of boulevard stops at $pruoe and Platt. 'Whereupon it was moved by Councilman Stroh, seconded by Councilman Bruner that said plan be approved. All members present voting aye, the Mayor declared the motion Q.uly parried. The Manager reported on the memberships for Lynxood policemen in the Peace Officers Association, stating that as in the past the purpose of the City's paying for individual member ships vas to obtain the false arrest insurance that runs with said memberships After discussion, it was m®ved by Counoilman Stroh, seoonded by Counoilman Bruner that approval be given to pay the current membership fees. All members present voting aye, the Mayor deolared the motion du~.y carried, The Manager reported on the repl,a.cements in the Street Department far the two men on military leave. He stated that Norman Wells, and Carl Carstensen, Numbers 1 and 2 on the eligible list, be appointed Maintenance Men I Probationary, at a salary of X185.00 plus ourrent cost of living ad,ustment, effective ~`ebruary ~, 20th, 1951. It was moved by Counoilman Stroh, seconded by Council- man $neddon that said appointments be approved. Whereupon Mr. Feller, of 32p8 Oakwood Avenue explained the problem he encountered in entering his driveway owing to parked cars on Oakwood near Long Beach Boulevard, After discussion, it was moved by Councilman Bruner, seconded by Councilman Sneddon that said matter be referred to the Police Chief and Manager for s.ction, All members present ~~roting aye, the Mayor declared the m~~tion duly carried It was regularly moved by Councilman Sneddon, seconded by Councilman Bravery that the demands presented at the meeting of March 20th, 19519 having been regularly audited, are hereby allowed and approved and warrants ordered drawn on the City Treasurer there~- ,for in accordance with and to the payees named and the funds indi- cated in the several demands hereby approved< .. ~. ~.
