Whereupon Victor Morris of ~~12 Cortland Street addressed the Council representing the De Molays in their request to take over the City Government for a days preferrably in the last week of April, in con unction with. Public Schools Week: Mr. Morris explained the manner in which they hoped to select the vs.rious City officers in cooperation with the Lynwood ~iigh School> After discussion, it was moved by Councilman Bruner, seconded by Councilman Daetweiler that said request be approved, and t~iat more definite arrangements be worked out with the City Manager. Ordinance No. 562 entitled "AN ORDINANCE AEQULATINa SALES OF JEWELRY AT PUBLIC AUCTION AND CLOSINf~ OUT SALES IN THE CITY OF LYNWOOD.u, was read by caption for the second time. It was moved by Councilman Bruner, seconded by Councilman Daetweiler that further reading be waived, All members present voting aye, the Mayor declared the motion duly carried. Absents None, -Resolution No. 2315 entitled '~A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING REPORT OF THE CITY ENGINEER AND FIXING TIME OF HEARING IN THE MATTER OF THE PROPOSED IMPROVEMENT OF AC~NES AVENUE. was presented, It was moved by Councilman Bruner, seconded by Councilman Sneddon that said resolution be adopted. An Ordinance entitled "'AN ORDINANCE OF THE CITY OF LYNWOOD PROHIBITING ~iMOKINa IN CERTAIN PLACES AND PROVIDING A PENALTY FOR VIOLATION THEREOF..n was read by caption for the first time, It was moved by Councilman Stroh, seconded by Councilman Daetweiler that t'urther reading of said ordinance be waived, All members pres- ent voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Sneddon, seconded by Councilman Daetweiler that said ordinance be accepted as read for the first time, an8 pass to the seaona reading. The Manager reported that as per arrangement with the County as to the enforcement of the Industrial Waste Ordinance, adopted at the Countyds request, an agreement with the County has been prepared which formally provides for enforcement of Ordinance No. 556 by the County. ,Whereupon it was moved by Councilman Daetweiler, seconded by Councilman Stroh that the Mayor and the City Clerk be authorized and directed to execute said agreement for enforcement of Ordinance No. 556 by the County of Los Angeles, Roll Call: Ayes: Councilmen Bruner, Daetweiler, Sneddon, Stroh, Willard, Noes: None. Ab-sent: None. The Manager reported on the disposition of the nuisance complaint of residents in the vicinity of the high school ae to inconvenience caused by high school students eating lunches and congregating off the school ground. The Manager stated that Dr. Holler, Superintendent of Schools, has informed him that student guards have been placed to insure abatement of this cause of com- plaint. It was moved by Councilman Bruner, seconded by Councilman Daetweiler that said report be accepted and filed. He suggested that inasmuch as plans incoa~porate ~. second sweeper that it might be well to investigate fux=then tie desirability of acquir® ing the sweeper offered, and recommended calling for bids. Noesm None, Abeenta Nona, .The Manager reported that the Southern California Edison Company has requested the City to quit claim to the Edison Company its rights in the easement around the e~cterie~r boundaries of lots in the following tracts in the City of Lynwoodo 2551, 2992, 3025, 3172, 3335, 3389, 3351, 3®78, and Mod,~as~a Par1~ Blooms 1 and 3 to 22. The Manager pointed out that the only possible objection was raised by the City Attorney in that it could affect the Cityes capability to have a municipal light and power system. However, he felt this was not a serious objection, as any municipal enterprise would for economy reasons have to purchase or condemn the existing facilities rather than parallel the existing system„ After additional discussion it was moved by Councilman Stroh, seconded by Councilman Daetweiler that the Mayor and the City Cl+~rk be authorized to execute quit claim deed to the Edison Company for eix foot easements in the above described tracts. Parsons Jr., Street Department employee, has satisfactorily completed his probationary period, and recommended that he be appointed Maintenance Man II at a salary of X200.0© per month plus the current cost of living, effee-~ tive March 16th, 1.951.. The Manager reported that the Recreation Commission has recommended fencing of the baseball area, separating it from the rest of the Park, recommending that bids be authorized for the construction of said fence. After discussion it was moved by Councilman Bruner, seconded by Councilman Stroh that authorization be given to advertise for chain link fence for the City Park ae per recommendation of the Recreation Commission. All members pre- sent voting aye, the Mayor declared the motion duly carried. .The Manager reported that a delegation of crossing guards had. called upon him in regard to the requested pay increase which the Council had denied. at the last meet`~n~r~; until new budget time. He stated the inference had been in the initial request that said employees were of long tenure with the City, but investigation reveals that nine out of twelve have been with the City for less than two years. There was a discussion, wherein the Council indi- cated there was no change in their previous action, Councilman Stroh eacplained to the Council the redistricting of the Southeast area as to Assembly districts, stating he felt that. Lynwood should oppose the proposed boundaries along with South {date. He pointed out that the current plan results in a long"'ehoestring" of the 55th district nutting through South Qate and Lynwood between Tweedy and Imperial Highway. It was pointed out in the discussion by the Council that they felt Alameda has long been a natural boun- dary of districts, and that it should be maintained as regard to Assembly district boundaries, and that the propoaedpahoeatring"pro- ,ection of the 55th be returned to the 69th Assembly district. after additional discussion, it was moved by Councilman Stroh, seconded by Councilman Bruner that Resolution No. 231? entitled ~RE80LUTION OHJ~CTIN{~ TO PRUPOSED ASSEMBLY RE®DISTRICTIN(~ AND SD'(~ESTINa ALTERNATIVE PLAN. °° be adopted. Roll Call: Ayes: Councilmen Bruner, Daetweiler, Sneddon, Stroh, Willard. Noes: None. Absent: None. The Mayor brought up the problem of fish pond hazard that has recently had public attention. He explained the baekgroun8 of the requests from various citizens for a prohibitive ordinance, and asked for discussion by the Council. Councilman Sneddon stated he felt that a voluntary edu- cational program headed up by some group or organization was the only effective way the hazard could be Lessened, and that it would be impracticable for the Council to pass an ordinance of question- able legality, and one that could not be enforced. After additional discussion it was moved by Councilman Bruner, seconded by Councilman Sneddon that the Lynwood Coordinating Council be contacted and asked to head up a committee whose object would be a genera], educational program of the hazards involved in maintaining unprotected fish ponds within the City, and to promulgate safety rules for owners to follow. All members present voting aye, the Mayor declared the motion duly carried. It was regularly moved by Councilman Stroh, seconded by Councilman Daetweiler, that the demands presented at the meeting of April 3rd, 1g51, having been regularly audited, are hereby allowe8 and approved, and warrants ordered drawn on the City Treasurer therefore in accordance with and to the payees named and the funds indicated in the several demands hereby approved.
