to replace Councilman Herman Oa strops seconded by Councilman
SneddonQ It was then moved by Councilman sneddons seconded by
Councilman Daetweiler that nominations be closed All members
present voting ayes the Mayor declared the motiorg duly carried9
and announced Robert A~ Moffitt as the new Councilman for the City
of Lynwoodp
At this point the Clerk administered the oath of office
to Robert A, Moffitt and took his loyalty oath,
Whereupon Councilman Moffitt took his seat at the table,
A communication from the Fire Chief o~f the City of Compton
was read wherein he expressed his appreciation for his department
and the City of Compton of the cooperation of the Lynwood Fire De®
partment in standing by during Compton°s recent serious fires
There xas a discussion wherein every Councilman indicated his conm
currence in the praise of the Lynwood Fire Departmentm Thereupon
it was moved by Councilman Sneddons seconded by Councilman Bruner

A communication from the Master Processing Corporation
was read wherein they praised the Lynwood Fire Department for their
remarkable work in saving their building in the recent Faulco In®
dustry fired It was moved by Councilman Daetweilers seconded by
Councilman Bruner that the communication be filed with appreciations
and noted that the expression of praise was corxcurred in by the
Councils All members present voting ayes the Mayor declared. the
motion duly carriedT '

man ~neddon that appreciation be noted of other department personnel
for their fine assistance to the Lynwood Fire Department in the

A communication from the Recreation Commission wherein
they recommend that the new hard ball diamond at the City Park be
named Poxell Field in honor of Jack Powells Chief Umpire of the
Pacific Coast Leagues and long time Lynwood residents recently
honored by appointment to the Helms Athletic Hall of Fames

The Manager explained the policy established by the Coun®

be received no later than the first meeting in Junes and that non®
profit service organizations would be the only ones considereda
There was discussion as to the purpose of said policy, wherein it
was pointed out the need to maintain stringent control in order to
prevent fire hazard. After additional discussions it was moved by
Councilman Daetweilere seconded by Councilman Sneddon that the
.request of the Optimist Club to maintain a fireworks stand at Carlin
and Long Beach Boulevard be approved subject to safety requirement s

with an 88 by 128 American ?cattle flag for display at the Community
Centero Mr. Corning stated that there has been some confusion as
to the proper display of the flags and that his only requirement is

The Manager stated. that the City of South Gate has re-
quested convent of the City of Lynwood for said City to improve
Imperial Highway near the new bridge. The Manager explained that
°~ approximately two-thirds of Imperial was in South Gate, the re®
I ~ maining one-third being in Lynwood, and that it would not be prae-
ticable to have both cities working on the pro,9ect, and recommended
~'~~ that consent be given. Whereupon it was moved by Councilman Sneddon,
.seconded by Councilman Bruner that said. consent be given, end that
the City of Lynwood agrees to pay its pro rata cost of acid improve-
meet of Impe~lal Highway by the City of South Gate.

The Manager reported that he waa in receipt of a communi-
cation from W. R. Wright, City Auditor, wherein he requested an
increase from X304.00 to X350.00 per quarter for the City audit, to
cover added costa and broadening of the scope of audit. The Mana-
ger recommende8 renewal of the Audit Agreement with W. R. Wright
at said ~3,~0.00 per quarter. Whereupon it waa moved by Councilman
Moffitt, seconded by Councilman Daetweiler that said renewal as
specified be approved.

The Engineer reported on tYLe bids received at the last
meeting for supplying the City with cast iron pipe, and recommended
that award be made to American Cast Iron Pipe Company as the low-
est bidder as set forth in the minutes of the previous meeting.

The Manager reported that the new City well located on the
Seventh Day Adventist grounds has finally been developed in a very
E""' satisfactory manner, and will provide water from a lower strata

call for bide for pump and motor for said new well. Whereupon it
was moved by Councilman Bruner, seconded by Councilman Sneddon that
said authority be granted.

The Manager reported on the magnolia tree problem at
Louise a..d Olive Streets, ae held over from last meeting. There
waa dis:f~aeivn, wherein Councilman Bruner stated he had been by
the au`~~ect property, and could see no cause for removal of trees.

Councilman Bruner reported to the Council on Civil Defense
matters setting forth and illustrating the need for preparedness
by reading a report from State headquarters on casualties to be ex®
petted in the event of attack by the enemy, Gouncilman Bruner
pointed out that Lynwood was in the center of a prime target areas
and that the Council and the people oP the City of Lynwood should
be aware oP this ar~d cognizant of the Pact that there would necess®
arily be some expense in equipping an effective Civil Defense Corps.
He pointed outs howevers the current plan tc~ defray costa is
