HomeMy Public PortalAbout1994-05-04 Special MeetingI COUNCIL MINUTES SPECIAL MEETING - MAY 4, 1994 The special meeting of the Hal Harbour Village Council was held on Wednesday. May 4, 1994, in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order at 4:15 p.m. by Mayor Spiegel. The roll was called and those present were: Also present: Mayor Estelle Spiegel Assistant Mayor Matthew B. Blank Councilman James E. Boggess Councilman Andrew Hirsch' Carole Sherouse Morris, Village Manager Alfred Treppeda, Interim Village Manager/ Police Chief Jeanette Horton, Village Clerk Robert Wheldon, Public Works Supervisor Richard J. Weiss, Village Attorney As a quorum was determined to be present, the meeting commenced. Mayor Spiegel stated the purpose of this meeting is to hear presentations for Landscape Architectural Services for the Village. Mr. Weiss explained. according to State Statute, the Council must rank the firms in order of evaluation of their qualifications. Then the Manager will negotiate a mutually satisfactory contract with the most qualified firm. He then proceeded to explain the issues to be considered at this time. Charles A. Alden - Charles A. Alden Landscape Architect: Mr. Alden introduced his associates John Harris and Larry Stuart. He then proceeded to explain the qualifications of his firm to provide landscape architectural services for the Village. He further explained the different projects his firm has designed. He continued to name the different municipalities he has provided services to. as well as. Dade County and in the State of Massachusetts. He then proceeded to show the Council renderings of the different projects. Mr. Alden stated his firm is ready to accept the Village's master plan in principal, subject to review. He continued to explain how he would improve the landscaping over Haulover bridge. Councilman Boggess questioned the type of planting he would suggest using under the bridge. Mr. Alden replied there are several types of native plants available, but most of the area should be paved. Councilman Boggess then questioned Mr. Alden on decorative paving. Mr. Alden explained interlocking concrete pavers would be best. Special Council Meeting 5/4/94 Assistant Mayor Blank questioned how his firms fees are based. Mr. Alden explained the fees would be either, a percentage of contract, a fixed fee amount or an hourly bases with an upset. Mr. Wheldon questioned Mr. Alden, on any projects that he has completed, if a permit from the Department of Transportation was required, and did he negotiate for the permit. Mr. Alden replied he did not negotiate the permits. Mr. Harris stated he has negotiated permits for the Trees for Dade Committee in District 6. Mr. Wheldon then proceeded to question if in house staff does irrigation systems designs. Mr. Alden replied no. Mr. Wheldon then questioned Mr. Alden on his involvement in landscape lighting. Mr. Alden replied he has used lighting consultants on some of his projects. The Council thanked Mr. Alden for his presentation. Peter Strelkow - Strelkow Associates, Inc: Peter Strelkow, of the firm Strelkow, introduced his associate Deborah Fabian-Strelkow. He explained his firm is a certified minority business, incorporated in 1983. He further explained the first four years they were a design building firm, and in the last seven years they have been a design office. He then proceeded to explain his qualifications and those of his associate. Mr. Strelkow explained his firm has done projects for both the private and public sector. He then proceeded to explain the different projects and budgets. Project slides were then shown to the Council. Mrs. Strelkow explained to the Council, in reference to the Village's master plan, they see that the intent of the design is to repeat the planting of Washingtonian and Coconut Palms. She further stated the Council may wish to reconsider using these species of Palms. The Coconut Palms that have been selected are susceptible to lethal yellowing, and the Washingtonian are not wind tolerant. She then proceeded to state the Sable Palm is more wind tolerant and the Maypan Palms not as susceptible to lethal yellowing. Mr. Wheldon questioned, in the Miami Beach project, if they did the specifications on the different sizes of the trees used in that project, and if the sizes was limited by budget restrain. Mrs. Strelkow replied the size of the original trees specifications were not available, they used the largest size available which was 15 feet. Councilman Boggess questioned if they had any suggestions on improvements for under Haulover Bridge. Mr. Strelkow named several species that could be planted, but rock and sand would be a better alternative. Special Council Meeting 5/4/94 2 The Council thanked Strelkow Associates for their presentation. William A. O'Leary - O'Leary Design Associates: Mr. O'Leary introduced his daughter Kathy, who is also a Landscape architect. He further explained he has been in private practice since 1969. At this time, he explained the needs of Bal Harbour, and stated he would like to continue as Bal Harbour's Landscape Architect. Mr. O'Leary stated his firm is the Landscape Architects for District 6. He then proceeded to show the Council slides of different projects he has done, and what he is working on at this time, for District 6. He also showed slides of other projects. The Council thanked Mr. O'Leary for his presentation. Walter Taft Bradshaw - Bradshaw Gill Fuster & Associates: Mr. Bradshaw explained he has been in practice for over 30 years, mainly in Dade County. He further explained his firm is widely recognized for their capabilities in the field of Landscape Architectural and Site Planning.. He continued to explain the size of his staff. He then proceeded to explain his firm has done work in the Caribbean, and throughout the United States, as well as, for the Bal Harbour Shops and the Sheraton Bal Harbour. Councilman Hirschl explained the second phase of the Collins Avenue project is the replacing of the Pigeon Plums with Washingtonian Palms. He questioned Mr. Bradshaw what his opinion is on using Washingtonian Palms. Mr. Bradshaw replied he would not use Washingtonian Palms, for in his opinion, they would be in conflict with the other vegetation pattern that is already established. He further suggested the Date Palms could be used in place of the Washingtonian Palms. Discussion followed as to the size of the area would be sufficient for Date Palms. Councilman Boggess explained the Village have not replaced the globes on Collins Avenue, since the lighting maybe changed in phase 2 of the project. Mr. Bradshaw replied he would not replace the lighting, just remove the globes. councilman Boggess then proceeded to question Mr. Bradshaw how he would improve the area under the Haulover bridge. Mr. Bradshaw replied the area should be cleaned up, and the Village should explore paving the area, as well as, strong lighting. The Council thanked Mr. Bradshaw for his presentation. It was the consensus of the Council to place the ranking of the firms on the May regular meeting agenda. 3. Discussion of Results Fee forGerald Richman: Special Council Meeting 5/4/94 3 Mrs. Morris explained that Mr. Richman is willing to let the results fee be tabled until he is able to attend the meeting. 4. Other Business: None 5. Adjourn: There being no further business to come before the Council, a motion was offered by Councilman Hirschl and seconded by Councilman Boggess to adjourn.
