Home My Public Portal About19980825 specialSPECIAL COUNCIL MEETING AUGUST 25, 1998 1 CALL TO ORDER A Special Council Meeting was convened on August 25, 1998, 7:00 by President Pro Tempore John Landwehr in the absence of Mayor Duane Schreimann. ROLL CALL The following Council Members were present for roll call: Present: Blaney, Jackson, Jaynes, Landwehr, McDowell, Nelson, Nilges, Stella and Vincent Absent: Haake A quorum was declared present. BILLS PENDING Councilman Rick Nilges made a report on the 1998 -99 budget process and thanked all the Council Members and staff for their outstanding work on the budget, and indicated that the Finance Committee had made its recommendations to the Council on the budget. Following his comments, Councilman Nilges made a motion to adopt the 1998 -99 budget, seconded by Councilman Carol Blaney and approved unanimously by a voice vote. Following the vote, City Clerk Phyllis Powell and Finance Director Robert Kenney indicated that the action just taken by Council should have been done by ordinance rather than voice vote, and that the appropriate ordinance was on the agenda for approval. A motion was then made by Councilman Larry Vincent to rescind the previous action, seconded by Councilman Steve Nelson and approved unanimously. Bill 98 -74, sponsored by Councilman Nilges, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, PROVIDING FOR THE LEVY OF CITY TAXES AND ESTABLISHING THE RATE OF TAXATION FOR THE CITY OF JEFFERSON, MISSOURI, FOR THE YEAR 1998. Councilman Carolyn McDowell stated that she felt Council should consider rolling back the tax rate. Councilman Larry Vincent stated he is in favor of that idea but that it should be done well before the Council approves the budget so they will know the amount of funds they have to work with. Bill 98 -74 was read third time by title, placed on final passage and passed by the following vote as Ordinance 12800: Aye: Nay: Blaney, Jackson, Jaynes, Landwehr, McDowell, Nelson, Nilges, Stella and Vincent None SPECIAL COUNCIL MEETING AUGUST 25, 1998 2 Bill 98 -75, sponsored by Councilman Nilges, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF NOVEMBER 1, 1998, TO OCTOBER 31, 1999, AND APPROPRIATING MONEY IN THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET. Bill 98 -75 was read third time by title, placed on final passage and passed by the following vote as Ordinance12801 : Aye: Blaney, Jackson, Jaynes, Landwehr, McDowell, Nelson, Nilges, Stella and Vincent Nay: None ADJOURNMENT There being no further business to come before the Council at this time, a motion was made by Councilman Len Stella to adjourn, seconded by Councilman Larry Vincent and approved unanimously at 7:10 P.M.
