ADJOURNED. REGULAR. MEETING JULY 2. 19 2
The City Council of the City of Lynwood met in an ad-
,~ourned regular session in the City Hall, 11331 Plaza Street, on
above date at 7030 p. m.
Ix°z the absence of Mayor Willard, the City Clerk called
the meeting to order,
Councilmen Bruner, Daetweiler, Pearson, and Sneddon
arigwered the roll call.
Ccu:~ci].mar. Willard was absent.
It was moved by Councilman Daetweiler, seconded by
Councilors-n ~3rtaner, that Councilmen SnPd.don be named as Mayor
pro t em.

Absents Councilman Willard.
Councilman Sneddon declined to vote.
It was moved by Councilman Daetweiler, seconded by
Councilman Pearson, that the minutes of the previous regular
meeting of June 17, 1952 be approved as written, All members
present voting aye, the Mayor declared the motion duly carried.
Thereupon, the Mayor inquired if there were any oral
communications. There was no response.
It was moved by Councilman Daetweiler, seconded by
Councilman Pearson, that the Clerk be authorized to advertise for
bids for gasoline for the year 1952-53. All members present
voting aye, the Mayor declared the motion duly carried.
After a discussion as to the advisability of the City
paying a Notary Publices fees, it was moved by Councilman Pearson,
seconded by Councilman Bruner, that the City agree to pay all
fees necessary to appoint Ellen Webb, City Treasurer, as a Notary
Public for notarization of official City business. All members
present voting aye, the Mayor declared the motion duly carried.
The Clerk presented an ordinance entitled pAN ORDINANCE
OF THE CITY OF L'yNW00D, CALIFORNIA, AMENDING SECTION 1 OF ORDINANCE
NOA 423 OF THE CITY OF LYNWOOD, WHICH ORDINANCE, AI~iONG OTHER THINGS
ADOPTS THE UNIFORM BUILDING CODE, AND REPEALING ORDINANCE N0. 498
OF THE CITY OF LYNWOOD81, acrd read by caption. It was moved by
Councilman Daetweiler, seconded by Councilman Pearson, that further
reading be waived, the ordinance accepted and passed to the second
reading. Roll Calls

Absents Councilman Willard.
The hour of $s 0.0 p. m. having arrived, said hour being
the time f iaced for receiving any and all bids for the purchase
of the southerly 45..31 feet of Lots 26 and 27, Licensed Surveyor' e
Map, Book 16, Page 37, Records of Los Angeles County, the Mayor
inquired if there were any present wishing to submit bids.
There was no response.
The Clerk stated he had received one bid. ,~

man Daetweiler, that said bid be publicly opened, examined, and
declared, All members present voting aye, the Mayor declared the
motion duly carried,
The following bid was receiveds
From J. M. .Carpenter, Pastor of the Trinity Baptist
Church, 374o Imperial Highway, a bid accompanied by a cheek in
the amount of ~85..OO to cover the down payment and subject to
conditions of sale as advertised.
Whereupon, after a discussion, it waa moved by Council-
man Pearson, seconded by Councilman Daetweiler, that said parcel
of land be sold to J. M. .Carpenter as per bid submitted and the
Clerk and Mayor be authorized to enter into an agreement of sale.

The hour of 8000 p.m. having arrived, said hour being
the time fixed for hearing in the matter of the proposed improve-
ment of Virginia Street by the removal. of certain existing improve-
ments and the construction of cement concrete curbs, sidewalks,
and driveways, and plant®mixed gutters, the Mayor inquired if
there were any present in regard to said hearing.
There was no response.
Whereupon, RESOLUTION N0. .2412 entitled "IN THE MATTER
OF` THE PROPOSED IMPROVEMENT OF VIRGINIA STREET BY THE REMOVAL OF
CERTAIN EXISTING IMPROVEMENTS AND THE CONSTRUCTION OF CEMENT
CONCRETE CURBS, CEMENT CONCRETE DRIVEWAYS AND SIDEWALKS, AND
PLANT-MIXED GUTTERS. .RESOLUTION OVERRULING PROTESTS AND DETER-
MINING THAT THE CITY COUNCIL HAS ACQUIRED JURISDICTION TO ORDER
'l~HE PROPOSED WORK DR IMPROVEMENT" was presented. It was moved
by Councilman Daetweiler, .seconded by Councilman Pearson, that
said Resolution be adopted.

IN VIRGiP42A STREET. RES0LUTION ASCERTAINING AND DETERMINING
RATE OF PER DIEM WAGES AND THE GENERAL PREVAILING RATE OF PER
]DIEM WAGES FOR LEGAL HOLIDAYS AND OVERTIME WORK IN THE LOCALITY
FOR EACH CRAFT OR TYPE OF LABORER, WORKMAN, OR MECHANIC NEEDED
TO EXECUTE THE CONTRACT FOR FURNISHING AND DELIVERING CERTAIN

The Manager presented a petition for the improvement of
Peach Street 'between Burton and Banning for the construction of
curbs and gutters under the Improvement Act of 1911. It was
moved by Councilman Pearson, seconded by Councilman Bruner, that
said petition be referred to the Engineer for checking and report
thereon. .All members present voting aye, the Mayor declared the

l°he Manager recor~rnerided that William Allen Cole be
aJ~poir~ted. as a patrolman, probationary, effective July 16, 1952
a.t the sa.~..ary o~° 9210.00 per month plus the co®t of living ad~ust-
~aent. The Manager stated that the employment of Mr. Cole wi11
now bring the Police Department personnel to authorized strength.

The Manager reported that Arthur E. Senior has satis-
facto~~i.l~p completed his probationary period as a mot®r patrol
officer .rid recommended that he be appointed permanent, effective

living ad,~ustzr,ent. It was moved by Councilman Daetweiler,
seconded by Councilman Pearson, that said recommendation be

,The Manager presented a letter from the City of Lynwood.
Employees° Association requesting financial assistance on the
employees° health insurance plan. It was moved by Councilman
Daetweiler, seconded by Councilman Pearson, that said.i°equest
be referred to the Manager for checking and report. All members
