HomeMy Public PortalAbout19980921REGULAR COUNCIL MEETING SEPTEMBER 21, 1998 1 CALL TO ORDER The Regular Council Meeting was convened on September 21, 1998, 7:30 by Mayor Duane Schreimann. Prayer was offered by Councilman Carl Jaynes, followed by the Pledge of Allegiance. ROLL CALL The following Council Members were present for roll call: Present: Blaney, Haake, Jackson, Jaynes, Landwehr, McDowell, Nelson, Nilges, Stella and Vincent Absent: None A quorum was declared present. ITEMS TAKEN UP OUT OF ORDER RS98 -13 Recognition of Captain Stephen K. Welch, Jefferson City Police Dept., upon his retirement from the Police Department. Captain and Mrs. Welch were present to accept the resolution. Following the reading of the resolution and remarks by Mayor Duane Schreimann, Captain Welch was presented with the Resolution. PRESENTATIONS FROM THE GALLERY Dr. Bert Kimble and Mr. Bob Webber, representing the Jefferson City Public School District, made a presentation thanking the Mayor, City Council and enumerated several persons in City Departments for their efforts to help the school district operate smoothly. Following their comments, a plaque was presented to Mayor Schreimann for display at City Hall. Mr. Mike Beasley, 3525 Gettysburg Place, made a presentation to request that Council suspend the rules and pass bill 98 -89 at tonight's meeting to expedite the development process. Mr. Nick Luetkemeyer, 811 Esther, made a presentation in opposition to Bill 98 -82 (Indemnity and Engagement for Future Services Agreement with Tyler Brewer) because he felt that the money involved constituted more of an out -of -court settlement rather than consulting fees. REGULAR COUNCIL MEETING SEPTEMBER 21, 1998 2 CONSENT AGENDA The following items were present for approval on the Consent Agenda: a. Minutes of September 8, 1998, Regular City Council Meeting b. Designation of Diane Spieker as Employer Representative at 1998 LAGERS Annual Meeting A motion was made by Councilman Charles Jackson for approval of the Consent Agenda as presented, seconded by Councilman Steve Nelson and approved unanimously. MAYORAL APPOINTMENTS Mayor Duane Schreimann made the following recommendation for appointment: a. Probationary Police Telecommunications Operator - Gordon McIntyre A motion was made by Councilman Carl Jaynes for approval, seconded by Councilman John Landwehr and approved unanimously. MINUTES AND REPORTS RECEIVED AND FILED Mayor Duane Schreimann announced that the following reports and minutes have been received and are on file in the City Clerk's Office: a. Historic Preservation Commission, July 28 b. Board of Adjustment, August 11 c. Police Personnel Board, August 6 d. Planning and Zoning Commission, August 13 e. Parks and Recreation Commission, July 13 and August 10 f. Parks and Recreation, Recreation Services Committee, August 25 MAYORAL ANNOUNCEMENTS Mayor Duane Schreimann announced that the City is in need of qualified persons to volunteer for city boards and commissions, particularly the Planning & Zoning Commission, and informed persons they may contact the City Clerk's office to request a Volunteer Profile Form indicating their interest. Councilman Charles Jackson requested the Bill 98 -59 remain on the Informal Calendar at this time. Bill 98 -70, sponsored by Councilman McDowell, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE CODE OF THE CITY OF JEFFERSON, SECTION 19 -401, (STREETS AND HIGHWAYS), SCHEDULE B (LEFT TURNS PROHIBITED; RIGHT TURNS PROHIBITED), SUBPARAGRAPH (A), BY REMOVAL OF THE INTERSECTION AT HIGH STREET AND MADISON STREET. Following a period of discussion, Councilman Carolyn McDowell requested that Bill 98 -70 remain on the Informal Calendar at this time. REGULAR COUNCIL MEETING SEPTEMBER 21, 1998 8 NEW BUSINESS Councilman Steve Nelson stated that following the meeting he wished to speak with someone to receive clarification of the city's excessive noise ordinance. Councilman Rick Nilges made comments regarding the need for traffic signalization at Thorpe Gordon School. Councilman Rick Nilges requested the status of the Sunset Court project. Marty Brose, Public Works Director, stated the design is still being worked on. Councilman Len Stella stated he had received calls from constituents regarding the poor quality of the JCTV transmission of City Council meetings. City Administrator Rich Mays stated he would have JCTV check into the matter. Councilman Larry Vincent stated he believed a member of the City Council should be appointed to the committee which will be working on the Chief of Police selection process. He also stated the, although he does not believe the F.O.P. organization itself should be included in the process that employee(s) of the Police Department should be included by perhaps submitting a list of what they consider the most important criteria in a police chief. Councilman Larry Vincent made comments regarding the fact that the City should consider drawing more on the expertise of local state government retirees and hiring consultants less Councilman Carolyn McDowell made comments regarding a newly - published book on the history of the Jefferson City Police Department. Interim Police Chief James Johnson explained the background of the book and how citizens may order a copy of it. Councilman Carl Jaynes reminded citizens that the Planning and Zoning Commission needs volunteers to serve on the commission so that all five wards of the City are correctly represented. COUNCIL LIAISON REPORTS Councilman Rick Nilges announced that a Finance subcommittee meeting on the issue of Meetings & Conferences /Training & Education will meet at 6:00 P.M. on Monday, September 28, followed by a 7:30 Finance Committee Meeting. City Administrator Rich Mays asked the Council what information they would like staff to provide at that meeting so they can be prepared. Councilman Larry Vincent stated he would like departments to prioritize the items being looked at. APPROVAL OF EXECUTIVE SESSION MINUTES Minutes of the September 8, 1998 Executive Session: A motion was made by Councilman Carl Jaynes for approval of the minutes as presented, seconded by REGULAR COUNCIL MEETING SEPTEMBER 21, 1998 9 Councilman Charles Jackson and approved unanimously. ADJOURNMENT There being no further business to come before the Council at this time, a motion was made by Councilman Steve Nelson for adjournment, seconded by Councilman Charles Jackson and approved unanimously at 8:30 P.M.
