The City Council of the City of Lynwood met in a

The City Engineer presented a. report on the bids
received for the improvement of Peach Street between Burton

Planning Commission Resolution Noa 96 was presented
wherein the Planning Commission reeomrnends approval of the
variance requested by Harry White for use of Lot 83a Tract
279 for use as a bird aviary in accordance with certain
restrictions contained in said resolutiono It was moved by
Councilman Daetwilere seconded by Councilman Peareone that
the Council concur in said recommendation, All members

Planning Commission Resolution No, 97 was presented
wherein the Planning Commission recommended denial of the
application for change of zone as filed by Benjamin J,

improvement of Pendleton Avenue by the construction of sani-
tary sewers and appurtenant work, the Mayor inquired if there
were any present in regard to this mattero
Whereupon, Mr, Bert Shook, 10902 Elm Avenue,
addressed the Council ob,~ecting to the proposed improvemento
The Engineer stated that Mra Shook was not in the
proposed district.

Mr. George Gallo, 108'0 El.m, addressed the Council
protesting the proposed district. Whereupon, the Engineer
informed him that he is not in the proposed district,
The Manager presented the following written ob~

4320 Pendleton, F'ay E, Beane, 4303 Pendleton, William L.
Clayton, 431 Pendleton, W. 0, Gray, 10911 Atlantic.
The Manager presented a report on said proposed
imp~overuent and recommended that said hearing be held over
to the next regular meeting so that he might have an oppor~
tunity for further study,
It was moved by Councilman Pearson, seconded by
Councilman Bruner, that said hearing be continued to the next
red°ular meeting, All members voting aye, the Mayor declared

Mr, Bert Shook, 10902 Elm, addressed the Council
reg~rdir,g the street name signs dust recently place in that
area and stated that one sign stated. 89E1m Avenue" and the
other B°Elm Street11 and he requested t:h.at something be
done about it, He also requested installation of boulevard
stop signs at the intersection of Elm ar~;d Pendleton, on the
Elm Street aide.
It was7moved by Councilman Daetweiler, seconded by
Courcilms.n Bruner, that said matter be re~'erred to the City
Manager ar,d Chief of Police for checking ~.r:d report thereon.

Mr, Allen Witter addressed the Council-stating he
wist-isd to express his feelings in the matter of handling
resigne.tions from and appointments to the Planning Commission,
ste.ting that while a recent automatic resignation and re-
appointment was technically correct, he felt it could have
been handled more diplomatically, and suggest that such be
done in the future,
Mr, Robert E. Collins, 3553 Imperial Highway,
addressed the Council as a representative of the barbers in
the City of Lynwood, requesting the Council°s assistance
in ascertaining the legality of adopting a city ordinance
regulating the hours of operation for said business.
After considerable discussion, it was moved by
Councilman Sneddon, seconded by Councilman Pearson, that this
matter be referred to the City Manager and City Attorney for
checking regarding the legality of such a proposal. All
members voting aye, the Mayor declared the motion duly carried.
Mr. Kenneth Thompson, 2652 108th Street, addressed
the Council regarding the proposed storm drain construction
and inquired if any relief would be provided for the area
in which he resides, The City Engineer explained the bene-
fits that would be derived from said proposed construction.
The Clerk presented RESOLUTION N0. 2464 entitled
"RESOLUTION APPROVING ASSESSMENT DIAGRAMB° was presented.
(Virginia Streets It was moved by Councilman Daetweiler,
seconded by Councilman Pearson, that said Resolution be
adopted.

fibs City Manager presented the Police Chief°s
report on the four-way boulevard stag signs at Abbott Ros.d
~.r~d Sampson Avenue as requested at the last regular meetingF
wherein he recommended that said signs be retained as they
are considered necessary at this location and recommended
that flasher lights be installed with appropriate pavement
marking, It was moved by Councilman Pearson, seconded by
Councilman Daetweiler, that the Council concur in the recom-
mendations of the Chief of Police and City Manager. Alai.

cil, thanking them for their cooperation in this matter,
The Manager presented a letter from the Chief of
Police wherein he requests inatailation of four~way boule-
vard stop signs at the intersection of Norton Avenue, Drury
Lane, and. Bellinger Street. The Manager concurred in said
request. It was moved by Councilman Pearson, seconded by
Councilman 5neddon, that said authorization be granted.
All members voting aye, the Mayor declared the motion duly
carried.
The Manager presented ,~ cc~xr~anunity recreation
agreement between the County o*° Loa Angeles, the City of
Lynwood, and the Lynwood Unified School District, and stated
that the Recreation Commission a`~ .its meeting held November
4~tri recommended that the Council enter into said contract.
It was moved by Councilman Bruner, seconded by
Councilman Sneddon, that the Mayor and City Clerk be author-
ized to execute said agreement.

The Manager requested authorization to advertise

seconded by Councilman Sneddon, that said authorization be

The Manager presented the resignation of Victor
F. Luke, Patrolman in the Police Department, effective
November 15£ 1952, He also-presented a communication from
t?°ie Chief off` Police wherein he recommends. the appointment
of Gilbert Raymond Mills, the next man on the eligible list,
as ~'atrolman, probationary, effective November 16, 1952a
a,t a salary of X210 per month plus the cost of living ad,~ust-
ment.
It was moved by Councilman Pearson, seconded by
Cc~:ncilman Bruner that said resignation of Victor F, Luke
be accepted with regret and said appointment of Gilbert
Raymond MillB be approved as recommended, All members voting

The Manager requested authorization tc~ advertise
for bids for the construction of the new city ha17., stating
that plans have been completed and that detailed specifications
are now being prepared
Whereupon, it was moved by Co+~~r~cilman Bruner,
seconded by Councilman ~neddon, that sai~~ authorization be
granted at such time as the specifications are completedp

Councilman Sneddon addressed the Council regarding
t~E,~.f'fic conditions in the area of Gertrude and Lugo and
P~la.`~`t and Century Boulevard, requesting installation of
'dotx~.evard stops at the above mentioned locations.
Whereupon, it was moved by Councilman Pearson,
~~~4~onded by Councilman Bruner, that the City Manager and
Ch~~ef of Police investigate the traffic conditions and
possible installation of boulevard stop signs in the above
mentioned area. All members voting ,aye, the Mayor declared
the motion duly carried,
It was regularly moved by Councilman Daetweiler,
seconded by Councilman Pearson, that the demand$ presented
at the meeting of November 5, 1952, having been regularly
audited, are hereby allowed ~.nd approved, and warrants
ordered drawn on the City Treasurer therefor in accordance
with and to the payees named and the funds indicated in the
several demands hereby approved.
