The hour of $S®Q p.m. having arrived, said hour being the time fixed for public hearing; on the s.ssessment for the improvement of Peach Street between Euclid Avenue and Carlin Avenue, the Mayor inquired if there were any present in regard to this matter, There was no response, Thereupon, RESOLUTION N0. 2470 entitled RESOLUTION SETTING FORTH FACTS OF HEARING, AND CONFIRMING ASSESSMENT, IN THE MPLTTER OF THE IMPROVEMENT OF PEACH STREET BETWEEN EUCLID AVENUE AND CARLIN AVENUE, IN THE CITY OF LYNWOOD~ was pre- sented. It was moved by Councilman Snedc~on, seconded by Councilman Pearson, that said Resolution be adopted. Roll Call% Ayeso Councilmen Bruner, Daetweiler, Pearson, Sneddon, and Willard. Noeso None. ,Abe ent o None. The Mayor inquired if there were any oral communi- c_s.tions. Mr. Fred Verger, 10900 Long Beach Boulevard, addressed °~he Council and requested that Ordinance IJo, 418, Section 27, be amended to provide for the establishment of a yearly busi- ness license fee for searchlight advertising, rather than a per diem fee as presently in effect, He also stated that this fee is in fact paid by the person desiring to do the adver- tising, After discussion, it was moved by Councilman Daet- weiler, seconded by Councilman Bruner, that the Manager be instructed to investigate this matter and report at the next meeting. A11 members voting aye, the Mayor declared. the motion duly carried. Mr. Kenneth Thompson addressed the Council and pre- sented pictures to substantiate hie claims regarding the ex- cessive water in the west side of town due to excessive run- off from the various industrial plants to the north. Mr. J. Garver, 33b6 Josephine Street, addressed the Council and concurred in Mr. Thompson°e statements regarding the industrial plants. Mrs. Ruth Carver, 3366 Josephine Street, addressed the Council regarding attendance at the Safety Council meet- ings which are held on the third Monday of each month, and requested the Council°s cooperation in publicizing this matter. The Clerk presented the resignation of Mr. A. L. Hamblin as Civilian Defense Director. It was moved by Coun- cilman Bruner, seconded by Councilman Daetweiler, that said resignation be accepted with regrets. All members voting aye, the Mayor declared the motion duly carried. A communication from Congressman Clyde Doyle was presented, wherein he thanked the Council for courtesies extended at his recent visit and assured ,the Council of his willingness to cooperate in any way possible. It was moved by Councilman Daetweiler, seconded by Councilman Sneddon, that said communication be filed. All members voting aye, the Mayor declared the motion duly carried, The Clerk presented a communication from the Blue Star Mothers of American requesting permission to conduct their Blue Daisy sale on December 6, 1952. It was moved by Councilman Pearson, seconded by Councilman Sneddon, that said request be granted.. All members voting aye, the Mayor declared the motion duly carried. Absents None. ~r.tze Manager presented RESOLUTION :NO, 243 entitled B°RESOLUTZON OF THE CITY COUNCIL OF THE CITY OF LYNWOOD RE- QUESTING AC(~U'ISITION OF RIGHTS OF WAY FOR THE EAST COMPTON CREF~K NO. 2 DRAIN80. The Manager presented a report on the franchise granted to Mr. Dean Carson by Ordinance No. 419 as requested by the City Council, It was moved by Councilman Sneddon, seconded by Councilman Daetweiler, that the report be accepted and the Manager instructed to demand payment on the terms of the franchise through the year 1952, after which other arrangements will be considered. A11 members voting aye, the Mayor declared the motion duly carried The Manager presented a report on the acquisition of necessary right of way for the improvement of Carlin Avenue at the southwest corner of Carlin Avenue and Thorson, (Musselman property, wherein he stated that in the negotia- tions with Mr. Musselman for the necessary right of way, he desired that all improvements be installed by the City, in- cluding sidewalks and sanitary sewer, The Manager stated. that this right of way is necessary and believes that Mr. Musselmanas conditions are not unduly unreasonable. It was moved b,y Councilman Pearson, seconded by Councilman Bruner, that the City Manager be authorized. to negotiate for the necessary right of way under the above mentioned conditions, for an amount not to exceed X950 settlement in lieu of con- struction of sidewalks and sanitary sewers, Roll Callo Ayers Councilmen Bruner, Daetweiler, Pearson, Sneddon, and Willard. Noels None, Absents None, The Manager presented a communication from Mr. Raymond L. Coursey, 131 East Florence Avenue, Apt. #S, Los Angeles 1, California, requesting permission to paint house numbezs on the curbs on a donation basis. It was moved by Councilman Bruner, seconded by Councilman Sneddon, that ~~ said request be granted subject to s.11 work being done in a manner satisfactory to the City Engineer.
