REGULAR MEETING MAY 5, l
The City Council of the City of Lynwood met in a
regular session in the City Hall, 11331 Plaza Street, on above
gate at 7e3o p.m.
Mayor Willard in the chair.
Councilmen Bruner, Da.etweiler, Pearson, Sneddon, and
Willard answered the roll call.
It was moved by Councilman Sneddon, seconded by
Couneilmari Bruner, that the minutes of the previous regular
meeting of April 21, 1953 be approved as written. All members
voting aye, the Mayor declared the motion duly carried.
A communication :'rom the American Legion Auxiliary
was presented wherein they request permission to sell poppies
on May 22 and 23, 1953. It was moved by Councilman Pearsan,
seconded by Councilman Daetwei~er, that the American Legion
Auxiliary and the V.F.W.Lynwood Post be granted permission to
sell poppies .on the streets on May 22 and 23, 1953• All mem-
bers voting a,ye, the Mayor declared the motion duly carried.
The Clerk presented a communication fror~ American
Legion Poet No. 85 requesting permission to sell fireworks
at the following locationst. .the .northwest _corner of Sanborn
and Atlantic Avenues and the southwest corner of Stockwell
Drive and Imperial Highway.
After discussion, it was moved by Councilman Bruner,
seconded by Councilman Pearson, that permission be granted to
the American Legion Post 85 and to all other Lynwood service
clubs, sub,~ect to the usual police, fire, and building safety
regulations, and. in addition, that an adult must be in attend-
ance at all times said stands are in operation. All members
voting aye, the Mayor declared the motion duly carried.
The Clerk presented a communication from Mr. Carmelo
Cxattuso requesting installation of traffic ei~;nale at the inter-
section off' Long Beach Boulevard and Palm Avenue. Whereupon,
it was moved by Councilman Pearson, seconded by Councilman
Sneddon, that said communication be referred to the Chief of
Police for investigation and report. All members voting
aye, the Mayor declared the motion duly carried.
A communication was presented from the Long Beach
Boulevard Merchants' Association requesting the study of
present ordinances governing so-called " oing out of business"
sales now covered by City Ordinance No. ~80.
Whereupon, it was moved by Councilmarx Daetwailer,
seconded by Councilman Bruner, that said communication be
accepted and. filed and the Ghief of Police be instructed to
enforce said ordinance, and that the Clerk mail a copy of
said ordinance to the Merchants' Association. All members
voting aye, the Mayor declared the motion duly carried.
The hour of 8 p. m. having arrived, said hour being
the time fixed to receive any and all bids for furnishing
the City with certain vehicles as per specifications pub-
lished, the Mayor inquired if there were any present wishing
to submit bids. There was no response.
The Clerk Stated he had received five bids. It was
moved by Council man Sneddon, seconded by Councilman Pearson,
that said bids be publicly opened, examined, and declared. All
members voting; aye, the Mayor declared the motion duly carried.

were any present regarding this matter. There was no response.

An ordinance entitled "AN ORDINANCE OF THE CITY OF
LYNWOOD ADOPTING A UNIFORM PLUMBING CODE, EXCEPT CERTAIN
PORTIONS OF SAID CODE, WHICH CODE PROVIDER FOR THE PROTECTION
OF PUBLIC HEALTH AND SAFETY, REGULATES PERMITS FOR THE IN-

There was a discussion of Planning Commission
Resolution No. 10~ a.pproving change of zone of the westerly
75 feet of Lot 5, except the southerly 190 feet thereof,
Tract 5103, From R-1 to R-3 (Heller), whicr~ was held over
from the previous meeting.
The Clerk stated that the City Manager had inves-
tigated the policy of various Lending agencies on financial
co;mmi~zments for 'c€.zzldir~g loans on property ccsritrolled by
va~^i~iress =,~' ~~xse in lieu of actual zone changes.
Mr. Heller addressed the Council and stated that
:he has also investigated~loans~based~uuon the granting of
variances and stated that a variance would not provide him
the proper loan value and felt as though a zone change
should be granted him as recommended by the Planning Com-
mission.
The City Manager explained the purpose of granting
a variance so as to provide better control of the property
and protection of surrounding properties.
After considerable discussion, it was moved by
Councilman Pearsan, seconded by Co~ancilman Bruner, that the
City Council deny the request for change of zone as more
particularly described in Planning Commissioner Resolution
No, 10~.
