Councilmen Bruner, Daetweiler, Pearson, Sneddon, a.nd Willard answered the roll call. It was moved by Councilman Daetweiler, .seconded. by Councilman Sneddon, thPt the minutes of the previous regular meeting of May 19, 3953 be approved as written. A11 members voting aye, the Mayor declared. the mo*ior. duly carried. The hour of 80 0Q ra.m. having arrived, said hour being the time fixed for hearing any and s11 ob~eetions in the matter of the proposed expenditure of one-half of aria per r.pnt sales tax funds for the ~ourchaee of new fire apparatus, the Mayor inquired if there were any present in regard to this hearing. There was no response. It was moved. by Councilman Bruner, seconded by Councilman Sneddon, that a sum of not to exceed.. X2,2,000.00 be set aside for the purchase of near fire apparatus, said funds to be derived from the collection of ors--half of one per cent city sales tax. The Clerk presented a communication from the Los Ar,~;eles S,P.C.A. asking the Covncil's opinion of the possibility of increasing the imuound fees to provide better control of the str€~,y dog problem. The Clerk suggested thAt a sliding scale of fees might be the beat solution to the x~roblem to p~^ovide adeq"x=,te co.,.,°:~r;1. Berry Foundation's request far permission to place coin donation boxes in Lynwood was presented, wherein he recommended that the application be denied. on the basis of the report filed. St was moved by Councilman Bruner, seconded by Councilman Pearson, that the City Council concur in this recommendation. All members voting aye, the Mayarro declared the motion duly carried. The Manager presented a deed, executed 'by the Chairman of the Board of Supervisors on behalf of the County of Los Angeles, which conveys to the City of Lynwood for park purposes the following described property: That portion of Lot 1 of the "~lausson Tract" in the Rancho San Antonia, County of Los Angeles, State of California, as per map recorded in Baok 3, Page 318 of Miscellaneous Records, on file in the office of the Recorder of said County, described as followst Beginning at a point in the northerly line of said 'lot, distanct 1382.16 feet easterly from the northwest corner thereof, thence southerly, parallel with the westerly line o~' said. The Manager presented a report from the Recreation Commission wherein they request the Council to relocate the childrens° playground to an area adjacent to the tennis court, and, to construct fencing and authorize the purchase of necee- sary p1ay~;round apparatus at an estimated cost of X3,500. Whereupon, it wasimoved by Councilman Daetweiler, seconded by Councilman Bruner, that the Council concur in the recommendation of the Recreation Commission and authorize the City Manager to proceed with this work. All members voting aye, the Mayor declared the motion duly carried. The Manager presented a report from the Chief of Po11ce recommending the installation of boulevard stops a.t the north and south approaches to Burton and Carlin Avenues on Peach street. Whereupon, it was moved. by Councilman Sneddon, seconded by Councilman Pearson, that the Council concur in the recommendations of the Chief of Police and authorize the installation of said signs. All members voting aye, the Mayor declared the motion du 1,y carried. The Manager presented an agreement wherein the southern Pacific Company grants to the City of Lynwood an easement for highway purposes at the crossing of Lynwood. Road with its Ban~Pedro Branch and. recommended that said agreement be approved. Whereupon, it was moved by Councilman Pearson, secont~ed by Councilman ~neddon, that the City Council accept sold. easement and authorize the Mayor and City Clerk to execute said agreement on behalf of the Gity. The Manager presented a communication from the firm of Waod, Pyle and Co., auditors for the City of Lynwood, wherein they offer to perform their services for the fiscal year 1953-5 at the same fees they have charged in the peat. The Manager also presented his report wherein he recommended that the firm of Wood, Pyle & Co, be employed ae auditorR for the fiscal year 1953-5 at the rate of 4350.00 per quarter,, It was moved. by Councilman Bruner, seconded by Councilman Pearson, that the Gouneil concur in the recommendation of the City Manager and employ the firm of Wood, P,y1e & Co. A11 members voting aye, the Ma,Yar declared the motion duly carried. The City Manager presented the following personnel recoxn~~r;~ndation: That Gilbert R. M111s, havin~* completed six monthe° probationary service satisfactaril,y be apx~ointed on a permanent basis at a salary of X225 x~er month, plus the cost of living index, effective May 15, 1953; That James Riley having completed his six manths° praba~-1.on?ry period as Engineer in the Fire Department, be ap- pointed Engineer on a permanent basis, at a salary of X265 per month plus the cast of living ad,yustment, effective June 1, 1953; That Fireman Clinton ~tewa.rt, ha.vin~; satisfactorily completed six months' urobationary period, be appointed on a permanent ~~5asis at a salary of X225 per month plus the cost of living; ad j~.zstment, effective June 6, 1953, That Fireman Richard Proud., having satisfactorily completed six months' probationary period, be appointed on a. permanent basis at a salary of X225 per month plus the cost of living a.d,justment, effective June 12, 1953. The City Manager stated that he had been approached regarding the sa.1e of the city-owned lots on Court Street adjacent to the Edison Compan~i (formerly occupied by the Cit;a Crarage) and stated that aft .,~- the City moves to ita new quarters, this property will nc~ longer be needed. After con eiderable discussion, it wac~ moved by Councilman Hruner, seconded by Co~~ncilman Sneddon that the Manager be authorized to Er~ve notice of public sale of Lots ~24~-427, inclusive, Tract No. 2.551, with a minimum bi.d to be established at ~`~12,000.
