RESOLUTION N0. 2513 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING ASSESSMENT DIAGRAM IN THE MATTER OF THE PROPOSED xF~ROVEMENT OF LONG BEACH BOULEVARD BY THE CONgTRUCTION OF AN ORNAMENTAL STREET LICxHTING SYSTEM" was presented. The Clerk presented a communication wherein lie stated that he had been contacted by th.e Lob Angeles Society for the Prevention of Cr~.~~elt,y to Aziimals requesting the Council's cooperation in enforcement of city ordinance No. 316 (dog ordinance). All members voting aye, the Mayor declared the motion duly carried. The Manager presented the supplemental memorandum of agreement for expenditure of gas tax funds for the fiscal year 1953-5~ to provide two additional projects, as outlined in said memorandum. Whereupon, it was moved by Councilman Pearson, seconded by Councilman Sneddon, that the Mayor and City Clerk be authorized to execute said supplemental agreement. The Manager presented his report and that of the Police Chief's as requested at the last meeting on the complaint Piled by H. B. Johnson against a member of the Police Department. The Manager stated that Section 13006 of the State Health and Safety Code permits public officers and. firemen to enter upon private premises in ~ht perf ormar:ce of tk~e.Lr 3uty. He also stated that Mr. Johnson has the right, should he desire, to file charges against said officer, with the Civil Service Board, and that the Chief of Polic® has given his assurance that Mr. Johnson wi:,.l not be in any wa;r• perBecuted, It was rrioved by Counc~.lrnan Pearson, seconded by Councilman Bruner that said communication and reports be filed and that the Manager be directed to communicate with Mr. Johnson on the above matter. All members voting aye, the Mayor deolared the motion duly carried. The Manager requested authorization to employ the ser- vices of Mr. Clarence A. Winder, Utility Consultant, in con- ~unction with the cities of Compton, Torrance, South Gate, and Huntington Park, to represent ~Leie City of Lynwood. at the hearings on the pr~opc,~aec1 Edison Company rate increases. The Manager str~te3 that the amount to be paid would not exceed '~2j00 f'~~r his services, paymerat to be divided on a population basis between the cities. Whereupon, it was moved b,y Co~zncilman Bruner, seconded by Councilman Sneddon, that the Council concur in the recom- mendations of the City Manager in employing Mr. Clarence A. Winder. All members voting aye, the Mayor declared the motion duly carried. The M~~~agAr presented his report on the advisability of requesti.r~~; that a epec~.al census be taken in the City of ?,yrr.,~oory, t?e ~•eg7.4ested at the last regular meeting. He stated ±~ ~r, ;;:~:`_~~~~r:as been an estimated. increase in population of ~~ approximately 2300 persons since the 1950 general census, and if this proves to be true, the additional revenue received from said population increase would be approximately X17,000 annually. Whereupon, it was moved b,y Councilman Daetweiler, seconded by Councilman Pearson, that the City Manager Ye directed to commence proceedings to have the Federal Government conduct said special census at the earliest possible time. All members voting aye, the Mayor declared the motion duly carried., The Manager presented the 1953-54 Budget. There was considerable discussion regarding the granting of additional funds to the Chamber of Commerce for promotion and publicity purposes. Whereupon, it was moved by Councilman Pearson, secondec~'hy Councilman Bruner, that said Budget be amended by adding X400 to the promotion and publicity Account 18~SD-l, and that said Budget be approved as amended. RESOLUTION N0. 2514 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD SETTING FORTH THE SALARIES AND CLASSIFICATIONS OF ITS OFFICERS AND EMPLOYEES" was presented. Absents None. The City Manager presented a notice from the East Los Angeles Junior College, issued to E. R. It was moved by Councilman Bruner, seconded by Councilman Sneddon, that the Manager be instructed to address a letter to Mr. Hentechel, expressing the Council's appreciation for his interest in hie work. The Manager presented an easement granting to the Southern California Edison Company right of way for the purpose oP installation and maintenance of an electrical system in, on, ; over, and under the following; described paraelst ,A strip of land 10 feet in width lying within Lot 128 o" T;~aet No. 1,5209, as per map recorded in Book 319 Pages 11 to 13 inclusive of Maps, records of said County of Los Angeles; the centerline of said strip is described as follows= Beginning at an existing Southern California Edison Company pole No. 672304-E located in or near the easterly line of Bullis Road, as now established, distant southerly thereon 113 feet from the northerly line of said Lot; thence nort~~eaeterly to a point 5 feet southerly, measured at right angles From the northerly line of said Lot and 60 feet easterly, measured at right angles from said easterly line of Bullis Road, said point hereinafter referred to as point "A"; thence easterly to a point, parallel with said northerly line 225 feet, said point hereinafter referred to as point "B"; thence continuing easterly to a point, 8.6 feet, said point hereinafter referred to as point "C"; thence continuing easterly, 45 feet. Senior, having satisfactorily completed eighteen months of service as a Motor officer, be granted the next step increase in pay at ~37~ per month, effective July 1, 1953; That Donald E.'M111er be appointed patrolman, pro-- ba.tiorlPry, at a salary of X320 per month, effective July 16,1953; That Officer John J. Blaiaing, having satisfactorily completed twelve months service as Clerk-Dispatcher, be granted the next step increase in pay at X340 per month, effective July 1, 1953; That Richard F'ordham be appointed Fireman, probationary, at a salary of "320 per month., effective July 1, 1953; That Wm.
