CALL TO ORDER
The Regular Council Meeting was convened on November 16, 1998, at 7:30 P.M. by Mayor
Duane Schreimann.
Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance.

A quorum was declared present.
ITEMS TAKEN UP OUT OF ORDER
Resolution RS98 -18 — Recognition of Mr. Lesley Rosenborough as recipient of the 1998
Outstanding Service Award for the City of Jefferson. A motion was made by Councilman
Carl Jaynes for adoption, seconded by Councilman Charles Jackson and approved
unanimously. Mr. Rosenborough was present to accept the resolution, and was
commended by Mayor Duane Schreimann on behalf of the City for his commitment and
exemplary service as a city employee.
PRESENTATIONS FROM THE GALLERY
Darrell Dunafon, 1921 Sierra Court, made a presentation on the convention center issue.
He opposed the Hammons proposal based on the fact that no taxes will be paid to the city,
and urged the city to consider other proposals which would not abate tax revenues to the
city.

A motion was made by Councilman James Haake for approval of Item (a), seconded by

Councilman James Haake requested that the rules be suspended and Bill 98 -127 placed
on third reading and final passage. There were no objections to the request for suspension
of the rules. Councilman James Haake made a motion to amend Section 3 of Bill 98 -127
as follows:
Section 3. If a majority of the qualified voters voting at said election
shall vote in favor of the approval of this ordinance, then the same shall be
binding in full force and effect from and after such approval subject to the

discussion which consisted mainly of concerns with the enforceability of such an ordinance,

INFORMAL CALENDAR
Bill 98 -109, sponsored by Councilman Carolyn McDowell, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH BRAD EPPLE FOR
GROUND LEASE AT THE JEFFERSON CITY MEMORIAL AIRPORT.
Councilman Carolyn McDowell requested that Bill 98 -109 be remain on the Informal
Calendar.

NEW BUSINESS
Convention Center Issue: Councilman John Landwehr made the following motion
regarding the accepting of additional proposals for a convention center:
Staff shall publish an RFP with certain criteria for the purpose of entertaining
other proposals for the development of the Broadway /McCarty /Washington
site in conjunction with the construction of the parking garage facility with
sales tax funds, and that the responses by interested parties be in two stages:
(1) a "Qualifying Proposal" shall be due by 5:00 PM on December 7, 1998,
and (2) the "Final Proposal" shall be due by 5:00 PM on December 14, 1998.
The elements of the Qualifying Proposal, due on December 7, shall be as
follows:
(A) The type of funding
(B) Cash flow projections
(C) Ownership structure
(D) Draft development agreement
(E) Footprint (two - dimensional design)
(F) Parking considerations
(G) A list of amenities
The Final Submission, including the above elements, together with other
standard appropriate items designed by staff would be due December 14. All
proposals should include the following:
(A) The operating deficit should be borne by the Developer
(B) The design should be by the Developer and subject to approval
by the City
(C) The City's contribution would be limited to $3.5 million
The motion was seconded by Councilman Carl Jaynes, and the following of the issue
discussion ensued: Councilman Carol Blaney stated she would like to see the specification
for the site expanded to include areas other than the McCarty /Washington /Broadway site.
Councilman Len Stella agreed with Councilman Blaney. Councilman Steve Nelson reminded
the Council that other areas have been considered for several years with negative response
from the public and would prefer to limit it to the area that the public has indicated they
would support. Councilman Carl Jaynes also reminded the Council of the many hours spent
by the Convention Center Site Selection Committee in locating the most appropriate site.
Councilman Charles Jackson stated that new information which recently came forward
regarding sales tax revenue obligates the Council to allow other developers to make
proposals. Following discussion, the motion was approved unanimously. Councilman Larry
Vincent stated he felt the issue should move forward instead of opening it for further
proposals. At the conclusion of discussion, the motion, as made by Councilman John

Mayor Duane Schreimann announced that filing for election to City offices will end
tomorrow (Tuesday, November 17) at 5:00 PM.
UNFINISHED BUSINESS
Corps of Engineers Office: Councilman Carl Jaynes requested that staff follow up with a
telephone call the letter which Mayor Duane Schreimann sent to the Corps of Engineers
requesting them to reconsider closing its Jefferson City office. Mayor Duane Schreimann
replied that either he or City Administrator Rich Mays would make a call to follow up.
COUNCIL LIAISON REPORTS
Councilman James Haake announced that a Public Works and Planning Committee meeting
will be held Thursday, November 19, 7:30 P.M.
ADJOURNMENT
There being no further business to come before the Council at this time, a motion was made
by Councilman Steve Nelson for adjournment, seconded by Councilman Charles Jackson
and approved unanimously at 9:05 P.M.
