REGULAR MEETING SEPTEMBER 1. 1953 The City Council of the City of Lynwood met in a regular session in the City Hall, 11331 Plaza Street, on above date at 7~ 30 p. m. Mayor Willard in the chair. Councilmen Bruner, Daetweiler, Pearsan, Sneddon, and Willard answered the roll call. It was moved by Councilman Daetweiler, seconded by Councilman Sneddon, that the minutes of the previous regular seating of August I8, 1953 be approved as written. All members voting aye, the Mayor declared the motion duly carried. The hour of 8400 p.m. having arrived, said hour being the time fixed for hearing in the matter of the improvement of portions oP Pendleton Avenue by the construction of curbs and gutters, the Mayor inquired if there were any present in regard to said hearing. There was no response. Whereupon, RESOLUTION N0. 2520 entitled "RESOLUTION SETTING FORTH FACTS OF HEARING, AND CONFIRMING ASSESSMENT, IN THE~MATTER OF THE IMPROVEMENT OF PORTIONS OF PENDLETON AVENUE BY THE CONSTRUCTION OF CEMENT CONCRETE CURBS AND CEMENT CONCRETE GUTTERS AND APPURTENANT WORK" was presented. It was moved by Councilman Bruner, second ed by Councilman Sneddon, that said Resolution be adopted. Roll Calla- A,yesa Councilmen Bruner, Daetweiler, Pearson, Sneddon, and Willard, Noeaa None. There was no response, Whereupon, RESOLUTION N0. 2521 entitled "RESOLUTION OF ORDER OF VACATION OF THE FIRST ALLEY SOUTHERLY OF CENTURY BOULEVARD EXTENDING EASTERLY OF HARRIS AVENUE" was presented. It was moved by Councilman Bruner, seconded by Councilman Daetweiler, that said resalution be adopted. Roll Calla Ayesa Councilmen Bruner, Daetweiler, Pearson, Sneddon, and Willard. Noes: Nine. Absents None. The Mayar inquired if there were any oral communica- tions. Whereupon, Mr. Roger Pryor, Attorney representing Mr. Harold. B. Johnson, 12213 Lang Heach Boulevard, addressed the C~uneil regarding a letter of complaint received by his client wherein he was informed that he is in violation of setback and zoning ordinances at the above address. Mr. Pryor Purther stated that he has knowledge oP over a hundred violations oP the setback ordinance pn Long Heach Boulevard. After discussion, it was moved by Councilman Daetweiler, seconded by Councilman Pearson, that Mr. Pryor be requested to submit a letter of his statements to be presented at the neat regular meeting for the Council's consideration. A11 members voting aye, the Mayor declared the motion duly carried. Mr. George Kennedy addressed the Council regarding the proposed C-2-a zone .wherein he stated that he has discussed this matter with the City Manager and wished to suggest that further consideration be given to ofP-street parkin; in the C-2-a zone. After further discussion, it waa moved by Councilman Bruner, seconded by Councilman Pearsan, that the matter be referred to the Planning Commission for investigation of oft- street narking in the proposed C-2-a zone and that the Council co-ordinate with the Planning Commission in its investigation ~,~ and. consideration. All members voting aye, the Mayor declared the motion duly carried. `^ The Clerk presented a communication from the Volunteers of America, requesting permission to solicit and collect house- hold salvage in the City of Lynwood. It was moved by Council- man Daetweiler, seconded by Councilman Pearson, that said request be referred to the Chief of Police for inve~t3~gation and report and that he also report on all other agencies making similar collections in the City of Lynwood. A 11 members voting aye, the Mayor declared. the motion duly carried. The home occupation application of Marguerite T. Schmidt, 2924 Los Flores Boulevard, teacher of music and drama, was presented. It was moved by Councilman Bruner, seconded by Councilman Sneddon, that said application be approved. A11 members voting aye, the Mayor declared the motion duly carried. ORDINANCE N0. 596 `entitled "AN ORDINANCE OF THE INCORPORATED CITY OF LYNWOOD ESTABLISHING TAX DISTRICT NUMBER 1 OF RAID CITY, ~+~IXING THE RATES OF TAXER, AND LEVYING TAXER FOR THE FISCAL YEAR, BEGINNING JULY 1, 1953 AND ENDING JUNE 30, 1954" was presented for the second time. It was moved by Councilman Pearson, seconded by~Councilman Sneddon, that further reading be waived. All members voting; aye, the Mayor declared the motion duly carried. It was moved, by Councilman Sneddon, seconded by Coun- cilman Pearson, that said ordinance be adopted as read for the second time, finally pass, and be published as required by law. ORDINANCE N0. 597 entitled "AN ORDINANCE REPEALING ORDINANCE N0. 419 CANCELLING AND TERMINATING FRANCHISE OF DH~AN CARBON TO CONDUCT, MAINTAIN, AND OPERATE INTRA-MUNICIPAL MOTOR BU8 LINER FOR THE TRANSPORTATION OF PASSENGERS AND THEIR HAND BAGGAGE, FOR HIRE, WHOLLY WITHIN THE CITY OF LYNWOOD, OVER, UPON, AND ALONG THE STREETS, HIGHWAYS, ALLEYS, BOULEVARDS, AVENUES, ROADS, AND OTHER PUBLIC PLACES AS PRESCRIBED IN RAID ORDINANCE 419; FIXING THE COMPENSATION AND SPECIFYING THE TERMS AND CONDITIONS nF SAID FRANCHISE AND AMENDING ORDINANCE N0. 438" was presented for the second time. It was moved by Councilman Bruner, seconded by Councilman Sneddon, that further reading be waived. All members voting aye, the Mayor declared the motion duly carried. The Manager presented a letter Prom the Loa Angeles County Flood Control District requesting the Council's approval of extent and location of rights of way for the construction of storm drains within the City of Lynwood. Whereupon, it was moved by Councilman Pearson, seconded by Councilman Daetweiler, that approval of said rights of way be granted in accordance with the July 15, 1952 report of the Los Angeles County Flood Control Chief Engineer. The Manager presented his report on the tabulation of bids for the installation of certain airconditioning in the Community Center building, wherein he recommended that the con- tract be awarded to the low bidder, Southland Heating, Ina. It was moved by Councilman Daetweiler, seconded by Councilman Pearson, that the Council concur in the recommendation of the City Manager. The Manager presented a communication reoommending the amendment of Section 3 of Resolution No. 2514, salary resolution, to increase pay rate for standby maintenance service for Water Department employees to X4.00 for each overtime shift. It was moved by Councilman Pearson, seconded by Councilman Sneddon, that said amendment be approved. Roll Calls .Ayeaa Councilmen Bruner, Daetweiler, Pearson, Sneddon, and Willard. Noels None. Absents None. The Cit,v Manager presented the following personnel recommendation8 That Claude ~K. Riddle, having satisfactorily completed his six months' probationary period as Clerk-Dispatcher, be appointed on a permanent basis and advanced to the next salary step of X325.00 per month, effective £iepten~er 16, 1953. It was moved by Councilman Sneddon, seconded by Councilman Bruner, that said recommendation be approved. All members voting aye, the Mayor declared the oration duly carried.
