The City Council, of 'the C~,t,y of Lynwood met in a
regular session in the City Hall, 11~3~. p1a~a Street, on above
data at 7x30 p.m.
Mayor Willard in the chair,
Councilmen Bruner, Peareonp Sneddon, and Willard
answerwd the roll call.
Councilman Da.etweiler was absent.
It was moved by Councilman Bruner, seconded by Council-
man Sneddon, that the minutes of the previous regular meeting of
September I, 1953 be approved as written. All members present
voting aye, the Mayor declared the motion duly carried.
The hour of 800 p.m., having arrived, said hour being
the time fixed for hearing in the matter of expenditure of sales
tax Funds for purchase of FM radio equipment, the Mayor inquired
if there were any-present in regard to .,his matt eN. inhere was no
response.
Whereupon, it was moved by Councilman Pearson, seconded
by Councilman .Bruner, that the hearing be concluded and the ex-
pend.iture of sales tax funds in the amount of X14,004 be author-
ized. for th.e purchase of FM radio equipment, as set forth in
Resolution No. 2519.

The Git,y Clerk presented a communication from Roger
Pryor representing H. B. Johnson, 12213 Long Beach Boulevard,
regarding; violations of city ordinances at the above address.
Whereupon, it was moved by Councilman Pearson, seconded
by Councilman Sneddon, that said communication be accepted and
filed. All members present voting aye, the Mayor declared the
motion duly carried.
The Clerk read a communication from H. B. Johnson,
12213 Long Beach Boulevard, regarding the. Building; Inspector®s
letter on setbacks along Long Beach Boulevard. It was moved. by
Councilman Pearson, gecon.ded by Cotzncilmar~ Sneddon, t~lat said
letter be ~~ecepted a.nd filed. All members pz^ese~~` ~ot':,,Y~~°.~ aye,

".h»~ c~ ler:~t read a report from the City Manager ate
requee~,ed at the last r°egular meeting, regarding violations cif
City Qrdinances at 12213 Long Beach Boulevard. It was moved by
Councilman Pearson, seconded by Councilman Bruner, that said
report be accepted and filed and the case concerning H. B. Johnson
be considered closed. All members present voting aye, the Mayor
declared the motion duly carried.
~~"he Clerk read a communication Prom Mra. Victoria C.
~"agan ~r~e!^e~.n she appealed to the City Council to prohibit the
relocation of a building now at 6382 Gage Avenue, Los Ang ales
County, to the easterly one-half of Lot 274, Tract 2551, as
granted by the Planning Commission at its meeting of September 8,
1953. The Clerk also presented the entire file on this matter
for the Council's consideration.
Whereupon, tree Mayor inquired if there were any present
wishir~ tc~ sgaeak on this ms.~ter. There was no rPgponse.
T~xereupon, it was moved by Councilman Bruner, seconded
by Councilman Sneddon, that the City Council concur in the action
of the Planning; Commission in granting the relocation permit
and that Mrs. Fagan°e appeal be denied. AlI members present
voting aye, the Mayor declared the motion duly carried.
The Clerk presented s communication Prom the South
Gate Navy Mothers' Club requesting permission to conduct aTag
Day" in various locations in the City of Lynwood on Qctober 24.
It was moved by Councilman Bruner, seconded by Councilman
Sneddon, that said permission be granted sub,~ect to approve,l tieing
obtained from the Lynwood Chapter of the Navy Mothers' Club. All
members present voting aye, the Mayor declared the motion duly

The Clerk pree ant ed a raga es t from the Chie f of
Police for additional time to complete hie investigation of
all agencies soliciting and collecting household salvage in
the Gity of Lynwood.
TY`ie Clerk presented. a commun;~cation from G-odB a Bounty
Miss~,.on wherein their rer~uest pax°mission to collect discarded
ho~~s.~h old .items and newspaper in the City of Lynwood. After
c€~ns:~~~ers.ble discussion, it was monied by Councilman Bruner,
eec~°;r>~ed by CounciTmaz~ Pearson, that ea.id .li•ense-free permit

T~:e Clerk presented. a communication from the Lynwood
Chamber of Commerce extending an in~~~itati®n to attend their
special meeting for the purpose of etimul.ating interest in
securing tenants for vacant stores in the City of Lynwood.

Thy Clerk presented s. communication from Mr. John
Van Ousting a.p.~>ealing the Plan~,iri~ Commission° s denial, at its
September 1, 153 meeting, of the zone change requested by him
for Lots 1130-40, Tract 302. (North side of Euc11d between
Alpine and Oak).
Whereupon, the Clerk pre~~nted a communication from
the Secretary of the Pla:~~n~ ng Commission wk~erein it states that
the Planning Commission ade~pted P~esolution No. 117 declaring
its intention to institute proceedings to hold public hearings
for the proposed change of zone from R~l and R-2 to R-3 of all
that property lying generally eouthei~^l~r of Cedar, e~ttending
westerly from Long Heach Boulevs.rd to the easterly line of Halle
Vernon Acres.
After ec~naiderable discussion as to the legal mannsx~
in which said appeal must be handiede ccynei,dering the Planning
Commiasic~rx°s Resolution, it was moved by Councilman Sneddon,
seconded by Councilman Bruner, that public hearings be held on
the appeal as filed by Mr. Van Ousting, in accordance with the
provisions of City Ordinance No. 570. A11 members present voting
aye, the Mayor declared the motion duly carried.
The Clerk presented a communication from Mrs. Helen
Wyatt appealln~; 1~he Planning Commission° a action of September 1,
1953 in denying her request for change of zone of Burton Avenue
between Alpine and Oak.
Whereupon, it was moved by Councilman Pearson,
seconded by Councilman Bruner that public hearings be held on
the appeal as filed by Mrs. Wyatt, as provided for in Ordinance
No. 570. A11 members present voting ayes the Mayor declared
the motion duly carried.
The Mayor inquired if there were any oral communica-
tions. Whereupon, Mr. Jack Cleland addressed the Council, stating
that he had been asked by a Director of the Metropolitan Water
District to extend. an invitation to the City officials of Lynwood
to be the Metropolitan Water District's guests on a tour of
their facilities, at a time convenient to the officials.
The Clerk stated he had been requested by the City ~'
Manager to ask for authorization to advertise for bids for the
improvement of pardons of Imperial Highway, said pro,~ect to
be financed out of special gas tax funds,
Whereupon, it was moved by Councilman Pearson,
seconded by f'auncilman Bruner that said authorization be
granted.

The Clerk. presented a communication from the City
Manager requesting authorization to transfer the sum of ffi2,3z5
from the contingent reserve to the various departments to cover

the cost of City aid for employees° insurance, and the sum of
$4,000 to cover the cost of the special census,
Whereupon, it was moved by Councilman Bruner, seconded
by Councilman Pearson, that said transfer of funds be authorized
as requested. All members ;~reser7t voting aye, the Mayor declared
the motion duly carried,
The Clerk presented the following; personnel recommenda-
t i ono ~~;~~ the City Manager, said Chang; es being necessitated by the
retirement of Captain Lorton, effective August 12, 1953$
That Engineer Pierce be advanced to probationary Captain
at a. salary of X412 per month, effective August 1, 19538
That Fireman 'Wh.itaker be advanced to probationary
Engineer at a salary of ~3$S per month, effective August 1, 1953
That f€oward ~€orton be appointed probationary Fireman at
a salary of X320 per month, effective A~zgust 1, 1953•
It was moved by Co~xncilman Sneddan, seconded by Council-
man Pearson, that said recommendations be appro~,red. All members
present voting aye, the. Mayor declared the motion duly carried.
It was regularly moved by Councilman Pearson, seconded
by Councilman Bruner, that the demands presented at the meeting
of Septemrer 15, 1953, having been regularly audited, are hereby
allowed and approved and warrants ordered drawn on the City
Treasurer therefor in accordance with and to the payees named and
the funds indicated in the several demands hereby approved.
