addressed the Council protesting the proposed dump.
Mr. Kennet~~ Thompehn, 262 108th. dtreet, addressed
the Council concerning vialatio~is ~of ~,aniz~; ~ordinenae in
allowing business to be conducted on Prl zoned property east
of Alameda. It was moved by Councilman Bruner, ~ecanc~ed by
Councilman Daetweiler, that said. matter be referred to the
City Manager far investigation and enforcement of the
ordinance. All members voting aye, the Mayor declared the
mat ion duly carried. ••~,
Mr. W. L. ~nedeker, 11646 Esther street, addressed
the Council requesting that the City well site on Esther Street
be cleaned up. It was moved. by Councilman Daetweiler, seeanded
by Councilman Bruner, that the matter be referred to the City
Manager far e.pprapriate action. All members voting aye, the
Mayor cibolarecl tho oration duly carried.
Mr. 8nedeker requested further that the dust
nuisance resulting from the use cif Penn Street be eliminated.
It was moved by Councilman Pearson, secanc~ed b,y C ouncilmsn
Sneddon, that the City Manager be instructed to have any
dust nuisance alleviated insofar as practical.. All members
voting aye, the Mayor declared the oration duly carried.
The hour of X3800 p. m. having arrived, said hour
being; the time fixed for reeeivinaT r~ny and. all bide for
furnishing two 1~ ton cab and cha.seis trucks, the Mayor in-
quired. if. there were any present wishing to submit bide.
There was no response.
The Clerk stated he had received four bid®. It was
moved by Councilman Sneddan, seconded by Councilman Bruner,
that said bids be publicly opened, examined, and declared. All
members voting aye, the Mayor dec~.ax°ed the motion duly carried.

The Clerk presented Planning Commission Resolution
No. 119 wherein the Planning Commission re,~ectad and denied
the request of Homacraft Furr~it~ure Co. for variance of use to
permit th3 construction of a furniture warehouse on Lot 159,
Tract 5222. It was moved b,y Councilman Pearson, secand.ed by
Councilman Sneddon, that the Council. concur in the action of
the Planning Commission, All members votir~ aye, the Mayor
declared the motion duly carried.
Mr. Melvin C< gP;fens, 11'05 State Street, addressed
the Council ire opposition to °~Y;e proposed dump previously
discussed.. The Mayor informed him that the City Council had
gone on retard as being opposed to said dump.
The Manager presented his report on the tabulation
of bide for the improvement of Imperial Highway wherein he
recommended that the contract be awarded to the low bidders
'Vido Kovacevich Co. It was moved by Courlci'lmari :Bruner,
seconded by Councilman B~~ddon, that said contract be awarded
to Vido Kovacevich Co.

one ton truck and aerial ladder mount to replace an obsolete
truck and ladder mount for which the Ci.~y has been offered
X800. It was moved by Councilman P earean, aecnnded by
Counei.lman Sneddon, that the City Manager be auth+~rixed to
purchase a truck and l,add.er mount as requested.

The Manager presented a report wherein the St.
Aplne Episr:opal Church had requested that its current water
charges be cancelled on its 1'1 water service since other
churches of similar character and size do not pay for water ,..,°,
used on the premises. The Manager further stated that it
has bean the policy of the City to make no water charge to
churches where the water service does not exceed 3/4~" in size.
The Manager recommended that past charges ba cancelled and
that free water service be given until such time as the entire
system becomes metered.
After considerab:i.e discussion, it was moved by
Councilman Daetweiler, seconded by Councilman Bruner, that the
City Manager be instructed to make an investigation and report
at the next regular meeting of all church water service charges
ao that the City Council ma°,~ establish a policy on this matter
and. that the matter under consideration be held aver pending
receipt of said report. All member vating aye, the Mayor
declared the motion duly carried.

The Manager presented the Police ChiefBa recommenda-
tions that the following boulevard stops be installedS
Northbound traffic on Alpine Street at Cedar Avenue8
East and westbound traffic on Beachwood Avenue
at Birch Street8
East and Westbound traffic on Platt Avenue at
Bullis Road;
North and Southbound traffic on San Vincente at
Abbott Road.
It was moved by Councilman Sneddon, seconded by
Councilman Bruner, that said. recommend.atione be approved and
installations of said stop signs be authorized. All members
voting aye, the Mayor declared the motion duly carried.
The City Manager presented the report of the Chief
of Po11ce on the nuisance complaints relative to the parking
of Crosstown Buasesa on Long Beach Boulevard. wherein he reeom-
mended that Section 19,5 of City Ordinance No. 493 be amended
to extend the limited parking zone on Long Beach Boulevard
from south to Werth city limits.
~1~~ereupon, it was moved by Councilman Daetweiler,
seconded by Councilman Sneddon, that said recommendation be
approved. All members voting aye, the Mayor declared the
motion duly carried.
The City Manager presented the following personnel
recommendations8
That the resignation of Fireman Clinton Richard
Stewart be accepted, effective November 1, 19530
That Jack Thomas Sizemore be appointed Fireman pro-
bationary at a salary of X320 per month., effective November
'~ ~ 1953,
That Elaine Stewart, Clerk-Typist in the Water De-
art,~cnt be advanced to the next salary step at the rate of
272 per month, effective October 1, 1953,
That Carl Berry, Assistant Civil Engineer, be ad-
vancsd to the next salary step at the rate of X437 per month
effective October 1, 19538
That Anthony 0. D'Arrigo be appointed C lerk-Dispatcher
probationary at a salary of X310, effective November ~., 1953.
It was moved by Councilman Bruner, seconded by
Councilma.z Sneddon, that the Council concur in the above
personnel recommendations. All members voting aye, the Mayor
declared the motion duly carried.
The City Manager requested authority to'advertise
for bide for drilling of a new water well at the existing
Plant No. 1. Tt was moved by Councilman Fearson, seconded
b,y Councilman Daetweiler, that said. authority be granted.
A 11 members voting aye, the Mayor declared the motion duly
carried.
The Mayor stated he ha.d received several communica-
tio~ns opposing the attempts of the City of Los Angeles to
crarge a license tax to non-resident firma. After discusesion,
it was moved by Councilman Sneddon, seconded by Councilman
Bruner, that a letter be directed to Mayor Norris Poulson
oppoain~ this un,~uat business license tax as presently being
levied by the City of Los Angeles. All members voting aye,
the Mayor declared the motion duly carriedo
It was regularly moved by Councilman Daetweiler,
seconded by Councilman Pearson, that the demands presented at
the meeting; of November 3, 19,53: having; been regularly audited,
are hereby allowed and approved and. warrants ordered drawn on
the City Treasurer therefor in accordance with and. to the
payees named and the funds indicated in the several demands
hereby approved.
