REGULAR MEETING NOVEMBER 17. 1953.
The City Council of the City of Lynwood. met in a
regular session in the City Hall, 11331 Plaza Street, on above
date at 7g 3O p.m.
Mayor ~4illard in the chair.
Councilmen Bruner, Daetweiler, Pearson, Sneddon, and
Willard answered the roll call.
It was moved by Councilman Bruner, seconded by
Councilman Sneddon, that the minutes of the previous regular
meeting of November 3, 1953 be approved a.s written. All members
votin~~; aye, the Mayer declared the motion duly carried.
The Clerk presented a communication 'rns°~ the Khe.yvam
Grotto wherein they request permission tc s,:.,licit tike sale of
tickets for a benefit show to be held on February 7, 1954. It
was moved. by Councilman Bruner, seconded. by Councilman Pearson,
that said permission be granted. All members voting aye, the
Mayor declared the motion duly carried.
The Clerk presented a communication from the Lynwood
~:xchange club requesting •permission '~a sell. Christmas trees,
license-fzjee, at the northwest c~r~~:Fr of Imperial Highway and
Peach Street, also stating; they nave ~ermi~sion from the owner
to use said. pror~erty and the City is assured, ~;n.at tl~~k:s ~;~r~~?~r-rt,y
will be cleaned after ea id sal®. It was moved by Councilman
Pearson, seconded by Councilman Sneddon, that said. permission
be granted. All members ~{~-otin~; aye, the Mayor declared the
motion duly carried.
The Mayor inquired. if there were any oral communica-
tions. There was no response.
An ordinance entitled "AN ORDINANCE OF THE CITY OF
LYN'~100D FIXING THE TIME AND PLACE OF MEETINf~B OF THE CITY COUNCIL
OF SAID CITY, AND REPEALING ORDINANCES NUMBERS 103, 111, 126, 154,
and 165" was presented for the first time. It was moved by Coun-
cilman Pearson, seconded by Councilman ~3neddon, that further
readin~• be waived. All members voting aye, the Mayor declared
the motion duly carried.
It was moved by Councilman Daetweiler, seconded. by
Co~:ncilman Sneddon, that said ordinance be accepted as read for
the first time and peas to the second reading.

REGULATING I`HE PARKING OF BUSES UPON THE PUBLIC STREETS" was
presented for the first time. Tt was moved by Councilman Sneddon,
seconded by Councilman Pearson, that further reading be waived.
All members voting aye, the Mayor declared the motion duly carried.
It was moved by Councilman Bruner, seconded by Council-
man Sneddon, that said ordinance be accepted as read for the
first time and pass to the second reading.

wherein a variance of use to permit tine retreading on Lot 1,
Tract No. 279 was approved. (Cxostanian).
It was moved by Councilman Daetweiler, seconded by
Councilman Bruner, that the Council concur in the action of the
Planning Commission in grr~ntin~; said. variance. All members
voting aye, the Mayor declared the motion duly carried.
The City Manager presented ka,is report on church water
service charges as requested at the last regular meeting wherein
he stated that six churches are charged for water service at the
present time and ten are not charged.
After considerable discussion, it was moved by Council-
man Bruner, aecnnded by Councilman ~iaetwei,ler, that the Manager
be instructed to take necessary action to commence collecting
water service charges frorr° all churches in accordance with the
provisions of water ordinance No. ,511. All members voting a,ye,
the Mayor declared the matian duly carried.
The City Manager stated that Dean Carson, owner of
Croce Town Bus Lines, has requested the City to ~;a on retard
as favaria°~~; 's~.`le proposed merger of Crass Town Bus Lines and.
Southern C~.ties Transit.
Whereupon, it was moved by Councilman Bruner, eecc~nd.ed
by Councilman Pearean, ths.t the City Council ~;o on record.
officiall;~ as havin~^ no ob,~ection nor 'being apposed to the
merger of said bus lines, and that the City Manager be instructed
to address a communication to the Public Utilities Commission
advising; them of this action. All members vating aye, the Mayor
declared. the motion duly carried.
The City Manager presented a letter from Mr. James A.
DBVidson, 1078 California, the owner Uf the southeast portion
of Lot 33, Tract 279, requesting a refund for weed rassessment
errorco~aal~° charged. an the 1952.-.,~,~ tax bill. The Manager
stated. that there had been an error made and suggested that
said refund be authorized. upon evidence of Mr. Davidson°e having
paid said assessment, It was moved b,y Councilman Bruner,
seconded by Councilman Pearson, that said. refund be authorized.

The Cit;v Manage:z• stated t at the City Attorney has
been checking into the feasibility of deetroyin~; old City
records prior to moving to the new city hall, a.nd the Water
Department has requested permission to destroy application and
discontinuance forms from December 1938 to November 198. It
was moved b,y Counci.lman Pearson, seconded by Councilman Sneddon,
that the Council authorize destruction of said records, sub,~ec~t
to the approval of the City Attornc;y. All members voting aye,
the Mayor declared the motion duly carried.
The City Manager presented recommendation of the
Chief of Police for a four-wav bot~levar:~ stop a.t the intersection
of Josephine Street and Muriel Drive. It was moved by Councilman
Br~.zner, seconded by Councilman Sneddon, that said recommendation
be ax~r~roved and installation of said signs be authorized. All
members voting aye, the Mayor declared the motion duly carried.
It was moved by Cr.~uncilman Pearson, seconded by Coun-
eil'ma.n ~neddon, that the traffic authority investigate the
advisability of the installation of boulevard atop signs an
all east and west appraoches to California Avenue. All members
voting aye, the Mayor"declares, the oration duly parried.
The City Manager presented the following personnel
~'" recommendations
That Fireman Dale Byrd, having; completed one ,year° e
service, be advanced to the next salary step of X350 per month,
effective November 16, 1953;
That Fireman Keith Johnsen, having completed lf3 months°
serviced :~ T.:~vanced to the next salary Atep of ~364~ per month,
effective November 16, 1953;
That Officer Gilbert R. Mills, hav:n~ completed. 12
months' service, be advanced to the next salary stem of 3~3So
ner month, effective November 16, 1953;
That Officer Maurice Yeager, having satisfactorily
completed hi-~ six months' probationary period as Patrolman, be
advanced to ~36~ per month, effective November 1, 1953.
It v,ras moved by Councilman Sneddon, secnnci.ed by
Councilman Bruner, that the Council concur in the recommendations
of the City Manager. All members vcatin{~ aye, the Mayor declared
the motion duly carried.
The City Manager presented the preliminary county of
the Special Census as 25,062, and recommended that a letter of
appreciation be sent to Harry Lund for donating office space
for the census workers.
Whereupon, it was moved b,y Councilman Pearson,
seconded by Councilman Bruner, that the City Manager be in-
strutted to express the City Council°s appreciation to Mr. Harry
Lund in this matter. All members voting aye, the Mayor declared
the motion duly carried.
The City Manager presented his report on the bids
received at the last regular meeting for furnishir~ the City
with two truck cabs and. chassis, anc~. recommended that the con
tract be awarded to f3outhland Motors, Inc., the low bidder.
It was moved by Councilman Pearson, seconded by Councilman
Daetweiler, that the round l concur in the recomm®ndatian at'
the City Manager.

City of Campton Planning Commission far their consideration of
.residents of the City of Lynwood. in the recent hearings held
on the matter of a public dump an Santa Fe Avenue in the City
~of Common. All members voting &,ye, the Mayor declared the
motion duly carried.

seconded by Councilman Bruner, that the demands presented at
the meeting; of Nnvembar l'~, 1953, having; been re~;~zlarly audited,
are hereby allowed and. e.pproved anc~ warrar.tA ordered drawn on
the Cj.ty Treasurer therefor in accordance with and to the
'payees named anc.7 the funr7e indicated. in the Aeveral demands
hereby approved.
