Lions Club requesting permission, license-free, to hold an indoor circus in the Lynwood High School Auditorium ao~aetime during the month of January, 1954. It was moved by Councilman Sneddon, seconded by Councilman Daetweiler, that said permit be granted. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented a communication from the Lynwood Boy Scout Troop No. 625 re uesting permission, license-free, to sell Christmas trees at 4.260 Century Boulevard. It was moved by Councilman Pearson, seconded by Councilman Bruner, that said pez^mission be granted. All members voting; aye, the Mayor declared the motion duly carried. The Clerk presented a petition signed by Nan. J. Morgan arici 12 others requesting the installation oP a boulevard atop sign for the southbound traffic on Bullis Koa.d at Orchard Avenue. An ordinance entitled "AN ORDINANCE OF THE CITY OF LYNWOOD AUTHORIZIPIG AN AMENDMENT TO THE CONTRACT PROVIDING FOR THE PARTICIPATION OF THE CITY OF LYNWOOD IN THE CALIFORNIA STATE EMPLOYEES° RETIREMENT SYSTEM, MAKING ITS EMPLOYEES MEMBERS OF SAID SYSTEM" was vresented for the first time. Kenneth Thompson of 108th Street addressed the Council regarding the hazardous condition of the Southern Pacific crossing at Century Boulevard due to inadequate lighting and, the Southern Pacific Railway blocking traffle. The City Manager stated that flashing warning devices had been. set up in the budget to be installed as soon as materials are available. It was moved by Councilman Bruner, seconded by Councilman Pearson, that the City Manager be instructed to take necessary action to alleviate said hazardous condition, All members voting aye, the Mayor declared the motion duly carried. _ The City Manager stated he ha.d~ received the official census report from the Bureau of Census and reported that the final population as of November ~, 1953 is 28,124. The Manager presented the Police Chief°s report on boulevard stop signs at all streets intersecting California Avenue as requested at the 'last re~;uls.r meeting, wherein he reeomn~ended that atop signs be place for east and westbound traffic at the intersections of CaZ.if~rnia and Alma Street, Elizabeth Street, Los Flores Aoulevard, Beachwood Avenue, and Sanborn A~~enue. It was moved by Councilman Daetweiler, seconded by Councilman Pearson, that the Council concur in the recommend,a- tione of the Chief of Police. A11 members voting aye, the Mayor declared the motion duly carried. The Manager presented the following personnel recomrnendat ions 8 That William E, Pomeroy, having satisfactorily ca m- pleted six months° probationary service, be appointed Fireman on a permanent basis at a salar,v of X335.00 per month, effective December 1, 19531 That G:Lifford Espeseth be employed on a temporary basis as Deputy City Licence Collector at a salary of X306.00 per month, plus X25.00 per month car allowance, effective December 1, 1953. Whereupon, it was moved by Councilman Sneddon, cecnnded by Councilman Bruner, that said personnel recommendations be approved. All members votl.ng aye, the Mayor declared the motion duly carried. The City Manager submitted the ewimmini*, ;fool plane and specifications for approval by the City Council. After discussion, it was moved by Councilman Bruner, seconded by Councilman Pearson, that the City Council accept said plans and specifications as filed and authorize the City Manager to advertise for bids for said construction. The b;ayor, at this time, announced the formal dedi- cation of the Lynwood City Hall on Monday, December 14~ at 11030 a, m., and stated he wished to thank all those who sent flowersto the City Council at its first meeting in the new Council Chambers.
