REGULAR MEETING DECEMBER 15. 1953
~,,, The City Council of the City of Lynwood met in a
~', regular session in the City Hall, 11330 Bullis Road, on above
date at 7830 p.m.
Mayor Willard in the chair.
" Councilmen Bruner, Daetweiler, Pearson, Sneddon, and
'~11,1.'Lard answered the roll call.
It was moved by Councilman Daetweiler, seconded by
Councilman Sneddon, that the minutes of the previous regular
meeting; of December 1, 1953 b® approved as written. All memoere
voting; aye, the Mayor declared the motion duly carried.
The Clerk presented a claim Pram the Pacific Tel~p°r-axle
and Telegraph Company for damages to their underground cable by
the City of Lynwood. It was moved by Councilman Bruner, seconded
by Councilman Sneddon, that said. claim be referred to the
insurance carrier for disposition. A11 members voting aye, the
Mayor declared the motion duly carried.
The Clerk presented a claim filed on behalf of Henry
S, Kyle foiU~;ersonal property damages resulting from a recent
accident with a piece of city equipment. It was moved by
Councilman Daetweiler, seconded by Councilman Bruner, that said
claim be referred to the insurance carrier for disposition. All
members voting aye, the Mayor declared the motion duly carried.
The Clerk presented an application filed with the
Public Utilities Commission by the Los Angeles Transit Linea
for authority to abandon service on part of the Hollydale motor
coach line No. 51. After considerable discussion, it was moved
by Councilman Sneddon, seconded by Councilman Bruner, that the
Manager be instructed to investigate said discontinuanoe and
present a report at the next regular meeting. A 11 members

The Clerk presented a home occupation application of
Mr. John L. Kennedy to conduct the business of eiRn painting
-at 11324 Elm Street,-and read a letter of protest from Mrs.
Ne11e Beater, 4316 Shirley.
Whereupon, Mr. Kennedy addressed the Council and

The Clerk presented. Planning Commission Reecrlution
No. 121 wherein the Commission approved the change of zone from
C-2 to C-2-a of the property fronting on Long Beach. Bc:;alevr~.r.~d
between Imperial Highway and. Century Boulevard.
Whereupon, it was moved by Councilman Pes.rsc,r~,
secc~nd.~d by Councilman Sneddon, that the Council concur in

time. It was moved by Councilman Sneddon, seconded by Council-
man Bruner, that further reading be waived. All members voting
aye, the Mayor declared the motion duly carried.
It was moved by Councilman Sneddon, seconded by

CITY OF L~YN6~'OOIJ AUTHORIZING AN AMENDMENT TO THE CONTRACT PRO~-
~'.SDI ~C~ ~'OR THE PARTICIPATION OF THE CITY OF LYNWOOD IN THE
CALIH~'ORNIA STATE EMPLOYEESe RETIREMENT SYSTEM, MAKING ITS
EMPLOYEES MEMBERS OF SAID SYSTEM" was presented for the
second time. It was moved b,y Councilman Bruner, seconded by
Counci~.man Sneddon, that further reading; be waived. All mem-
bers voting aye, the Mayor declared tie motion duly carried.

Mr. H. Lougee, representing St.Paul's Lutheran Church,
addressed the Council requesting the City to remove the existing
trees in the parkway adjacent to thQ~.r new church at the north-
east corner of Hullis Road and Cortland, and further stated that
they wish to plant new trees at their own expense.
The City Manager stated the City's policy has been
that only dangerous ar d.efective trees would be removed.
Mr. Lougee also requested permission to hang a canvas
sign across Hul11s Road to advertise their Christmas pageant.
It was moved by Councilman Hruner, seconded by Councilman
Daetweiler, that the above matter be referred to the City Manager
for necessary action. All members voting aye, the Mayor de-
clared the motion duly carried.
Mr. L. W. Dawn of the Lynwood Savings and Loan
Aer~c~ciation, presented a picture to the City of LynWn~r~. It
was moved by Councilman Pearson, seconded by Councilman
Daetweiler, that the City Council accepted the picture with
sincere thanks and that a letter of appreciation be sent to
the Lynwood. savings and Loan Association. All members voting
e.,ye, the Mayor declared the motion duly carried.
Mr. H. H. Johnson, 1221) Long Beach Boulevard,
addressed the Council requesting the City to indicate to the
Court that the Council has no o'a~ection to holding in abeyance
the present judgment aE,;ainet him in a recent zone violation
trial until the a~~pea~. he has filed is acted upon by higher
cour~~s.
The City Attorney stated that this would not be the
proper action of a City Council to interfere in court pro-
ceedings.
Mr. Johnson then presented evidence of similar zone
violations to the Council for their consideration. Whereupon,
it was moved. by Councilman Hruner, seconded by Councilman
Daetweiler, that said matter be referred to the proper authority
with instructions to enforce present ordinances. All members
voting aye, the Mayor declared the motion duly carried.
The Manager presented his report on the bide
received at the last regular meeting for the drilling of a
water well, and recommended that the low bidder, Roscoe Moss
Company, be awarded the contract. It was moved by Councilman
Daetweiler, secorac~ed by Councilman Pearson, that the Council
concur° in said recommendation.

The Manager presented his report on the petition
requesting improvement of a certain a11e,y under the Improvement
Act of 1911 wherein he stated that 52 per cent of the property
owners affected had signed said petition and recommended that

the Council order proceedings commenced.
Whereupon, it was moved by Councilman Pearson,
seconded by Councilman Sneddon, that the Council order said
proceedings as requested. A11 members voting; aye, the Mayor
declared the motion duly carried.
The Manager stated that he had received a petition
requesting the City of Lynwood to institute proceedings under
the Improvement Act of 1911 for the construction of sanitary
sewers on Platt Avenue west of Elm Avenue. He further stated
that 5~ per cent of the property owners affected had signed
the petition.
Whereupon, it was move. by Councilman Sneddon,
seconded by Gouncilman Bruner, that the Council order pro-
ceedings commenced. A11 member's voting aye, the Mayor declared
the motion duly carried.
The City Manager presented the report on the request
for the installation of a boulevard stop sign for the south-
bound traffic on Bullis Road at (3rcYie.rd Avenue. He~ further,
stated that`the City of Compton agreed to install a stop sign
for the'no*•thbound traffic at orchard Avenue, and recommended
said installation. It was-moved by Councilman-~Fearaon, - ..

The City Manager stated he had received a request
from a realtor representing Irwin M. Denser who wishes to
purchase from the City of Lynwood Lots 45 and 46 of the Bullis
Alameda street Tract, ae he le the owner of property ad~aeent
to said lots.
After considerable discussion regarding acquisition
of other rights of way through Mr. Deseer's property, it was
moved by Councilman Pearson, seconded by Councilman Daetweiler,
that said matter be held in abeyance until agreement can b®
reached regarding future purchase of Santa Fe Avenue right of
way. All members voting aye, the Mayor declared the motion
duly carried.
The Manager stated that since moving to the new City
Hall the Cityy's property on Court Street (formerly City Garage)
is no longer needed for public use and requested authority
to dispose of said property. It w€~s moved by Councilman
Pearson, seconded by Councilman Daetweiler, that necessary
proceedings be instituted to dispose of said land.

The City Manager stated that at a recent meeting
with County Supervisor Chace the construction of a library
building on the civic center site was discussed whereby the
City would construct said building on City property from local
funds, providing the County agrees to reimburse the City for the
cost of the construction of said building over a three year
period.
Whereupon, it was moved by Councilman Pearson,
seconded by Councilman Bruner, that the City Manager be instructed
to prepare a letter setting forth the City's offer for the con-
struction of a library building. All members voting aye, the
Mayor declared the motion duly carried.
Ths City Manager presented the following personnel
recommendations8
That Fireman Richard Vandruff Proud, having com-
pleted one year of service, be advanced to X350 per month,
effective December 12, 1953,
That Clifford Espeseth be appointed Deputy License
Collector, probationary, at a salary of X306 per month, plus
X25 per month car allowance, effective December 15, 1953.

Councilman Pearson, that the Council concur in said personnel
recommendations, All members voting aye, the Mayor declared
the motion duly carried..
It was moved by Councilman Pearson, seconded by
Councilman Sneddon, that letters of appreciation be addressed
to al°~'.. who helped make the dedication of the City Hall the
s~.9.c^ess that it was. All members voting aye, the Mayor
declared the motion duly carried.
It was moved by Councilman Aruner, seconded by
Councilman Pearson, that appropriate letters be addressed
to the dedication committee and to all city employees for
their fine spirit of cooperation and tkie contribution they
made for the open house. All members voting aye, the Mayor
declared the motion duly carried,.
It was regularly moved by Councilman Daetweiler,
seconded by Councilman Pearson, thet the demands presented at
the meeting of December 1.~, 1953, having been regularly audited,
are hereby allowed and approved and warrants ordered drawn on
the City Treasi.zrer therefor in s,cct;~~ance with and to the
payees named and the funds ind,icatad in the several demands
hereby approved.
