HomeMy Public PortalAboutM 1954-01-05 - CC~~ REGULAR MEETING JANUARY 5, 1954 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Willard in the chair. Councilmen Bruner, Daetweiler, Pearson, Sneddon, and 4~illard answered the roll call. It was moved by Councilman Bruner, seconded by Council- man Sneddon, that the minutes of the previous regular meeting of December 15, 1953 be approved as written. A11 members voting aye, the Mayor declared the motion duly carried. The hour oP 8:00 p.m. having arrived, said hour being the time fixed to receive any and all bids for the epnstruction of a natatorium, the Mayor inquired if there were any present wishing to submit bids. There was no response. The Clerk stated he had received nine bids. It was moved by Councilman Sneddon,~seconded by Councilman Bruner, that said bids be publicly opened, examined, and declared. Ail mem- bers voting aye, the Mayor declared the motion duly carried. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented a claim from Mr. and Mrs. Jerome Both, 11400 Spruce Street, for damages to their home caused by a falling tree in a recent wind storm. It was moved by Council- man Daetweiler, seconded by Bruner, that said claim be referred to the insurance-carrier for disposition. -Ail members present voting aye, the Mayor dee].ared the motion duly carried. The Clerk .presented a letter from Burton Chace, Super- visor of the Fourth District, and also the latest supervisorial district map. It was moved by Councilman Sneddon, seconded by Councilman Bruner, that said letter and map be aocepted and filed. All members voting aye, the Mayor declared the motion duly carried. The Mayor inquired if there were any oral communica- tions. There was no respon~~. ORDINANCE N0. 607 entitled "AN ORDINANCE AMENDINQ ORDINANCE N0, 5?0 FOR THE PURPOSE OF RECLA98IFICATION OF CER- TAIN PROPERTIES AND THE ADOPTION OF AN AMENDED SECTION OF THS ZONING MAP WHICH I3 A PART OF SAID ORDINANCE N0. 570" waa read by caption for the second time. It was moved by Councilman Sneddon, seconded by Councilman Bruner, that Further reading be waived. All members voting aye, the Mayor declared the motion duly carried.. It was moved by Councilman Daetweiler, seconded by Councilman Sneddon, that said ordinance be adopted as reed for the second time, Finally pass, and be published as required by law. Bruner, Daetweiler, Pearson, RESOLUTION N0. 2524 entitled "IN THE MATTER OF THE PROPOSED IMPROVEMENT OF PORTION OF PLATT AVENUE BY THE CON- STRUCTION OF SANITARY SEWERS. RESOLUTION DIRECTING PREPARA- TION OF DEBT LIMITATION REPORT" was presented. It was moved by Councilman Daetwei~~.er, seconded by Councilman Pearson, that said Resolution be adopted.. Roll Call: Ayes: Councilmen Bruner, Daetweiler, Pearson, Sneddon, and Willard. Noes: None, Absent: None. Whereupon, the Manager presented his report on said proposed improvement. RESOLUTION N0. 2525 entitled "A RESOLUTION OF THE CITY COUNC~"L OF THE CITY OF LYNWOOD, APPROVING REPORT OF THE CITY ENGINEER AND FIXING TIME OF HEARING IN THE MATTER OF THE PROPOSED IMPROVEMENT OF A PORTION OF PLATT AVENUE BY THE CON- 3TRUCTION OF SANITARY SEWERS" was presented. It was moved by Councilman Sneddon, seconded by Councilman Bruner, that said resolution ~~e adopted. Roll Call: Ayes: Councilmen Bruner, Daetweiler, Pearson, Sneddon, and Willard. Noes: None. Absent: None. RESOLUTION N0. 2526 entitled "TN THE MATTER OF THE PROPOSED IMPROVEMENT OF THE FIRST ALLEY NORTHERLY OF CENTURY BOULEVARD EXTENDING EASTERLY FROM HARRIS AVENUE, APPROXIMATELY 400, BY THE CONSTRUCTION OF CONCRETE GUTTER AND PLANT-MIXED PAVEMENT. RESOLUTION DIRECTING PREPARATIO"J OF DEBT LIMITATION REPORT" was presented. Absent: None. The Engineer presented his report on said proposed improvement. RESOLUTION N0. 252.7 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, APPROVING REPORT OF THE CITY ENGINEER AND FIXING TIME OF HEARING IN THE MATTER OF THE PROPOSED IMPROVEMENT OF THE FIRST ALLEY NORTHERLY OF CENTURY BOULEVARD EXTENDING EASTERLY FROM HARRIS AVENUE APPROXIMATELY 400 BY THE CONSTRUCTION OF CONCRETE GUTTER AND PLANT-MIXED PAVEMENT" was presented. Absent: None. There was a discussion of the feasibility of com- bining the present Civil Service ordinances and fixing the terms of members of the Civil.~Ss~vice and Personnel Boards. The City Manager pointed out that any amendments to civil service ordinances would have to be placed on the ballot at the next general election. After discussion, it was moved by Councilman Pearson, seconded by Councilman Bruner, that the City Manager be instructed to investigate the advisability of placing both matters on the next general election ballot. All members voting aye, the Mayor declared the motion duly carried, The City Manager requested authority to sell an old addressograph machine and two safes formerly used by the water department at the old city hall. It was moved by Councilman Sneddon, seconded by Councilman Pearson, that said . . ~n authority be granted. AlI memk~ers voting aye, the Mayor de- clared the motion duly carried. The Manager presented his report on the application of the Los Angeles Transit Lines to abandon their Hollydale line wherein he stated that the City of South q~ate will protest said abandonment on the k~asis that the substitute service pro- posed would necessitate transfer of busses and fare increases. After considerable discussion, it was moved by Councilman Bruner, seconded by Councilman Pearson, that the LS.ty Manager be authorized to represent the City and support South Gate in its protest at the hearing to be held in the City Council Chambers on January 19 at 10;00 a.m. A11 members voting aye, the Mayor declared the motion duly carried. The City Manager presented the contract with the Los Angeles Society for the Prevention of Cruelty to Animals for pound service for the year 1g54 and recommended that the fee be changed from 75 per cent to 90 per cent of total dog license fees paid to the City. It was moved by Councilman Daetweiler, seconded by Councilman Sneddon, that said contract be approved as amended and the Mayor and City Clerk be author- ized to execute said contract on behalf of the City. Roll Call: Ayes: Councilmen Bruner, Daetweiler, Pearson, Sneddon, and Willard. Noes: None. Absent: None. The Manager presented the following personnel recommendation: That Fireman Richard T. Fordham, having satisfactorily completed hie six months probationary period, be appointed Fireman on a permanent basis at a salary of $335 per month, effective January ly 1954. It was moved ~y Councilman Bruner, seconded by Councilman Sneddon, that said recommendation be approved. All members voting aye, the Mayor declared the motion duly carried. The City Manager presented the Police Chiefs recom- mendation that an overhead flashing warning light be installed at the intersection of Long Beach Boulevard and P18tt Avenue to provide' proper protection for pedestrian traffic. It was moved by Councilman Sneddon, seconded by Councilman Pearson, that said recommendation be approved and installation authorized. All members voting aye, the Mayor declared the motion duly carried. Councilman Pearson spoke on the pomsbi,lities of revising ordinance No. 570 regarding the various types of uses that could be conducted either in or outside of k;ui7.dings in commercial zones. After discussion, it was moved by Council- man Pearson, seconded by Councilman Daetweiler, that zoning Ordinance No. 5?0 be referred to the Planning Commission for study of possible revisions, particularly as to what types of businesses may be conducted either in or outside of buildings in the various commercial zones. All members voting aye, the Mayor declared the motion duly carried. It was regularly moved by Councilman Daetweiler, seconded by Councilman Sneddon, that the demands presented at the meeting of January 5, 1954, having been regularly audited, are hereby allowed and approved and warrants ordered drawn on the City Treasurer therefor in ac~cordanee with and to the payees named and the funds indicated in the several demands hereby approved.
