addressed the Council requesting their opinion of the applicatjan
now on file with the City of Compton Planning Commission fnr per-

It .was moved by Counc:~lman Daetweiler, seconded by Gaunci:l.man
Pearson, that the Manager and Chief of Police be instructed to
investigate the need for additional. personnel and that said
matter be discussed during preparation of the next years budget.
All members voting aye, the Mayor declared the motierZ duly
carried .
The Manager requested authority to advprtt.se for bldg
for two new police cars. It was moved by Councilman Pearson,
seconded by Councilrr~an Daetweiler, that said authorization be

There was a disc~~asion rep~arding the consolidatjori of
personnel ordinances into one uniform ord~.nance.
Whereupon, it was moved by Councilman Pearson, ~eCOnd~d
by Councilman Bruner, that the City Manager and City Attorney
be instructed to prepare an ordinance to be submitted to the
voters at the general municipal election in April, 1954,, tha.~~ ,.....
would combine all personnel ordinances into one. A11 i~ember~t~~
voting aye, the Mayor declared the motion duly carr3.ed,
RESOLUTION N0. 2528 entitled "RESOLUTION RFQ~IESTTN4`°
APPROVAL OF EXPENDITURE OF GAS TAX MONIES FOR STREET IMPRO~TE-
MENTS" was presented. It was moved by Councilman Bruner,

seconded by Councilman Sneddon, that said Resolution be adopted.

The City Manager presented his report on the bids
received at the Last regular meeting for the construction of a
natatorium in the city park wherein he recommended that the_con-
tract be awarded to the low bidder, Mac Isaac & Menke, with certain
alternates.as-outlined in said report.
There followQd a discussion on whether or not a penalty
!:la~.z~e ~r_ completion ;i,~,.. ~ .--:_~.~ '~-~~.ncluded in the contract. The
P~anager• , su~r;;-e.;t ,;-~~.t ~;Y~~ City Attorney, in preparing the contract,
check the possibility of adding such a clause.
It was moved by Councilman Bruner, seconded by Council-
man Sneddon, that the contract for the construction of the nata-
torium be awarded to MacIsaac & Menke, with the alternates as
recommended, and the Mayor and City Clerk be authorized to execute
said contract on behalf of the City.

There .was a discussion of the sale of the natatorium
bonds as authorized by the electorate wherein the City Manager
stated it was his opinion that the full amount authorized should
be sold due to additional expenses that will be incurred during
the construction of the building, landscaping, parking lot, and
necessary .equipment for the natatorium. It was also suggested
that the maturity of the bonds should extend over a twenty-year
period.
Whereupon, i.t was moved by Councilman Sneddon, seconded
by Cauncilman Pearson, that the necessary proceedings be com-
menced toyauthorize the sale of the natatorium bonds in the
amount of $400,000 for a twenty year period.
Bruner, Daetweiler, Pearson, Sneddon,
presented the following personnel
That Officer Donald E. Miller, having satisf`aetorily
completed six months of service as a Patrolman, be. granted the
next raise in salary to $335, effective January 16, 1954.
That Officer William A. Cole, having satisfactorily
completed, eighteen months of service as a Motor Officer, be
granted the next raise in salary to $374, effective January 16,`
1y54; .

That Officer Chester R. Surwillo, having completed six
months satisfactory service as a Patrolman, be granted the next
raise in salary to $335, effective February 1, 1954;
That John J. Blaising, having satisfactorily completed
eighteen months of service as a Clerk-Dispatcher, be granted the
next salary raise to $353, effective January 1, 1954•
It was moved by Councilman Pearson, seconded by
Councilman Sneddon, that said recommendations be approved. All
members voting aye, the Mayor declared the motion duly carried.
The Manager presented a request from Wanda Avoian,
Switchboard operator, for a 30-day leave of absence, without pay,
effective January 20, 1954. It was moved by Councilman Pearson,
seconded by Councilman Bruner, that said leave of absence be
approved. All members voting aye, the Mayor declared the motion
duly carried.
It was regularly moved by Councilman Sneddon, seconded
by Councilman Daetweiler, that the demands presented at the

meeting of January 19, 1854, having been regularly audited, are
hereby allowed and approved and warrants ordered drawn on the
City Treasurer therefor in accordance with and to the payees
named and the funds ~.nd9.cated I.n the several demands hereby
approved.
