REGULAR MEETING FEBRUARY 16, 1954
The City Council of the City of Lynwood met in a regular
session in~the City Hall, 11331 Plaza Street, on above date at
7:30 p.m.
Mayor Willard in the chair,
Councilmen Bruner, Pearson, Sneddon, and Willard answered
the roll call. -
Councilman Daetweiler was absent.
It was moved by Councilman Bruner, seconded by Council-
man Sneddon, that the minutes at' the previous regular meeting of
February 2, 1954 be approved as written. All members present
voting aye, the Mayor declared the motion duly carried.
The Clerk presented a verified claim of Donald W. Balch
for damages to his automobile as a result of an accident on
December 26 at the intersection of Century and Mariposa Lane. It
was moved by Councilman Sneddon, seconded by Councilman Bruner,
that said claim be referred to the insurance carrier for disposition.
AlI members present voting aye, the Mayor declared the motion duly
carried.
The Clerk presented a petition signed by Mr. E. A.
Harrington of 3384 Alma, and 55 others requesting that parking
be restricted to one side of the street on Alma Avenue between
Long Beach Boulevard and California Avenue. It was moved by
Councilman Pearson, seconded by Councilman Bruner, that said
petition be referred to tho Chief of Police for investigation and
report. All members present voting aye, the Mayor declared the
motion duly carried.
The Clerk presented a communication from the Optimists
Club of Lynwood wherein they request permission to have three
fireworks stands, license-free, at various locations in the City,
It was moved by Councilman Bruner, seconded by Councilman Sneddon,
that said permission be granted subject to the usual Fire and
Building Department safety regulations. All members present
voting aye, the Mayor declared the motion duly carried.
The Clerk presented a communication from the Council
of Parents and Teachers of Lynwood wherein they indorse the
enforcement of the 10 oteloek curfew law and recommend the hiring
of mare patrol officers, should it seem necessary; als~J a camw
munication was presented from the Atlantic Avenue Business Mens
Association requesting increased polies patrol along Atlantic
Avenue during the night. After discussion, it was moved .by
Councilman Pearson, seconded by Councilman Sneddon, that said
communications be referred to the City Man+~ger and a committee
appointed by the Mayor, for investigation and report on said
requests. All members present voting aye, the Mayor declared
the motion duly carried.
The Mayor inquired if there were any oral communications.
Mr. R. V. Romanello, 11651 Atlantic Avenue addressed
the Council regarding a hole around the fire hydrant at the
southwest corner of Atlantic and Brewster.
Mr. ,Kenneth Thompson, 2632 108th Street, thanked the
Council Por installation of street lights at the intersection
of Century and Alameda. He also complained about the flood
conditions during the recent storm.
After considerable discussion, the Mayor requested the
City Engineer to investigate the possibility of alleviating the
water situation in the general area of Century and Lorrain.
Mr. Delbert A. Fernandez, 10936 San Luis, addressed
the Council regarding his home occupation application which
was presented at the last regular Council meeting and held
over for study. Mr. Fernandez described the type of commercial
art work that he does and stated that no nuisance would be
created as his work would be similar to that of an architect or
allied profession.
After discussion, it was moved by Councilman Pearson,.
seconded by Councilman Bruner, that said home occupation appli-
cation be approved. All members present voting aye, the Mayor

declared the motion duly carried.
Mr. Bill Rodman, 3562 Burton Avenue, addressed the
Council regarding his home occupation application for television
repair service which was also held over at the last regular
meeting for further study,
Councilman Sneddon stated that he was opposed to home
occupations wherein they were in competition to businesses in
commercial zones. '
After discussion, it was moved by Councilman Pearaion,
seconded by Councilman Bruner, that said home occupation appli-
cation be approved.

Noes: Councilman Sneddon.
Absent: Councilman Daetweiler.
The hour of 8:00 p.m. having arrived, said hour being
the time fixed to receive any and all bids for furnishing the
City with two police cars as per specifications, the Mayor ~~
inquired if there were any present wishing to bid. There was no
response.
The Clerk stated he had received three bids. It was
moved by Councilman Sneddon, seconded by Councilman Bruner, that
said bids be publicly opened, examined, and declared. All
members present voting aye, the Mayor declared the motion duly
carried.

It was moved by Councilman Sneddon, seconded by
Councilman Bruner, that said bids be referred to the Manager
for checking and report. A11 members present voting aye, the
Mayor declared the motion duly carried. ,.,.
The hour of $:00 p.m. having arrived, said hour being
the time fixed far hearing in the matter of the proposed improve-
ment of portions of Platt Avenue by the construction of sanitary -
sewers, the Mayor inquired if there were any present in regard
to this hearing. There was no response.
Thereupon, it was moved by Councilman Pearson,
seconded by Councilman Bruner, that said hearing be eoneluded~
and that the Clerk be di.reeted to prepare the necessary reso-
lutions to continue the proceedings. All members present
voting aye, the Mayor declared the motion duly oarried.
The hour of 8:00 p.m. having arrived, said hour be~.ng
the time fixed for hearing in the matter of the proposed improve-
ment of the first alley north of Century, east of Harris, by the
construction of gutters and surfacing, the Mayor inquired if
any protests had been filed.
Whereupon, the Clark read a letter of protest of said
assessment from Mr. James R. Johnson of 4206 Shirley Avenue and
a petition of protest signed by Mra. Martha Lee Booth and six
other property owners on Shirley Avenue protesting said assess-
ment on the basis that they would derive no benefit whatsoever
from said proposed improvement.
The Mayor inquired if there were any present wishing
to be heard on said matter.
Whereupon, Mr. Dale Campbell, 4224 Shirley Avenue,
Mrs. Martha Lee Booth, 4234 Shirley Avenue, and Mrs. Helen
Hendrickson, 4200 Shirley Avenue, addressed the Council pro-
testing the proposed assessment. _
Mr. James 'Rowe addressed the Council stating that he
has exhausted all means to have this alley improved other than
by direct assessment, to no avail, and requested the Council
to continue with the proceedings.
After discussion, it was moved by Councilman Bruner,
seconded by Councilman Sneddon, that said hearing be continued
to the first regular meeting in March to ascertain the validity
of the protests filed. All members present voting aye, the Mayor
declared the motion duly carried,
The Clerk presented RESOLUTION N0. 2532 entitled '~A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REQUESTING
THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO PERMIT
THE REGISTRAR OF VOTERS OF SAID COUNTY TO RENDER SPECIFIED SER-
VICES TO THE CITY OF LYNWOOD, RELATING TO THE CONDUCT OF A
GENERAL MUNICIPAL ELECTION TO BE HELD TN SAID CITY ON APRIL 13,
1954." It was moved by Councilman Sneddon, seconded by Council-
man Bruner, that said Resolution be adopted.

ORDINANCE N0. 608 entitled "AN ORDINANCE OF THE CITY
OF LYNWOOD, CALIFORNIA, PROVIDING FOR THE ISSUANCE OF BONDS OF
SAID CITY IN THE AMOUNT OF $400,000" was read in full for the
second tame. It was moved by Councilman Sneddon, seconded by
Councilman Bruner, that said ordinance be adopted as read for
the second time, finally pass, and be published as required by
law.

It was regularly moved by Councilman Bruner, seconded
by Councilman Sneddon, that the demands presented at the meeting
of February 16, 1954, having been regularly audited, are hereby
allowed and approved and warrants ordered drawn on the City
Treasurer in accordance with and to the payees names and the
funds indicated in the several demands hereby approved.
