'< ADJOURNED REGULAR MEETING FEBRUARY lg, 1954 The City Council of the City of Lynwood met in an ad,~ourned regular meeting in the City Hall, 11330 Bullis Road, on above date at 10:00 a.m. Mayor Willard in the chair. Councilmen Bruner, Fearson, Sneddon, and Willard answered the roll call. Councilman Daetweiler was absent. The City Manager presented the proposed personnel ordin- anee which has been under study for the pact several weeks, _ stating several meetings have been held with various departments "~" of the City and the ordinance as presented was found to be agreeable except that it was suggested that in promotions within a department the appointment should be made from among the first three on thz eligible list. Councilman Daetweiler arrived and took his place. After considerable discussion, an ordinance entitled, "AN ORDINANCE OF THE CITY OF LYNWOOD REPEALING ORDINANCES NUMBERED 229, 530, AND 427, AND ESTABLISHING A 1~ERSONNEL SYSTEM TO INCLUDE ALL EMPLOYEES OF THE GITY EXCEPT THOSE SPECIFICALLY EXCLUDED" was read for the first time. It was moved by Coune~i,lmarl ~'ea:r~sozz, seconded by Councilman Sneddon, that the ordinance be accepted as read for the first time and submitted to the voters at-the General Election of April 13, 1954, and that the same be included in the resolution calling the election and that the City Clerk be in- structed to include a proposition in the Notl.ce of Election as to whether or~ rrot the ordinance shall be enacted, and that the City Clerk bes instructed to send a copy of the proposed ordinance to each elector, together with a sample ballot, as required by law. Roll Call: Ayes: Councilmen Bruner, Daetweiler, Pearson, Sneddon, and Willard. Noes: Nine. Absent; None. RESOLUTION N0. 2533 entitled "RESOLUTION OVERRULING ,~ PROTESTS IN CONNECTION WITH THE HEARING ON DEBT LIMITATION FOR THE PROPOSED IMPROVEMENT OF A PORTION OF PLATT AVENUE BY THE CON- STRUCTION OF SANITARY SEWERS" was presented. Noes: None. Absent: None. The Clerk presented the resignation of Clifford Espeseth, Deputy License Collector, effective March 1, 1954. It was moved by Councilman Daetweiler, seconded by Councilman Pearson, that said resignation be accepted with regret. All members voting aye, the Mayor 8eelared the mation duly carried. The Manager presented a report on the bids received at the last regular meeting of February 16 for furnishing the City with two police ears and recommended that the low bidder, Hull Dobbs Company, be awarded the contract. It was moved by Council- man Pearson, seconded by Councilman Sneddon, that the Council concur in the recommendations of the City Manager. Roll Call: Ayes: Councilmen Bruner, Daetweiler, Pearson, Sneddon, and Willard. Noes: None. Absent: None.
