The City Council ol" the C~.ty s~f Lynwood met in a

date at 7:30 p.m.
Mayor Willard in the chair.
Councilmen Bruner, Daetweiler, Pearson, Sneddon, and
Willard answered the roll call.
It was moved. by Councilman Sneddon, seconded by Coun-

It was moved by Councilman Ds.etwe~.ler-, sccanded by Councilman
Pearson, that .said invi~ta~l;ic~n be accepted, All members voting
aye, the Mayor declared the motion du..ly carried.
The Clerk present.~:d a c^omn7unication from the Planning
Commission recommending tr,~ the Council that the issuance of bi11-
board permits be ~temporaxYil.y withhc~:ld pending the investigation
of said matter by the Pl.arning Commission.
T~7e~ City Attorney ad~rised the Council that he found
no legal authority to susp~:and tlxe e~"'f"ect of the ordinance regu-
lating the erection of ~i 11.bos.x~tib e,~cept by repeal or amendment
of said ordinance.

RESOLUTION N0, 253g entitled °'A RESOLUTION OF THE
CI`1'i' OF L~r'NWOOD REQUESTING AN OPEN HEARING ON LOS ANGELES
CITY GROSS RECEIPTS BUSINESS TAX" was presented, It was moved
by Councilman Sneddon, seconded by Gouncilman Bruner, that said
resolution be adopted.

This being the time aria place faxed for the opening
of bids for the $400,000 bonds of the Ci~;y of Lynwood, California,
designated Swimming Pool Bonds, 1954, and numbered 1 to 400,
inclusive, 'the following bids received pursuant to the notice of
sa? e wer, e publicly opened, ea~amia~ed, and read:

Bruce & Go., R. H. Moulton & Go., ~'ohn Nuveen & Co. bid pair,

The City Manager presented the report of the Chief
of Polite recommending installation of stop signs at the inter-
section of Harris Avenue and Elmwood Avenue, It was moved by
Councilman Daetweiler, seconded by Councilman Pearson, that
the Council. authorize the installation of boulevard. stops on
Harris Avenue and Elrn~~vood for north and south bound traffic
and on Elmwood at Harris fa:~ west bo~.rid. ta$af fi c , All members
voting aye, the Mayor declared the motion duly carried.
The City Manager stated that he had received a reques~
from the property owners in the v~.cin~.ty of Gertrude Drive and
Josephine Street for the installation of boulevard stop signs
at said intersection. Tt was moved by Councilman Bruner,
seconded by Councilman Sneddon, that said request be referred.
to the traffic authority for investigation and report. All
members voting aye, the Mayor declared the motion duly carried.
The City Manager presented his report as requested
by the Council at the last regular meeting, concerning certain
improvements the Recreation Commissions has requested. The City
Manager recommended that the ~°nl.lowing improvements be made as
requested by the Commission.
1. Childrenst wading pool, 5Ox 25.
2. Two additional tennis courts with lighting
system for the two existing courts s,nd tk~e two proposed. courts.
3. Boxing-in of air conditioning ducts recently
installed.
4. Removal of existing panel ray heaters and in-
stallation of thermostatically cor~tralled fans.
The Manager further stated. tYaat; the Recreation Com-
mission requested a 26x100 a,dditic~.~. to the present 'building
but recommended that tYiis r~onstruction be withheld at the
present time,
After discussion, it we.s moved by Councilman Bruner,
seconded by Councilman Pearson, that the Counc~.l concur in the
recommendations of the City Manager and authorize him to pro-
ceed with the preparation of planr~ and specifications on the
above mentioned pra,~ects. Al.l members voteing aye, the Mayor
declared tr' motion duly carried.

ordinance is n}dt strict enough f.r~om s, s~~nitary standpoint and
requested permd~sian to amend the an~dinance to provide proper
sanitary requir~~~ents, 1't was moved 'by Counc~.lman Pearson,
seconded by Councilman Daetweiler, that the ~.t~torney be auth-
orized to prepare any necessary amendmen~;c~ to the nuisance
ordinance which would provide mare s.degixate sanitary conditions.
All members voting aye, the Mayr~r declared the motion duly
carried.
The Mayor inquired 3f °thex^e wE,a~e any oral communica-
tions. There was no response.
It was regularly moved by Councilman Daetweiler,
seconded by Councilman Pearson, that the demands presented at
the meeting of March 16, 1g~4, having been regularly audited,
are hereby allowed and approved and warrants ordered drawn on
the City Treasurer in accordance with and to the payees named
and the funds indicated in the several demands hereby approved.
