REGULAR MEETING APRIL 6, 1954 `~
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above date at 7c30
p.m.
Mayor Willard in the chair,
Councilmen Bruner, Daetweiler, Pearson, Sneddon, and
Willard.
It was moved by Councilman Sneddon, seconded by* Council-
man Bruner, that the minutes of the previous regular meeting of
March 16, 1954 be approved ~zs written. All members, voting aye, „~,,,
the A^ayor deel.ared the motion duly carried.
The Clerk presented a claim from Mr. Joseph Frisco '~
for damages to his automobile which was involved in an accident
with a city-owned street swe4per. It was moved by Councilman
Sneddon, seconded by Councilman Bruner, that said claim be re-
~';=;~~,~.~.i ~•o the insurance- carrier. All members voting aye, the
Mayor declared the motion duly carried.
The Clerk presented a claim from the Instant Whip
Company of 11244 Peach Street, f°or damages caused by heavy rains
on February 13, 1954. The Clerk also presented the City Attorneys
opinion on said matter.
The City Manager requested permission to include a
report to be filed with said claim. It was moved by Councilman
Bruner, seconded by Councilman Sneddan, that the claim, along
with the Menagerie report, be referred to the insurance carrier.
All members voting aye, the Mayor declared the motion duly
carried.
The Clerk presented a claim filed on behalf of L. H.
Boyd in the amount of $25,000 for general and punitive damages
as a result of being falsely im~prisorled by City of Lynwood police
officers. The Clerk also presented the opinion of the City
Attorney wherein he recommended that said claim be rejected in-
asmuch as a municipal corporation is not liable for the wrongful
acts of a police officer in making an arrest.
Whereupon, it was moved by Councilman Daetweiler, -~--
seconded by Councilman Pearson., that the Council accept the
opinion of the City Attorney and reject said claim as filed.
All members voting aye, the Mayor declared the motion duly
carried.

Leva$eeur, 3539 Agnes Street, l,ynwooci, wherein he requested a
free business license to conduct radio repairs in his home due
to the fact that he is a paraplegic veteran of World War TT and
this is his only means of livelihood.
After discussion, it was moved by Councilman Daetweiler,
seconded by Councilman Bruner, that said permission be granted,
license free. All. members vr~ting aye, the Mayor declared the
motion duly carried.
The Clerk presented a comrnunicat~ion from the Southeast
Branch of the Young Women~s Christian Association of Los Angeles
asking the Mayor to proclaim the week of April.. 19-25 as "YWCA
Weekt° rind further asking permission to conduct an orchid sale
on April 30 and May 1 in stands and daorways of certain specific
s?;ores in Lynwood. It was moved by Councilman Pearson, seconded
by Councilman Sneddon, that said permission be granted and the
Council declare said week as "YWCA Week". All members voting
aye, the Mayor declared the motion duly carried.
The Clerk presented a. communication from the Church
of Jesus Christ of Latter Day Saints, South Los Angeles Stake,
wherein they request permission to operate a fireworks booth
at 3563 Imperial Highway. After considerable discussion re-
garding permission to out of town organisations to conduct
this type of business, it was moved by Councilman Pearson,
seconded by Councilman Daetweiler~~, that this request be held
over in order to check with the local Latter Day Saints Church.
All members voting aye, the Mayor declared the motion duly
carried.

The Clerk presented a communication from the American
Legion Auxiliary, Lynwood Past 85, wherein they request ppermission
tc sell American Legion Auxil~.ary paper poppies on May 28 and 2g
in the City of Lynwood. It was moved by Councilman Sneddon,
seconded by Councilman Bruner, that said permission be granted.
All members voting aye, the Mayor declared the motion duly
carried.
It was further moved by Councilman Bruner, seconded
by- Cc~unc;ilman Sneddon, that permission be granted to the Veterans
of Foreign wars to conduct a similar sale. All members voting
aye, the Mayor declared the motion duly carried.
The Clerk presented a communication from Mr. H. L.
Blank, 1D$01C Barlow wherein he favored the innoeulation of
all dogs for rabies as a compulsory measure. It was moved by
Councilman Bruner, seconded by Councilman Pearson, that said
communication be accepted and f°iled and the matter of compulsory
innoculation of all dogs be tabled until the controversial issue
is settled by other agencies. All members voting aye, the Mayor
declared the motion duly carried.
The Clerk presented a communication from Ida~e Cafe,
3224 Twee~'~,e. ~:.o~alevard, requesting a refund of $10 f'c~r ovk3r4y
payment ot~ the s.nnual business license fee. It was moved by
Councilman Bruner, seconded by Councilman Sneddon, that said
refund be granted. All members voting aye, the Mayor declared
the motion duly carried.
The Clerk presented a commu.ni~:ation from the Knights
of Columbus inviting all members ofb the Counci] and department heads
to their annual civic and fraternal night to be held on April 19,
]:t was moved by Councilman Sneddon, seconded by Councilman Bruner,
that said invitation be accepted and communisation filed. All
members voting aye, the Mayor declared the motion duly carried.
The hour of 8:00 p.m. having arrived, said hour being
t'r~~ time fixed for receiving any anti all 'bids for installation
of traffic signal system at the intersection of Imperial High-
way and California Avenue in the City of Lynwood., the Mayor
inquired if there were any present wishing to submit bide.
There z~'t~s no response .
. The Clerk stated he had received four bids. It was
moved by Councilman Sneddon, seconded by Councilman Bruner, that
said bide be publicly opened, examined, and declared. All mem-
bers present voting aye, the Mayor declared the motion duly

Tt was moved by Councilman Sneddon, seconded by
Councilman Bruner, that said bide be referred to the City
Manager for checking and report thereon. All members voting
aye, the Mayor declared the motion duly carried.
The hour of B:DO p.m. having arrived, said hour being
the time fixed for hearing in the matter of the proposed improve-
ment of a portion of Platt Avenue by the construction of sanitary
sewers, the Mayor inquired if there were any present in regard
to this matter. There was no response.

RESOLUTION N0. 2543 entitled "IN THE MATTER OF THE
PROPOSED CONSTRUCTION OF SANITARY SEWERS APil7 APPURTENANT WORK '-"
IN A PORTION OF PLATT AVENUE. RESOLUTION ASCERTAINING AND
DETERMINING HATE OF PER DIEM WAGES AND THE GENERAL PREVAILING
RATE OF PER DIEM WAGES FOR LEGAL HOLIDAYS AND OVERTIME WORK TN
THE LOCALITY FOR EACH CRAFT OR TYPE OF LABORER, WORKMAN OR
MECHANIC NEEDED TO EXECUTE THE CONTRACT FOR FURNISHING
DELIVERING CERTAIN MATERIALS AND SUPPLIES IN CONNECTION WITH
PLANS AND SPECIFICATIONS N0. 1g54-A-3. It was moved by
Councilman Bruner, seconded by Councilman Sneddon, that said
resoltttioYL be adopted.

The Clerk stated that at the last regular meeting the
Council approved revisions in the home occupation procedure
and that he has prepared a resolution including said changes
as authorized.
Thereupon, RESOLUTION N0. 254 entitled "RESOLUTION
OF PROCEDURE GOVERNING HOME OCCUPATION LICENSING" was presented.
It was moved by Councilman Bruner, seconded by Councilman
Sneddon, that said resolution be adopted,

g.Che Mayor inquired i.f there were any oral commt,~nic;a~
tions. There was no response.
The City Manager stated that the Public Utilities
Commission has made allocations to 1oca:i agencies to assist
in the paying of protection at grade crossings throughout the
State and the City ot` L„rnwooc~. has tiro grade crnssings that
would qualify, at Imperial. and Alam~::'~e. and Century and Alameda.
In order that the City may qualify for such aid he stated that
it would be necessary for the Council. to adopt a resolution
requesting this aid.

cilman Pearson, seconded by Councilman Daetweiler, that said
resolution be adopted.

~!he Manager presented the plans anti specifYicatione
for the resurfacing of portions or" Imperial. Highway and also .-.
portions of Bu11is Road, and requested authorization to ad~jer-
tine for bids f~,r said improvement. Tt was moved by Councilman
Daetweiler, seconded by Councilman Pearson, that the Council
approve said specifications and authorize the City Manager to
advertise for bids All members voting aye, the Mayor
declared the motion duly carried.

The City Manager presented the report of the Chief
of Police concerning the on-street parking problem at the high
sc~iool wherein he recommended what two-hour parking restrictions
be placed on the streets requested and the distances on side
streets be increased from 300 feet to 600 feet. The City
Manager stated that the enforcement of this particular restric-
tion would place an added burden on the Police Department and
it was his opinion that this matter should be tabled pending
furtr~er investigation with the school. After considerable
discussion, it was moved by Councilman Pearson, seconded by
Councilmen Bruner, that said report and recommendations be
held in abeyance pending further investigation. All members
voting aye, the Mayor declared the motion duly carried.
The City Manager presented the following resignations:
Henry Meier, effective April 7, 1954;
Carter f~oble, effective May 1, 1954.
Tt was moved by Councilman Pearson, seconded by
Councilman Bruner, that said resignations be accepted with
regret. All members voting aye, the Mayor declared the motion
duly carried.
l``~:e City Manager presented the recommendation of the
~'olice Chief that .Claude M. Riddle, Clerk-Dispatcher, be
advanced to the next salary step at $340 per month, effective
March 1&, 1954. It was moved by Councilman Bruner, seconded
by Councilman Daetweiler, that said, recommendation be approved.
All members voting aye, the Mayor declared the motion duly
carried.
It was regularly moved by Councilman Daetwiler,
seconded by Councilman Pearson, that the demands presented at
the meeting of April 6, 1954, having been regularly audited, are
hereby allowed and approved and warrants ordered drawn on the
City Treasurer in accordance with and to the payees named and
the funds indicated in the several demands hereby approved.
