Councilmen Bruner, McMeekin, Pearson, Pender, and Willard answered the rail call. It was moved by Councilman Pearson, seconded by Council- man ~'pnder, that the minutes of the previous regular meeting of April 20, 1854 be approved as written. All members voting aye, the Mayor• declared the motion duly carried. The hour of 800 p.m. having arrived, said hour being the time fixed for receiving arty and all bide for the improvement of portions of Imperial Highway by the construction of plant-mixed surfacing, the Mayor inquired if there were any present wishing to submit bids. There was no response. The Clerk stated he had received eight bids. It was moved by Councilman Willard, seconded by Councilwoman McMeekin, that the bids "ce publicly opened, tx.ami.ned, and declared. A11 members voting; aye, the Mayor declared the motion duly carried, The hour of $:00 p.m. having arrived, said hour being the time fixed for hearing an the appeal of A. E. Skelton to permit a port:i.c~n of a building in an M-2 zone to be used as living quarters for a caretaker, as per plot plan on file, the Mayor inqu.i.red if there were any present regarding this matter. There was no response. The Clerk stated that the proper publications and posting had been completed and no written protests had been filed. Councilman Willard stated that he could see no objections t~ this variance as the occupant would b~: fully aware of the manu- facturing being done within the premises, The City Attorney stated that the Council, in the grant- ing of said variance could attach any conditions that they wished to. Where77pon, it was moved by Councilman Willard, seconded by Councilman Pearson, that the variance be granted to allow living quarters for a caretaker in the portion of the buildin.~; now constructed in the M-2 zone, as per plot plan on file. r~~~ll Call: Ayes: Councilmen Bruner, McMeekin, Pearson, Pender, and Willard. Noes: None. Absent: None. The Mayor inquired if there were any oral communications. Mr. Fred Battany, 3154 Oakwood Avenue, addressed the Council regarding the recent tragedy at State and Century, and further requested the Council to take action to secure erasing guards in the vicinity of the Lincoln School. The Chief of Police, Paul W. Kerr, stated that some time ago requests were made by the P~T.A. group of Lincoln School for Grassing guards in said area, but no action was taken at that time. After considerable discussion, it was moved by C~uneil- man Pander, seconded by Councilman Pearson, that the matter be referr°ed to the Chief of Police and City Manager far investiga- ti~n with Mr. Battany on the possibility of placing a crossing guard in s~~,r? vicinity. All members voting aye, t:he Matr~r d.eclareci the motion dulycarried. Mr. Jesse Corning of 11~q~ Long Heach Boulevard, addressed the Council regarding the unsightly condition ot" the property directly north of the abhve address. The City Manager stated that the only action the City could take on this matter is if it became a health and fire hazard., which it was agreed did not exist. Mr. H. J. Wilbur, 40E1: Walnut, wished to call the CaunciZfs attention to the bad. condition of the streets in the City and wished to recommend tt-:at more rnanies be set up in the Gf~ming budget for maintenance of City streets. The City Manager exp'e.ined to Mr. Wilbur the City~s position in this matter, Councilman Pender suggested td Mr. Wilbur that he call f.,he Managers attention to any specific conditions and he is confident they will be corrected. Mr. B. J. Franklin Sr., 4339 Imperial Highway, presented a letter to the Clerk who in turn read the communication wherein that' r~;quested permission to conduct a tent meeting beginning June ~, 1954 at Century and California, sponsored by the Chr.~.stian Businessmenst Committee o1' Lynwood, further stating that they had rpGC~'tt7orl permission from the owner of said property. Whex°eupor~, it was moved ~J' Councilman Willard, secanded by Councilman Pearson, that said permission be granted sub~eet to providing adequate off-street parking and the usual health and fire regulations. All members voting aye, the Mayor declared the motion duly carried. 22 ~ The Clerk presented a communication in the form of a petition ~'~;ned by Mr. A. N. Griffin, 3517 Euclid ~n~' s{.x n*hArs requesting the installation of traffic signals at the inter- section of Long Beach Boulevard and Euclid Avenue. It was ma`aed by Councilman Pearson, seconded by Cauncilman Pender, that ~~zid communication ~be referred to the City Manager and Chief of Police far investigation and report. The Clerk presented a communication from the Lynwood Chamber of Commerce regarding the proposed Gounty Welfare Building tc~ be constructed at 1.0831 Long Beach Boulevard Wherein they ask the Council to obtain further facts and information on this pro- posal in order that the Chamber may be better advised at their "'" next regular meeting. After considerable discussion, it was moved by Cauncilman Willard, seconded by Councilwoman McMeekin, that the communication be accepted and filed and the City Manager be instructed to arrange a meeting with the administrative staff of the County of Los Angeles and all interested parties an this proposed County Welfare Building in order that the City may be better advised on the proposed structure. All members voting aye, the Mayor declared the motion du1.v carried. The Clerk presented a communication from the Count- Sanitation Districts of Los Angeles requesting the City to adapt a re;~~ltztion to allow the Sanitation Districts to acquire ref ase collection and disposal sites from the funds presently on hand.. Whereupon, 3.t was moved by Councilman Willard, seconded by Cauncilman Pender, that tk'ie matter be referred to the City Manager for investigation and report. All members voting aye, the Mayor declared the motion duly carried. The Clerk called the Councils attention to the fact that this is the meeting that the Personnel Board should be appointed in order that they may hold their meeting by May 15 as required by said Personnel ordinance. Whereupon, it was moved by Cauncilman Willard, seconded by Councilwoman McMeekin, that the following persons be appointed to said Board: Irvin Brockman, 12010 Nevada Warren Daetweiler, 3366 Imperial Highway ,,,~, Ray Ll.ncoln, 3360 Cedar Avenue Julius Lipsehultz, 35$g Mulford. The Clerk presented the put~lic afficials~ bonds for Ellen Webb, City Treasurer and H. M. Campbell, Gity Clerk,far acceptance by the City Council. RESOLUTION NO. 2547 entitled "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPOINTING A MEMBER AND AN ALTERNATE MEMBER TO THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT N0. 1 OF LOS ANGELES COUNTY" was presented. The City Manager presented his report on the request for parking on one side of Alma Street between Long Beach ' ~~ Boulevard and California Avenue wherein he recommended that the north curb ~:u painted red to restrict the parking ~~n ~~?~~ ~-~.cY~°th side. 1t was moved by Councilman Pearson, seconded by Council- man Pender, that the Council concur in the recommendations of the City Manager and Chief of Folice. All members voting aye, the Mayar declared the motion duly carried. The City Manager presented his report on the request of t~;.e Military Order of the Purple Fieart, Inc. as requested at tYze last regular meeting wherein he stated that he had con- ~~.eted the various local veterans organization and they re- quesi:,e~~. that permission be denied and he concurred in their action. Tt was moved by Councilman Pender, seconded by Councilman Pearson, that, said request be denied. A11 members voting aye, the Mayar declared the rnotion~` duly carried; ~, - , The City Manager presented his report on the request for restricted parking near 11602 Bullis Road wherein he recom- mended that two hour parking signs be installed 2001 south of Fernwood Avenue on the east side of Hullis Road as a measure to insure parking for business establishments in this area. The City Manager presented his report on the bids received at the last regular meeting for the construction of sanitary sewers in a portion of Platt Avenue wherein he recom- mended that the cunt,r8ut :~e awarded to the low bidder, D. Thereupon, RESOLUTION N0 2548 entitled "IN THE MATTER OF =.MfiE IMPROVEMENT OF A PORTION OF PLATT AVENUE BY THE CONSTRUC- TION OF SANITARY SEWERS AND APPURTENANT WORK. RESOLUTION OF AWARD OF. .CONTRACT" was presented, It was moved by Coune~lman ~~lillard, seconded by Councilman Pearson, that said Resolution be adopted. It was moved by Councilman Willard, seconded by Council- man Pearson, that said report be accepted for study and wished to commend the City Manager an a well prepared digest of the off-street parking conditions and laws. All members voting aye, the Mayar declared the motion duly carried. The Manager presented the fallowing personnel recommendations: That Anthony P. D~Arrigo, having completed his six mon~,hs probationary period as Clerk-Dispatcher in a satisfactory ma*~ner, be advanced in salary to $325 per month, effective May ~., 1954, That Fireman Jack 3izemare, having satisfactorily com- pleted his six monthst probationary period, be appointed Fireman an a permanent b&sis at $331 per month, effective May 1, 1954. All members voting aye, the Mayor declared the motion duly carried. '?'he Manager presented a communication from the City Txeasurer requesting that a refund be allowed Mr. Clark Germany who op~:rates a business at 11476 Long Beach Boulevard, for over-payment of City sales tax in the amount of $55.20. It was moved by Councilwoman McMeekin, seconded by Councilman Pender, that the Council concur in the recommendations of the City Tz=easurer in allowing said refund.
