A CAPITAL PROJECT AUTHORIZING RESOLUTION OF
TIIE VILLAGE COUNCIL OF THE VILLAGE OF KEY
BISCAYNE, FLORIDA, APPROVING THE PURCITASE OF
AR-15 SBR RTFLES FROM SABAL ARMS, rNC.;
PROVIDING FOR AUTHORIZATION; PROVIDING FOR
IMPLEMENTATION; AITID PROVIDING FOR ANI
EFFECTIVE DATE.
WHEREAS, pursuant to Section 3.07(b) of the Village of Key Biscayne ("Village")
Charter, the Village Council desires to authorize the expenditure of Village funds for a capital
project consisting of the purchase of fony (40) AR-15 SBR rifles (the "Equipment") for the
Village's Police Departnrent to be adequately equipped to respond to an active shooter event; and
WHEREAS' pursuant to Section 2-83(b) of ttre V.illage Code of Ordinances ('Village
Code"), the Village's Police Departnrent solicited quotes from three vendors for the purchase of
the Equipment and obAined the quote attached hereto as Exhibit "A" (the "Quote") from Sabal
Arms, Inc. ('Vendor") as the lowest bidder; and
WHEREAS, the Village Council seeks to authorize the Village Manager to pruchase the
Equipment from Vendor consistent with the Quote in an amount not to exceed $64,034-00; and
WHEREAS, the Village Council finds that this Resolution is in the best interest and
welfare of the residents of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE VTLLAGE COUNCTL OF'
KEY BISCAYNE, F'LORTDA, AS FOLLOWS:
Section 1. Recitals. That each of the above-stated recitals are hereby adopted,
confirmed, and incorporated herein-
Seption 2. Anproval. That the Village Council hereby approves the purchase of the
Equipment from the Vendor.
Section 3. Authorization. That the Village Council hereby authorizes the Village
Manager to purchase the Equiprnent from Vendor consistent with the Quote in an amount not to
exceed $64,034.00.
Section 4. Implementation. That the Village Council hereby authorizes the Village
Manager to execute any purchase order or required documentation for the purchases described in
this Resolution, subject to approval by the Village Anorney as to fonn and legality, and to take
any action which is reasonably necessary to implement the purpose of this Resolution.
Section 5. Effective Date. That this Resolution shall be effective immediately upon
adoption.
