regular session in the City Hall, 11330 Bullis Road, on above

l~r~e Clerk presented a communication from the
Lya~?.wood :~~ic~ns Club requesting the Council fo issue a proclama-
tion setting September 17 and 18 as official White Cane Days in
the City; ~~~ Lynwood., Proceeds from the sa.1e of these white
can~~~> are to be used for sight conservation and aid to the
blind and is an annual project of said Lions Club. It was
moved by Councilman Willard, seconded by Councilwoman McMeekin,
that the Council proclaim September 1'7 and 18 as official White
Cane Dsys. All members voting aye, the Mayor declared the
motion duly carried,
The Clerk px°esented a communication from Mrs. Gertrude
H. Johnson, 11035 Hulme Avenue, wherein she requested the
installation of a crosswalk aa-~ Atlantic Avenue between Pendle-
ton and Imperial. It was moved. by Councilman Pearson, seconded
by Councilman Willard, that said communication be referred
to the Chief of Police for investigation and report to Mrs.
Johnson as to h:~s findings. Ai 1. .members voting aye, the Mayor
declared the motion duly carried.
The hour of 8x00 p.an. having arrived, said hour
being the time fixed for the hearing on the reconstruction of
sidewalks ran Tecumseh Avenue easterly of Long Beach Boulevard,
the Mayor inquired•if there were any present regarding this
matter. There was no response,
Whereupoal, the Engineer presented his report on --•
said side walk reconstruction.
Thereupon, RESOLUTION N0. 2559 entitled "RESOLUTION
APPROVING AND CONFIRMING REPORT OF THE SUPERINTENDENT OF
STREETS FOR SIDEWALK REPAIR ON TECUMSEH AVENUE" was presented.
It was moved by Councilman Pearson, seconded by Councilman
Pender, that said resolution be adopted.

The Clerk presented the Laity Attorneyts report as
requested by the City Council regarding the refusal of any
public employee to testify before the County Grand Jury. ThE~
City Attorney recommended that if any ordinance is adopted,
it should riot be confined to the County Grand Jury but also
be extended to all investigating bodies having ~urisdict.ic~n •;~f
investigations of governmental bribery or misconduct in public
office, and that their refusal to testify be ground far disci-
plinary action. in the discretion of the City Council.
The City Manager stated that the Pef~sonnel. B~1a.rcx
has also discussed the Attorneys report at great lent=,t::~~
and recommended that the Attorneys recommendations t~f:
included in the new Persannel Rules and Regulations pxaesently
being prepares by said. Board. ^-^^
After considerable discussion, it was moved by Coun-
cilman Pearson, seconded by Councilwoman McMeekin, that said
report be held in abeyance pending further study by the Council.
All members voting aye, the Mayor declared the motion duly
carried
Ike Clerk presented the home occupation application
of Miss Colleen Dahlstrom, 381.5 Virginia for the business of

had b~9en mailed back with the result of one complaint filed
by Mrse Hilda Parke tier objection was based upon the fact
that she i;~ al.sa a piano teacher and resides next door to the
applicant.

audi.er5c~~. She was note After considerable discussion, it was
maned by Councilman Pend~Ar, ascended by Councilman Pearson,
that .paid application be geld over until the next regular
meeting to allow Miss Dahi.stram to be present. All members

Mro Ralph Wellington, 11681 Atlantic Avenue, addressed
°k;he CoureA~.l rega.rdi~rg the Public Utilities Commission hearing
on the sub;~titutian of bus service for rail service on the
Bellflower line wherein he asked the Council to oppose said
su:k;~stitutian and to send a letter of protest to the hearing
to be held an August 6.
After considerable discussion, it was moved by
Councilwoman McMeekin, seconded by Councilman Pearson, that
a letter of protest to the subsitution of bus for the present
rail service be presented at the Public Utilities Commission
hearing ~o be held on August 6, 1954, All members voting aye,
the Mayor declared the motion duly carried.
1'Ya.e City Manager presented an easement granting
to the Southern California Edison Company right of way for
the purpose of serving the natatorium, in,on, upon, over, and
under the following described real propertya
Said pole line shall be erected and maintained with-
in a strip of land 10 feet in width lying within Parcel Nos.
37 3 and 174, as shown an Licensed Surveyorts Map recorded in
Book 16 Page 37, Records of Surveys of Los Angeles County;
the centerline of said strip is described as follows>
Beginning at ~. point in the southwesterly line of
~--~ Century Boulevard, as new established, distant northwesterly
10 feet from the southeasterly line of Parcel 173; said paint
shall hereinafter be referred to as point "A"; thence south-
westerly at right angles to said southwesterly line of Century
Boulevard, a distance of 50 feet; said paint shall hereinafter
be referred to as paint "B";
Also a strip of land 2 feet in width lying within
Parcels 127 and 173 of said Book and Page of Records of
Surveys; the northeasterly line of said strip is described as
follows ;
Beginning at said point "A"; thence southeasterly
along the southwesterly line of Century Boulevard to the inter-
section of said southwesterly line with the southwesterly line
of said Parcel 127,
Said underground conduit shall be installed and
maintained within a strip of land 4 feet in width lying within
Parc€~l Nos> 174, 175, 124 and 125 of said Baak and Page of
Records of Surveys; the centerline of said strip shall be
coincidental with the centerlines of such underground conduits
as may be installed by the Grantor herein; the centerline of
said strip is described as follows°
Beginning at said Dint "B"; thence southerly to a
point in Parcel 124 that is ~6 feet southwesterly, measured at
right angles, from said southwesterly line of Century Boulevard,
and 180 feet southeasterly, measured at right angles, from that

seconds West, having a length of 157,49 feet, in deed to St.
Francis Hospital of Lynwood recorded November 22, 1948 in Book
28770 Page 284 of Official Records, records of said County.

Councilman Pearson, that the,~`ity grant said easement to the
Southern California Edison Ce~any and authorize the Mayor and
Clerk to execute said easement on behalf of the City of Lynwood.

The City Manager presented a communication from
Mr, Charles Shaeffer, awner of the Lynwood Garage, wherein
he requested the City to enter into an agreement with him on
the furnishing of 24-hour towing service for the Lynwood
Police ~3epartmento The City Manager stated that at the
present Mr. Sha~^~'fer is furnishing said service without any '""
agreement as to f°ees and recommended that said matter be
referred. to him for investigation and report, It was moved
by Councilwoman McMeekin, seconded by Councilman Willard, that
said counics.tion be referred to the City Manager as requested,

carriedo
The Cit3T Manager presented his recommendation on the
bids received av the last regular meeting for the construction
of a wading pool and tex~.nis courts at the City Parko He
recommended that the low bidder on both projects, Mac Isaac &
Menke,be awarded the contracts, It was moved by Councilman
Willard, seconded by Councilwoman McMeekin, that the Council
concur in the recommendations of the City Manager and authorize
the Mayor and Clerk to execute said agreements on behalf of the
City.

The City Manager stated that Captain R. Y, O~Shaughnessy
and Officer Martin Johnson have recently completed a course
in police administration on their own time and recommended to
the Council that letters of commendation be sent to said
officers for interest in their work, It was moved by Council- '""~"
man Willard, seconded by Councilwoman McMeekin, that the
Clerk be instructed to send letters of commendation to said
officers. All members voting aye, the Mayor declared the
motion duly carried,

probationary effective August 16, 1854, as $320 per month;

payees named and the funds indicated in the several demands
hereby approved,
