It was moved by Councilman Pender, seconded by Coun- cilwomen McMeekin, that the minutes of the previous regular meeting of Septeffiber ~, 1954 be approved as written, All r~-- members voting ~.ye, the Magg~~~Jr declared the motion duly carried. The Clerk presented a communication from the Ci~mpton- I~ynwood Board of Res.ltors earpressing their appreciati~:,n for gain lowering the tax rate for 1954-55e It was moved by Councilman Willard, seconded by Councilman Pender, that said communication be gratefully accepted and filed. All members voting aye, the Mayor declared the motion duly carried. The Clerk presented a claim on behalf of Eleanor K. Walker, 341 Platt Avenue, for personal injuries as a result of a fall in the parking lot at the City Hall< It was moved by Co~~n.cilman Willard, seconded by Councilwoman McMeekin, that said claim be accepted and referred to the insurance carrier for disposition, All members voting aye, the Mayor declared the motion duly carried,. ORDINANCE NOa 61~ entitled e9AJPt ORDINANCE OF THE CITY OF LYNWOOD DESIGNATING THE PLACE OF AND ESTABLISHING A CITY JAIL" was presented for the see;ond time, It was moved by Councilman Willard, seconded by Councilman Pender, that further reading be waived. All members voting aye, the Mayor declared the motion duly carried, It was moved by Councilman Willard, seconded by Councilwoman McMeekin, that said ordinance be adopted as read for the second time, finally pass, and be published as required by law, Roll Call: ^" Ayes> Councilmen Bruner, McMeekin, Pearson, Pender, and Willard, Noeso None, Absente None. The Clerk presented Judgment quieting Title No. 2949 on Lots 11 and 12, Block 1.9, Mod~eska Park. It was moved by Councilman Willard, seconded by Councilwoman McMeekin, that said home occupation application be granted, All members voting aye, the Mayor declared the motion duly carried, The Clerk presented a communication requesting the Council to authorize the City Attorney to prepare a resolution """ that would acknowledge the local insurance agents association for the placement of the insurance business of the City. The Clerk further stated that the City Attorney has rendered an opinion that there is no legal reason why the City could not purchase insurance through this manner. It was moved by Coun- cilman W311ard, seconded by Counci_~.woman McMeekin, that the Council concur in the recommendations of the City Clerk and 62 ~ authorize the City Attorney to prepare the requested resolution, All members voting aye, the Mayar declared the motion duly carried, Councilwoman M~~~reekin wished to call the Counc3lys attention to the general condition of the Community Center, stating that she felt the building is in need of a general cleaning, Whereupon, it was moved by Councilman Willard, seconded by Councilman Pender, that the City Manager be in- structed to take all necessary steps to see that the building is cleaned up and properly maintained in the future. All members voting aye, the Mayorb declared the motion duly carried, At th~.~ time, the C~ f:~r Manager stated that there was ®""` a representative from the AAA Auto Club present to make a presentation to the C~..ty. Whereupon, Mr, Harry Long, Regional Representative of the Pedestrian Protective Program of the AAA Auto Club, presented a certificate to the Mayor for no pedestrian deaths during the calendar year 1g53. The Mayor, in turn, accepted the certificate on behalf of the Council and City, It was moved by Councilman Pearson, seconded by Councilman Willard, that a letter of apprQCiation be sent to the AAA Auto Club for their interest in the safety program being conducted by the City of Lynwood. All members voting aye, the Mayor de- clared the motion duly carried, The hour of 8x00 p.m. having arrived, said hour being the time fixed for hearing in the matter of the proposed annexation of certain property in the Gounty of Los Angeles lying southerly of Gent~~a.ry Boulevard and easterly of Wright Road, the Mayor inquired i.f there were any present in regard to this matters There ws.s no response, The Clerk stated that the necessary publications and notices to the property owners had been made and no written protests have been filed objecting to said annexation, Thereupon, an ordinance entitled "AN ORDINANCE OF THE CITY OF LYNWOOD APPROVING THE ANNEXATION OF THAT CERTAIN PROPERTY IN THE COUNTY OF LOS ANGELES LYING SOUTHERLY OF CENTURY BOULEVARD ,,,~ AND EASTERLY OF WRIGHT ROAD" was presented for the first time. Absent: None, The Mayor inquired if there were any oral communi- cations, Mr. Thompson, 10999 Sampson, wished to call the Counciles attention to the condition of Imperial Highway at Sampson Avenue, stating that seeeral accidents have occurred at this intersection recently due to the condition of Imperial Highway. The City Manager stated that that is a difficult intersection to keep in repair due to the drainage culvert under the pavement. It was moved by Councilman Pender, seconded by Councilwoman McMeekin, that the matter be referred to the Manager for correction, if possible. All members voting aye, the Mayor declared the motion duly carried, ..., The Manager presented his report on the bids received at the last regular meeting for the improvement of Long Beach. Boulevard from Fernwood Avenue to Cedar and recommended that the contrast be awarded to Vido Kovacevich Co., the low bidder, It was moved by Councilman Pender, seconded by Councilman Pearson, that the Council concur in the recommendation of the City Manager and authorize the Mayor and Clerk to execute said ~~ contract on behalf of the City, Roll Call: Ayes: Councilmen Bruner, McMeekin, Pearson, Pender, and Willard, Noes: None, Absent: None. The City Manager presented a List of recommendations from the Rdcreation Commission on admissior prices for the natatorium, as follows: Admission, 20-Admission Each Tickets Children under 12 ®~---- ~ . Juniors, 13 t® 18 .25 4,00 Adults, 19 and over .50 8.00 It was also recommended that no food concession be allowed, at the present time, within the building, After dissuasion, it was moved by Councilman Pearson, seconded by Councilman Pender, that the Council concur in the recommendations of the Recreation Commission and hereby establish the rates as recommended. Absent: None, The City Manager presented the following personnel recommendations: That Police Secretary Lorena A, Boggess be granted a one monthts leave of absence, without pay, effective September 16; -That Claude M. Riddle, Clerk-Dispatcher, be granted the next step raise of $383 per month, effective September 16, 1954. It was moved by Councilman Pender, seconded by Council- man Pearson, that the Council concur in the recommendations of the City Manager, All members voting aye, the Mayor declared the motion duly carried. The City Manager requested authorization to advertise for bids for the furnishing of two motorcycles, one police car, and one park truck, It was moved by Councilman Pender, seconded by Councilman Willard, that the Council concur in the recommenda- tions of the City Manager. All members voting aye, the Mayor declared the motion duly carried. The City Manager reported to the City Council that the present garbage contract expires on November I and that the present contractor, A, V. Hohn, is willing to negotiate with the Council for a new contract. The City Attorney stated that it is not necessary to advertise for bids for the furnishing of said service to the City. Councilman Willard pointed out that the City has for the past several years, received excellent service from the present contractor at a very nominal cost. After considerable discussion, it was moved by Coun- cilwoman McMeekin, seconded by Councilman Pender, that the City Manager b~ authorized to negotiate with A. V. Hohn on the follow- ing basis: 1. To furnish rubbish service on a weekly basis; 2. To .furnish service at not to exceed 60¢ per water service per month; and 3. That the contract be for three years or more. The City Manager stated that we are now in the process of preparing plans for landscaping and off-street parking for the new swimming pool and would like to recommend that the area lying 64 westerly of the pool be ps.ved .for off street parking, It was moved by Councilman Willard, seconded by Councilman Pearson, that the Council. concur with tn.e City ~'t~,nagex~ in providing adequate off ®street ps.rl~ing ~.t ~;he natatorium.
