CALL TO ORDER
The Regular Council Meeting previously scheduled for December 21, 1998, was postponed
to December 28, 1998, due to inclement weather. The meeting was convened on December
28, 1998, at 7:30 P.M. by Mayor Duane Schreimann.
Prayer was offered by Councilman Charles Jackson, followed by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Jackson, Jaynes, Landwehr, McDowell, Nilges, Stella and Vincent
Absent: Blaney, Haake and Nelson
A quorum was declared present.
PRESENTATIONS FROM THE GALLERY
Mr. Richard Groner, 1301 High Street, made a presentation regarding the RFP's for the
Convention Center. Mr. Groner asked the following questions:
1. Who do the bidders bring their RFP to, and who will sign to receive it?
2. What happens if a bid comes in after your deadline?
3. Will you open it and look at it if it comes in late?
4. Will the bids be opened when they are received (at the deadline)?
5. Once the bids have been received and opened, will the City accept additional data,
or just clarification of information already included?
6. Will there be an interview of bidders?
7. Is a committee formed already?
8. Is the City going to accept proposals on property other than the property previously
chosen?
City Administrator Rich Mays stated that he would prepare answers to Mr. Groner's
questions and provide them to all bidders in the RFP process.

A motion was made by Councilman Charles Jackson for approval of the Consent Agenda
as presented; motion was seconded by Councilman Larry Vincent and approved
unanimously.

Mayor Duane Schreimann made the following recommendations for appointment:

A motion was made by Councilman Rick Nilges for approval of the appointment, seconded
by Councilman Charles Jackson and approved unanimously.

Mayor Duane Schreimann announced that the following reports and minutes have been

Councilman Carl Jaynes asked City Administrator Rich Mays to provide the Council with
information about the amount of interest earned by the City in November 1998 vs.
November 1997. He stated that there seems to be a large decrease with no explanation.

NEW BUSINESS
Councilman Carolyn McDowell made comments regarding barricades across the sidewalks
in the 200 block of E. High Street. Marty Brose, Public Works Director, stated that the City
had received a complaint from a citizen who had tripped and fallen in that area, and the
property owner was advised that it was his responsibility to repair the sidewalk. He is
currently negotiating with a contractor for the repairs, and the City did a temporary patch job
in the meantime.
UNFINISHED BUSINESS
Marty Brose, Public Works Director, made a report on the following issues which had been
addressed at a previous meeting:
1. Downed tree limbs and power lines: if a live power line is within ten feet of a
downed limb, City staff is to contact Ameren UE because they are trained to deal
with that kind of situation and City staff is not. He stated that City personnel have
been directed to let citizens know the city's policy so they understand why the city
personnel does not handle the situation directly.
2. Trash containers at Christmas events: Charles Lansford of the Planning & Code
Enforcement Office has indicated he will make sure in the future that the problem
does not occur again.
3. Street light at Hobbs & Missouri Blvd.: Because the area in question is on state
property, the cost of placing a city light there that would meet the state's standards
is estimated to be about $14,000. He suggested that if Council proceeds with this
specific location, the street lighting policy should be reviewed because this situation
is not addressed in the policy.

Councilman Carolyn McDowell asked if there was a way to get street lamps that are
burned out fixed. Marty Brose, Public Works Director, stated that if a citizen sees a street
light that is not lit, they may call Public Works at 634 -6440 and they will see that the proper
steps are taken to get the light repaired.
Councilman Charles Jackson made comments regarding the Y2K issue. He stated that the
city should have a committee with the responsibility ensuring compliance rather than just
one person. He suggested that each City department should be represented on such a
committee if established, and that regular reports of the progress be given to the City
Council. Councilman Larry Vincent stated that he has a copy of a Y2K plan drafted by a
local entity that he would be glad to provide to the City. Councilman Carolyn McDowell
stated that she felt the City should have a community -wide committee that works together
on the issue.
Councilman Charles Jackson made comments regarding the questions previously raised
by Mr. Groner about the Convention Center. Following his comments, Councilman
Jackson made a motion that the City Council direct City Staff not to accept any proposals
on the Convention Center after 5:00 P.M. on January 4, 1999, motion was seconded by
Councilman Carl Jaynes and approved unanimously. Councilman Larry Vincent suggested
that it would be helpful if staff could make copies of the proposals between the 5:00 P.M.
submission deadline and the 7:30 P.M. Council Meeting the same evening.
Bid 1722 (Renewal) - Concrete and Concrete Products, All City (Held over from December
7 Council Meeting). Following a brief report given by Marty Brose, Public Works Director,
a motion was made by Councilman Charles Jackson for approval of Bid 1722, seconded
by Councilman Carl Jaynes and approved unanimously.
Councilman Carolyn McDowell made comments regarding the Sunset Court drainage
issue. Marty Brose, Public Works Director, stated that the City is now waiting on the
consultant to obtain the easements, and once the easements are obtained the City will be
ready to bid the project. Councilman McDowell requested a report on the project before the
next Council meeting.
Councilman Carl Jaynes asked about the status of the Corps of Engineers office
remaining in Jefferson City. Marty Brose, Public Works Director, stated that he and other
staff people had talked to Corps personnel, and that the plan is currently on hold. They are
doing some further investigations before deciding where to move their offices. Mr. Brose
stated he would put together a report to have before the next Council meeting. He
suggested the City may wish to lobby the Corps to get them to stay in Jefferson City.
Councilman Rick Nilges asked the status of the Miller Street facility for possible location
of City staff. City Administrator Rich Mays reported that the architect should be finished with
their estimate within the next couple of weeks.
COUNCIL LIAISON REPORTS
There were no Council Liaison reports given at this time.

A motion was made by Councilman Carl Jaynes that the Council go into Executive Session
at this time to discuss matters pertaining to real estate, litigation and personnel. Motion was
seconded by Councilman Larry Vincent and approved by the following roll -call vote at 8:30
P.M.
