Present were Chairman Alan McClennen, Vice Chairman Gilbert Merritt, members Bob Wilkinson, Ron Petersen, Julia Enroth, Judy Brainerd and Walter North, and Admin. Asst. Myra Suchenicz. All documents discussed at this meeting are filed with the permanent records of the Community Preservation Committee. Chairman McClennen called the meeting to order at 4:30 p.m. Public Comment There was no public comment. Minutes to be approved: May 3, 2018 • On a motion by Ms. Enroth seconded by Mr. Merritt, the Committee voted to approve the minutes of the May 3, 2018 meeting. The vote was 7-0-0. Preliminary assignment of projects approved at May 7 Annual Town Meeting Mr. McClennen asked the designees of specific Town boards and committees to confirm their interest in continuing to serve on the Community Preservation Committee and to request reappointment. Historic Preservation Applicant Approved • Old Firehouse Town $ 75,000 Monitoring assigned to Mr. Merritt. • Academy Playhouse Academy $250,000 Monitoring assigned to Ms. Enroth. • Restore Vault Doors Cemetery Assoc. $ 1,126 Mr. Petersen noted that the CPC's policy has been to avoid assigning monitoring responsibility to members whose other committee positions might give the appearance of conflict of interest. Monitoring assigned to Mr. Wilkinson. Affordable Housing Applicant Approved • Cape Housing Institute CDP $ 15,000 Monitoring assigned to Ms. Enroth. • Increase Existing Grant Homeless P. C. $ 25,000 Monitoring assigned to Mr. Merritt. 1 Community Preservation Committee June 7, 2018 • Housing Reserve Aff. Housing Com. $300,000 No monitoring necessary. Mr. McClennen referred to the Special Town Meeting scheduled for October 29, at which time the CPA funds could be transferred to the Affordable Housing Trust. • Pre-Development Fund Aff. Housing Com. $ 25,000 No monitoring necessary. • Campbell-Purcell Pennrose LLC $100,000 Monitoring assigned to Mr. Merritt. Recreation Applicant Approved • Trail Kiosks Orleans Cons Trust $ 9,900 Monitoring assigned to Mr. Petersen. Project Monitoring—Important Updates and Invoices a. OHS Architectural Drawings/Expansion Plans (Gilbert) The project is ongoing. Mr. Merritt has distributed a status report from Chris Harter, OHS Building Committee Chair. b. Putnam Farm - (Conservation Commission) —(Judy) The project is ongoing. c. Academy Playhouse Renovation (Julia) The project is ongoing. d. Old Firehouse Restoration —Phase II (Gilbert) Both existing and new funds will be used and the Town will put together a Request for Proposals for Architectural Services. • e. Odd Fellows Hall/Northwest Schoolhouse Restoration, Phase VI (Sue) The project is ongoing. f. Cape Cod Village (Alan) All funds have been expended, but the CPC should continue monitoring the project. A groundbreaking is scheduled in the next 30 to 45 days. g. Orleans Community Playground Enhancement (Ron) Mr. McClennen noted that there has been no action on this project. The balance is $18,910. • On a motion by Ms. Enroth seconded by Mr. Petersen, the Committee voted to close out the project account. The vote was 7-0-0. h. HECH Housing Emergency Loan (Alan) 2 Community Preservation Committee June 7, 2018 Mr. McClennen remarked that while there has been no recent action, he does not recommend closing out the project at this time. Ms. Enroth stated that there had been two appropriations, with some expenditures from the first, but none from the second. The Committee discussed whether closed-out funds had to be allocated to the project category under which they were originally approved. Ms. Enroth noted that this had not been done in the recent past, but it was an option that could be reviewed with the Finance Director for next year. i. Orleans Historic Inventory and Update (Ron) Mr. Petersen reported that the consultant will have completed the final phase in June, and the project could probably be closed out in the fall. j. Historic Markers (Judy) Mr. McClennen noted that there were two appropriations and suggested keeping them both. The balances are $898.52 and $22,964. Ms. Brainerd agreed and commented that the slide show produced with some of the funds was a very professional presentation. k. Open Space Support Funds These funds will be retained. Mr. McClennen notified the CPC members of an upcoming Open Space Committee discussion regarding Sipson's Island. He believed that a meeting with the Selectmen in executive session would follow that discussion. I. Housing and Demographic Study (Planning Department) The project has been completed and there is $15,000 left in the account. • On a motion by Ms. Enroth seconded by Mr. Petersen, the Committee voted to close out the project account. The vote was 7-0-0. m. Conservation Commission Fence Replacement (Bob) The project is almost finished. n. Nauset Together We Can Skateboard Park (Sue) The project is ongoing. Mr. McClennen referred to a purchase order for $7,040 that has been issued for equipment purchase. o. Historical Commission Historic District Planning The project is ongoing. p. Homeless Prevention Council-New Housing Unit (Gilbert) The project is ongoing. Mr. McClennen stated that at the end of the fiscal year they could review the administrative expenses account, and he estimated a total of$50,000 plus or minus would be available for unobligated funds. 3 Community Preservation Committee • June 7, 2018 Ms. Enroth remarked that if the Committee wished to allocate closed-out funds back to specific categories, it would be necessary to review how much was part of the required ten percent. The Committee had done this one year, and it had proved to be quite time- consuming. Mr. McClennen observed that it would be simpler to continue the current practice of transferring these funds to unreserved funds. Update on CPA Budget Amendment and Vote on Project Closeouts Mr. McClennen reported that a majority of the state senate had supported the budget amendment and it was currently in conference committee. Ms. Enroth noted that the local representatives were also in favor. In anticipation of the fall Special Town Meeting, the CPC will probably need to meet at least once during the summer; Mr. McClennen will call this meeting when necessary. In response to a question from Mr. North, he noted that the Selectmen had signed the transmittal documents for the Affordable Housing bylaw the previous evening, and he expected the Attorney General's approval in August. Mr. Wilkinson requested that the Committee take a vote approving the transfer of funds to the Affordable Housing Trust, contingent on the AG's approval. Mr. McClennen noted that this was included on the agenda under item 4. On a motion by Mr.Wilkinson seconded by Ms. Enroth,the Committee voted to approve the transfer of CPA Housing Reserves to the Affordable Housing Trust, subject to the approval of the Attorney General. The vote was 7-0-0. In response to a question from Mr. Merritt, Ms. Enroth noted that the funds in the existing trust could be transferred by the Board of Selectmen. Mr. McClennen said that interviews of potential trustees could begin prior to the creation of the new trust in October, and reported that there was one possible candidate already.
