Councilman Fender was absent, ,,,~ It was '.a:oved by Councilman Pearson, seconded by Councilwoman McMeekin, that the minutes of the previous regular meeting of November .3, 1954 be approved as written. All members present voting aye, the Mayor declared the motion duly carried. The Clerk presented ~ petition signed. by Mrs. Mabel A. He~lmes and 110 others requesting install~.tion of electric flashing boulevard stop signs at Abott Road and Alexander, Abbott Road and Otis, approximately at Hulme and Abbott, and. approximately San Vincente and Abbott Road, Mr. Ralph A. Hendcsrxson cif 4?.70 Abbott Road wished to call the Councils attention to the number of accidents that have occured at Abbott Road and Otis. Mr. Sam King, 4260 Abbott, r~:quested that traffic signals be installed at said intersection, Mrs. Kathleen ~'ohnston, 1Oj01 San Vincente, complained of the Abbott traffic and trucks that are using Abbott Road, The City Manager stated that flashing boulevard stops are now being installed at Abbott and Otis. After considerable discussion, it was moved by Cotmcil~ man Willard, seconded by Councilwoman McMeekin, that said petition and request be referred to the Traffic Authority for investigation and report. A11 member: present voting aye, the Mayor declared the motion duly carried. The Clerk presented a communication from Boy Scout Troop No, '625 requesting permission to sell, license free, .,~,. Christmas trees on Century Boulevard between Elm and Linden, It was moved by Councilwoman rleMeekin, seconded Y~~= Councilman Willard, that said permission be granted, A11 rnE~mbers prFSent voting aye, the Mayor declared the mnti.on duly carried. The Clerk pre:~ented a communication from the Pacific Electric Railway Company requesting the City to renew the agree- ments for off street parking at Long Beach Boulevard e?Zd Atlantic Avenue, on-their private right of war. The Clerk stated that the Long Beach Boulevard Merchants Association and the Atlantic Avenue Businessmens Association have been contacted regarding thi matter as they have paid the leases in the past and said associations at this time feel that the rental rates are unwarranted and they did not wish to pay the amounts due. - . , The Clerk further stated that these lease agreements are drawn with the City and recommended that they not be renewed. It was moved by Councilwoman McMeek~t.n, seconded by Councilman Willard, that the Council concur in the recommendations of the Clerk, All members present voting aye, the Mayor declared the motion duly carried. The Clerk presented a communication from Glen H. Hickman, 10986 Ruth Street, req~aest3,ng ~.lleviation of the parking condition adjacent to the Roosevelt School. It was moved by Councilman Pearson, seconded by Couneilms:n Wi.ll.ard, that said communication be referred to thF Traff~.c Authority for investi.gat~.on and report. -~. There was no response. 77 The Clerk stated he had received three bids, It was moved by Councilman Willard, seconded by Councilwoman McMeekin, that said bids be publicly opened, examined, and declared. The hour of 8:00 p.m, having arri~red, said hour being th.e time fixed to receive bids for furnishing traffic signal sys- tem at the intersection of Long Beach Boulevard and Euclid Avenue, the Mayor inquired if there were any present wishing to submit bids. There Was no response, The Clerk stated he had received three bids, It was moved by Councilman Pearson, seconded by Councilman Willard, that the bids be publicly opened, examined, and declared. All members present voting aye, the Mayor declared the motion duly carried. All members present voting aye, the Mayor declared the motion duly carried, The Mayor inquired if there were any oral communications. ..., Mr, George Hurter, 3214 Stockton, addressed the Council and requested that said body institute the necessary proceedings to annex the so-called "Midlands District," Mr. William G, Gaede, 327~g P3,ne, addressed. the Council as representing a majority of the property owners in said area '. and wished at this time to protest said annexation,. Mr, Jack Franklin, 3322 Pine, spoke in favor of the annexation. After discussion, it was moved by Councilman Willard, seconded by Councilman Pearson, that said request for annexation be ra~°erred to the Planning Commission for their recommends.tions ~.nd report, All members present voting aye, the Mayor declared the motion duly carried. The City Clerk presented a communication from the City Treasurer requesting cancellation of an outstanding warrant since December 4, 1949, in the amount of $2,00. It was moved by Councilman Pearson, seconded by Councilman Willard, that said cancellation be authorized, Roll Call: Ayes: Councilmen Bruner, McMeekin, Pearson, and Willard. Noes: None. Absent: Councilman Pender. The City Clerk pre°sented the comprehensive eneral liability policy for the ,year 1955,and recommended a 250 deductible coverage on general 8c automotive property damage which results ~-- in a reduction of premium of X1245 over full coverage. It was moved by Councilman Pearson, seconded by Council- woman McMeekin, that the Council concur in the recommendation of the City Clerk in securing said policy.
