Mr. Robbins, of 2616 Norton Avenue, addressed the Council requesting that a representative of the City be present ~,,,,, a.t the public hearing of December 8 regarding the rail abandonment. Mrt~. John W. Bannister, 11420 Plum, addressed the Council requesting that the City Attorney represent the City at said. hearing. The City Attorney stated. that he had already prior commitments and. would be unable to attend. said hearing. The Mayor stated that if it is possible, a member of the City Council will attend. the hearing. Miss Cardiff, 2601 Fernwood Avenue, addressed the Council and. requested that a traffic signal be installed at Imperial and. Fernwood. It was moved by Cauncilmen Pender, seconded by Council- man Pearson, that said request be referred to the Traffic Authority for investigation and. report. Miss Shirley Campbell, 356 Burton Avenue, addressed the Council and requested. that traffic signal be installed at Bulbs Road and Burton. It was moved by Councilman Pender, seconded by Councilman Willard, that said request also be referred to the traffic authority for investigation and. report. The City Manager stated that there have been requests in recent months for use of the building at Luga Park by various organizations, Whereupon, Councilwoman McMackin stated she felt the building,should be made available and use~as an art center building. After considerable discussion, it was moved by Council- ..~.. man Willard, seconded by Cau.ncilman Pender, that the existing structure in Lugo Park bP made available as a public axt center building subject to approval and regulation by the Recreation Commission. Mrs> Jessie Witter addressed the Council, complimenting the Council upon their action in this matter, ~:.~ The City Manager presented an agreement extending the existing contract with the Los Angeles Society for the Prevention ~~+f C_~uelty to Animals for furnishing pound service for the year 1855. The City Manager stated that there was no increase in rates. It was moved by Councilwoman McMeekin, seconded by Councilman Willard., that the Mayor and Clerk be autharized to execute said agreement on behalf of the: Cit;y. The City Manager presented his report on the bids received at the last regular meeting :f°or portable bleachers in the new natatorium and recommended that the contract be awa.xd.ed. to the law `bidder, the A~,astiai--F?~~nt;ley Seating Company. The City Manager stated they h.ad received a request .Pram the Joint Parking Committee for restr~.ction of off-street parking areas to 2-hour park:i.ng, The City Manager also presented the report of the Chief of Police wherein his investigat~.on revealed that the ma.~ority of these off-street parking areas are being occupied by owners and employees adjacent to said parking areas and. recommended that said business people cooperate by making these spaces available f°or customer parking, and further reeommend.ed that said. off-street parking areas be posted. for 2-hour parking time limit. It was moved by Councilman Willard, seconded by Council- woman McMeekin, that a1I off-street parking areas owned or leased by the City of Lynwood. be posted for a ~-hour parking limit. The City Manager presented hj.s report on the bids received at the last regular meeting for the installation of traffic signals at the corner of Long Beach Boulevard and Euclid Avenue and recommended that the contract be awarded to the low bidder, Electric and Machinery Service, Inc. It was moved by Councilman Pearson, seconded by Councilman Pender, that the Council concur in the recommendations of the City Manager and authorize the Mayor and. The City Manager requested. authorization to advertise for bids for the installation of traffic signal system at Josephine and. Bulbs Road, which was established in the 1855 Gas Tax Budget. Absent: Nane. The City Manager presented. h~u report on petition received at the last regular meeting requesting alleviation of traffic problems on Abbott Road wherein he recommended that: 1. Portions of shoulder on the northerly side of Abbott Road be surfaced to produce smoother riding; 2. The traffic ardinance be amended to limit the roadway use to vehicles of less than two ton weight; r--, 3. That the installation of additional stop signs ~ with flashing lights be deferred. pending results of further study by the Police Department. Mr. W, J. Dever, 4248 Abbott Road, Mr. and Mrs. Holmes, 4245 Abbott Road, Mrs. E. E. Bailey, 3905 Abbott Road, Mr. E. Dangler, 4229 Abbott Road, all addressed the Council regarding the traffic conditions on Abbott Raad and requested. that immediate steps be taken to alleviate the traffic problems. After considerable discussion, it was moved, by Council- man Willard., seconded. by Councilwoman McMeekin, that the Council accept and concur in the recommendations of the City Manager.
