ORDINANCE N0. 618 entitled "AN ORDINANCE OF THE CITY -..~ OF LYNWOOD, CALIFORNIA, PROVIDING FOR THE LICENSING OF BUSINESSES, TRADES, PROFESSIONS, AND OCCUPATIONS CONDUCTED OR CARRIED ON WITHIN SAID CITY, REGULATING CERTAIN KINDS THEREOF; FIXING THE AMOUNTS OF THE RESPECTIVE LICENSE FEES UPON THE SAME; PROVIDING FOR THE COLLECTION OF SAID LICENSE FEES; AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH," was presented for the second time, Tt was moved by Councilman Willard, seconded by Councilwoman McMeekin, that further reading be waived, A.11 members voting aye, the Mayor declared the motion duly carried. It was moved, by Councilman Willard, seconded by Council- w~man McMeekin, that said ordinance be adopted as read for the second time, finally pass, and be published as required by law. Roll. The Clerk presented Planning Commission Resolution No. 133 wherein the Planning Commission recommended to the Council that the recently annex ed territory known as Ozell Manor Annex No. 4 be permanently zoned R-1. The City Attorney pointed out that the P]~anning Commission action is purely advisory. It was moved by Councilman Willard, seconded by ,,,,,~,,, Councilwoman McMeekin, that the Council concur in the action of the Planning Commission. All members voting a.ye, the Mayar declared the motion duly carried, Whereupon, an ordinance entitled "AN ORDINANCE AMEND:[NG ORDINANCE N0. 570 FOR THE PURPOSE Ob' CLASSIFICATION OF CERTAIN PROPERTIES AND THE ADOPTION OF AN AMENDED SECTION OF THE ZONING MAP WHICH IS A PART OF SAID ORDINANCE N0. 57'0" was pre- sented, It was moved by Councilman Willard, seconded by Council- woman McMeekin, that further reading be waived. All members voting ayes the Mayor declared the motion duly carried. The Clerk presented Planning Commission Resolution No. "~ 1.3~ wr~ierein the Planning Commission recommended that the recently annexed territory known as Wright Road Annex No. 6 be permanently zoned M-2. It was moved by Councilman Willard, seconded by Councilwoman McMeekin, that the Council concur in the action of the Planning Commission. All members voting aye, 'the Mayor declared the motion duly carried. 'The City Attorney at this time wished to call to the attent.ian of the City Council that certain amendments had taken place in the State statutes which required the Council to also hold public hearings on any zone amendments and suggested that previous actions be rescinded and public hearings be ordered before the City Council. After discussion, it was moved by Councilman Willard, seconded by Councilman Pender, that the previous action in relation to Ozell Manor Annex No. 4 be rescinded and that the Clerk be ordered to take the action necessary under the amended law, Roll Call: Ayes: Councilmen Bruner, McMeekin, Pearson, Pender, and Willard. Noes: None. Absent: None. It was moved by Councilman Willard, seconded by Council- woman McMeekin, that the previous action in regard to Wright ,,,,.,, Road Annex No. 6 also be rescinded. All. members voting aye, the Mayor declared the motion duly carried. The Clerk presented Planning Commission Resolution No. 135 which granted a variance for the construction of eight bachelor apartments with a minimum. of 300 square feet of floor space in con~'unetion with ten conforming apartments on the easterly 120 feet of the northerly 205 feet of Lot 15, Tract 5103 (Compton - Pendleton Avenue). It was moved by Councilwoman McMeekin, seconded 'by Councilman Willard, that the~Couneil concur in the action of the Planning Commission in grantsng said variance. Roll CaII: Ayes: Councilmen Bruner, McMeekin, Pearson, Willard. Noes: Councilman Pender, Absent: None. The Clerk presented a request from the Samaritan Society of Southern California far perrriission to pick up salvage, license free, within the City of Lynwood. The Clerk also pre- sented a report from the Chief of Police on said organization •and recommended that said request be denied due to discrepancies revealed in the investigation of said organization. It was moved by Councilman Willard, seconded by Councilwoman McMeekin, that said request be denied. All members voting aye, the Mayor declared the motion duly carried. The City Manager presented the preliminary plans and ~... specifications for the construction of the new library building and recommended that said plans and specifications be accepted, contingent upon approval of same by the County Librarian. After examination of the plans and specifications, it was ~-oved by Councilman Pearson, seconded by Councilman Pender, that #;he Council concur in the recommendations of the City Manager in the approval of said plans and specifications. Absent> None< The City Manager stated that with the filing of a new tract map to replace Tract Noo 1340'j, it would be necessary to vacate all the streets within said tracto Whereupon, RESOLUTION N0. 2577 entitled "RESOLUTION OF :INTENTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, DECLARING ITS INTENTION TO VACATE CERTAIN ALLEYS, AVENUES, AND PUBLIC WAYS IN TRACT N0. 1.3407 AS SHOWN ON MAP RECORDED IN BOOK 312, PAGES 10 AND 11 OF MAPS, RECORDS OF LOS ANGELES COUNTY, CALIFORNIA" was presented. Mr. Charles Kott, r~*pre,~enting the Lynwood Seventh Day Adventist Academy, adiressed the Council regarding the installa- tion of a non-commercial advertising structure on their property on Imperial H~.ghway, stating that he was informed by the Building Inspector that no billboards could be constructed in any R zone and at; this time he was requesting permissian from the City Cauncil to construct a billboard approximately lOx 20 feet. He presented a sample of the type of sign they propose to construct which was non-commercial. Mr. Fiala, the I3u3.lding Inspector, stated that City Ordinance No, 555 prohibited the erection of any billboards in residential zones. After discussion, it was moved by Councilman Willard, seconded by Councilman Pender, that permissian be granted to the Seventh Day Adventist Academy to construct an outdoor non- commercial advertising st.r^ucture, approximately 10 x 20. All members voting aye, the Mayor dr,c:iared the motion duly carried. It was moved by Councilman Willard, seconded by Council- man Pender, that the demands presented at the meeting of Decem- ber 21, 1954, having been regularly audited, are hereby allowed and approved and warrants ordered drawn on the City Treasurer therefor in accordance with, a.nd to the payees named and the .funds indicated in the several demands hereby approved.
