REGULAR MEETING JANUARY 18, 1955
The City Council of the City of Lynwood met in a
regular session in the City Hall, 11330 Bu11is Road, on above
date at 7e30 p.m.
Mayor Bruner in the chair,
Councilmen Bruner, McMeekin, Pearson, Pender, and
Willard. answered the roll call ,
It was moved by Councilman Pearson, seconded by
Councilwoman McMeekin, that the minutes of the previous regular
meeting of Janua~~~~ ~, 1g55 be approved as written. All members
~TOt~.ng aye, the Mayor declared the motion duly carried.
The Clerk presented a communication from the Metro-
politan Coach Lines requesting that the passenger loading zone
presently located at Agnes and Long Beach Boulevard be relocated
~`~o Cedar and Lang Beach Boulevard due to the traffic signal at
said inter°sectian. The Clerk also presented a report on said
request from the Chief of Pol,i.ce wherein he concurred in their
request but would like to suggest that the loading zone be
placed at the southwest corner of the intersection of Cedar and
Long Beach Boulevard, and that the bus company also concurred in
this recommendation,
It was moved by Councilman Willard, seconded by
Councilman Pender, that said request be granted in compliance
w:~.th the recommendations of the Chief of Police. All members
voting aye, the Mayor declared the motion duly carried.
The Clerk presented a communication from the Volunteers
of America requesting permission to pick up salvage material
in the City of Lynwood, license free. The Clerk stated that
said organization has been collecting salvage goods in the City
for several years with no complaints and recommended that said
request be granted. It was moved by Councilwoman McMeekin,
seconded by Councilman Willard, that the Volunteers of America
be granted permission to pick up salvage material, license free.
All members voting aye, the Mayor declared. the motion duly
carried,
The Clerk presented a communication from the Crippled
Childrens Society of Los Angeles County for permission to place
coin containers in the City during their annual Easter Seal
campaign from March 10 to April 10. It was moved by Councilwoman
McMeekin, seconded by Councilman W311ard, that said request be
granted. All members voting aye, the Mayor declared the motion
duly carried.
ORDINANCE N0. 620 entitled "AN ORDINANCE AMENDING
ORDINANCE N0. 570 FOR THE PURPOSE OF CLASSIFICATION OF CERTAIN
PROPERTIES AND SHE ADOPTION OF AN AMENDED SECTION OF THE ZONING
MAP WHICH IS A PART OF SAID ORDINANCE N0. 57011 was presented
for the second time, (Ozell Manor Annex No. 4) It was moved
by Councilman Willard, seconded by Councilman Pender, that
further reading be waived, A11 members voting aye, the Mayor
declared the motion duly carried,
It was moved by Councilman Willard, seconded by
Councilwoman McMeekin, that said ordinance be adopted as read
for the second time, finally pass, and be published as required
by law.

ORDINANCE N0. 621 entitled "AN ORDINANCE AMENDING

MAP WHICH IS A PART OF SAID ORDINANCE N0. 570" was presented
far the second time. (Wright Road Annex No. 6) It was moved
by Councilman Willard, seconded by Councilwoman McMeekin, that
further reading be waived, All members voting aye, the Mayor

The Manager presented. his report on the bids received
at the last regular meeting for the improvement of Alma Avenue
and. recommended that Vido Kovacevich Co., the low bidder, be
awarded the contract.
Whereupon, RESOLUTION NO, 2582 entitled. "IN THE MATTER
OF THE PROPOSED IMPROVEMENT OF ALMA AVENUE BETWEEN LONG BEACH
BOULEVARD AND CALIFORNIA AVENUE BY THE CONSTRUCTION OF CURBS,
DRIVEWAYS, SIDEWALKS, AND GUTTERS, AND THE REMOVAL OF EXISTING
DRIVEWAYS AND TREES, INCLUDING ALL INCIDENTAL AND APPURTENANT
WORK. RESOLUTION OF AWARD OF CONTRACT," was presented. It was
moved by Councilwoman McMeekin, seconded by Councilman Pearson,
that said Revolution be adopted.

The Clerk presented the home occupation application
of Marguerite Hawley, 3212 Beachwood Avenue, for teaching piano
:in her home, The Clerk stated that Mrs. Hawley would be unable
to appear at the meeting due to teaching at her private school
in North Long Beach. It was moved by Councilman Pander,
seconded by Councilman Pearson, that said request be granted;
All members voting aye, the Mayor declared the motion duly
carried.
The Clerk stated that there has been some confusion
„~,,, ird the present overnight parking ordinance and that the City
Attorney suggested that said ordinance be amended to make
specific provisions for renewal permits being incorporated in
said ordinance, It was moved by Councilman Willard, seconded
~l,y Counci~_woman McMeekin, that the Clerk be instructed. to prepare
paid ~~~cessary amendment, All. members voting aye, the Mayor
declared the motion duly carried.
The hour of $:00 p.m. having arrived, said hour being
the time fixed for hearing in the matter of the proposed
vacation of certain alleys, avenues, and public ways in Tract
No. 13407, the Mayor inquired if there were any present in
regard to said hearing, There was no response.
Whereupon, RESOLUTION N0. 283 entitled "RESOLUTION
0~~ ORDER OF VACATION OF CERTAIN ALLEYS, AVENUES, AND PUBLIC
WAYS IN TRACT N0. 13407 AS SHOWN ON MAP RECORDED IN BOOK 312,
PAGES 10 AND 11 OF MAPS, RECORDS OF LOS ANGELES COUNTY, CALIFORNIA"
was presented. It was moved by Councilman Pearson, seconded
by Councilman Fender, that said resolution be adopted.

Mr. George W, Hurter of 3214 Stockton Avenue, submitted.
petitions requesting that the area known as "Midlands District"
•--- be annexed to the City of Lynwood, The Clerk outlined. the
procedure as required by law.
Whereupon, it was moved by Councilman Pearson,
seconded by Councilman Pander, that said. petitions be accepted
and the Clerk ordered to proceed in checking the petitions as
required. All members voting aye, the Mayor declared the motion
duly carried,
The Manager stated that due to technical errors, the
County of Los Angeles has requested. that Tract No. 18628 be
reapproved by the City Council and that all the streets, avenues,
and drives in said Tract be accepted for dedication.
It was moved. by Councilman Pander, seconded. by Council-
man Willard, that -the Council concur in the recommendations of
the City Manager in the reapprovel of Tract No. 18628 and accept
on behalf of the City the streets, avenues, and drives for
. dedication.

The City Manager presented the final map of Tract No.
20680 (Strehlow, Ziler and Yaffe) which is in substantial com-
pli.ance with the Tentative Map as approved and recommended that
the Council approve said. final map subject to the owners filing
^~- a faithful performance bond guaranteeing the construction of
the required improvements in the amount of $40,000. It was
moved by Councilman. Willard, seconded by Councilman Pander, that
the final map of Tract No, 206$0 be approved. and that the Council
accept on behalf of the City the streets, avenues, and drives
for dedication, sub,~ect bo the filing of said. bond, in accordance
with the recommendations of the City Manager.

The Manages presented. a report to each of the Council-
men on the operational expenses of the natatorium and stated
that these figures were not conclusive as t~~ey did. not repre-
sent a complete twelve months period,
The Cfty Manager presented a report on the storm drain
projects in the '.'<,~rYwood area and further stated. that the first
relief from the present flood conditions could. possibly be
expected during the winter of 195ho
The Manager presented a communication from the Presi-
dent of the Lynwood Rotary Club requesting permission to con-
struct a headquarters and meeting place building for the Boy
Scout troops of Lynwood on City property, and that upon com-
pletior~ of said building, it would. be dedicated to the City and
operated under the supervision of the Recreation Commission,

American, Los Angeles Area, and the Recreation Commission for

After considerable discussion, it was moved by
Councilman Pearson, seconded by Councilman Pender, that the
Council concur in f:he recommendations of the City Manager and
request that he reTaor~t the findings of said, organizations at

a Patrolman be advanced to ~39~ per mouth, effective January 16,

man Pearson, that the Council concur in the recommendations of

'The Manager inquired if the tenants occupying the
building that is contemplated to be used as the allied art
center should. be given notice to vacate the premises, and if so, .
how much time should be giveno
After discussion, it was moved by Councilman Willard,
seconded by Councilman Pearson, that the Manager be instructed
to give the occupants 6c~ days notice when the Recreati.an Commis-
sion grants permission to the allied art group to use said
building at T,ugo Park, All members voting aye, the Mayor
declared the motion duly carriedo
Mro Bs,rney Schol~~nick, Commander of the local VoF,W,
post, addressed 'the Council requesting that they adopt an
ordinance that would grant permission far veterans groups only
to sell fireworks in the City of Lynwoode The Mayor pointed out
to Mr, Schollnick that it would be discriminatory to grant
special favors to certain organizationso No action was taken
on t;his matter.
Mr, Burton J, Terry, 3194 Sanborn, and Mr, Jimmie
Hignett, 1.12-P Peaeh Street, addressed. the Council and requested

that the dike that is placed across Fernwood Avenue at Chester
Street during unusually heavy rains be eliminated as it causes
the flood waters to back up on their property on Peach and
Sanborn Streets.
The Manager explained the purpose of the dike was to
keep from flooding the business area on the west side of Long
Beach Boulevard and. that said dike has been placed there at
d.if"ferent intervals since 1939. There followed. considerable
discussion with no action being taken,
It was moved by Councilman Willard., seconded by
Councilman Pende~~, that the demands presented. at the meeting of
~7anuary 18, 1855, having been regularly audited, are hereby
allowed and approved and. warrants ordered drawn on the City
Treasurer therefor in accordance with and to the payees named.
