CALL TO ORDER
The Regular Council Meeting of January 4, 1999, was convened at 7:30 P.M. by Mayor
Duane Schreimann.
Councilman Steve Nelson called for the Council to observe a few moments of silence in
honor of Councilman James Haake who passed away on January 1, 1999.
Prayer was offered by Councilman Steve Nelson, followed by the Pledge of Allegiance.
ROLL CALL
The following Council Members were present for roll call:
Present: Blaney, Jaynes, Landwehr, McDowell, Nelson, Nilges, Stella and
Vincent
Absent: Jackson
A quorum was declared present.
PUBLIC HEARINGS
Rezoning of Lot 12 of the L. M. Beck Subdivision, addressed 610 Howard Street from RS -3
(Single Family Residential) to C -2 (General Commercial)— Keith DeVault, Planning & Code
Enforcement Director, made a presentation outlining the background of the request for
rezoning. Following Mr. DeVault's presentation, no one came forward to speak in favor of,
or opposition to, the request for rezoning. Mayor Duane Schreimann declared the public
hearing concluded.
CONSENT AGENDA
The following items were present for approval on the Consent Agenda:
a. Minutes of December 28, 1998, Regular City Council Meeting
b. Authorizing Second Amendment to Public Transit Operating Grant Agreement
A motion was made by Councilman Rick Nilges for approval of the Consent Agenda as
presented; motion was seconded by Councilman Carl Jaynes and approved unanimously.
BIDS OVER $25,000
Bid 1793 - Hydrated Lime, Public Works Dept. — A motion was made by Councilman Carl

Jaynes for approval of Bid 1793, seconded by Councilman Larry Vincent and approved
unanimously.
ANNOUNCEMENTS BY THE MAYOR
Mayor Duane Schreimann offered condolences on behalf of himself, the City Council and
Staff to the family of the late Councilman James Haake, and stated that the City of
Jefferson greatly appreciates Councilman Haake's contributions and commitment to
Jefferson City over his lifetime. He will be sadly missed.
MAYORAL APPOINTMENTS
Probationary Police Officer — Nada (Lynn) Henson. A motion was made by Councilman
Steve Nelson for approval of the appointment, seconded by Councilman Larry Vincent and
approved unanimously.

Councilman Larry Vincent made a motion that Bill 98 -147 be placed on the Informal
Calendar at this time, motion was seconded by Councilman Carolyn McDowell, and
approved unanimously. Councilman Carl Jaynes requested that a report be provided to the
Council that enumerates any costs associated with this transaction.

Councilman Carolyn McDowell requested that Bill 98 -130 remain on the Informal Calendar
at this time.
NEW BUSINESS
Councilman Carolyn McDowell made comments regarding barricades across the sidewalks
in the 200 block of E. High Street. Marty Brose, Public Works Director, stated that the City

had received a complaint from a citizen who had tripped and fallen in that area, and the
property owner was advised that it was his responsibility to repair the sidewalk. He is
currently negotiating with a contractor for the repairs, and the City did a temporary patch job
in the meantime.
Councilman Steve Nelson commended the City Street Division for its outstanding work in
clearing the city streets during the recent heavy snow storm.
Councilman Rick Nilges asked City Counselor Allen Garner to contactTCl about improving
the reception of several of its cable channels.
Councilman John Landwehr asked City Counselor Allen Garner if Jefferson City citizens
have to call Columbia, Missouri to speak to someone at TCI about requesting a change
in service. Mr. Garner replied that the calls are made to a local Jefferson City number, and
are subsequently routed to Columbia at no cost to the customers.
Councilman Carol Blaney made comments regarding appointments to boards and
commissions. Mayor Duane Schreimann stated that if any Council Members notices an
appointment which needs to be made, please bring it to his attention, and also reminded
them to urge citizens who are interested in serving to contact City Hall and request a
Volunteer Profile Form.
UNFINISHED BUSINESS
Convention Center — City Administrator Rich Mays made a presentation regarding the
RFP process which closed at 5:00 P.M. the date of this meeting (January 4), and
announced that two proposals had been received. Following a brief discussion, the Council
called for a Special Council Meeting to be held on Monday, January 11 at 7:00 P.M. to hear
oral presentations and hear public input on the issue.
Councilman John Landwehr requested that Marty Brose, Public Works Director, provide the
Council with a cost estimate for installing sidewalks on just one side of Truman Blvd.
rather than on both sides. Following his comments, Councilman Landwehr made a motion
that the Public Works Department be directed to elicit a Change Order from the contractor
on the Truman Blvd. project for incorporation of a sidewalk on one side of Truman Blvd., the
motion was seconded by Councilman Larry Vincent and approved unanimously.
Councilman Rick Nilges made comments regarding the Sunset Court project and
requested that Marty Brose, Public Works Director, report to the Council at the next meeting
the status of that project.
COUNCIL LIAISON REPORTS
Councilman Steve Nelson announced that the January Public Works meeting will be
changed to Tuesday, January 19 at 5:30 P.M.

APPROVAL OF EXECUTIVE SESSION MINUTES
Minutes of the December 28, 1998 Executive Session — A motion was made by
Councilman Larry Vincent for approval of the minutes as presented, seconded by
Councilman Carolyn McDowell and approved unanimously.
GO INTO EXECUTIVE SESSION
A motion was made by Councilman Larry Vincent that the Council go into Executive
Session at this time to discuss matters pertaining to real estate, litigation and personnel.
Motion was seconded by Councilman Carolyn McDowell and approved by the following roll -
call vote at 8:20 P.M.
