woman McMeekin, that said ordinance be adopted as read for the

The Clerk presented Planning Commission Resolution
No. 137 which approves the variance to permit the use of Lot 159,
Tr~a.ct No, 5222 f,,~w~ furniture warehouse and incidental uses,
subject to a setback of 25f on f,he north, 5' setback on the
east, and no setback an the south and west, and provided that
Lot 136, °~°a.ct No. 5222 be reserved for the exclusive use of
~~ff-stree`t parking and improved in accordance with Chapter 12
of Ordinance No. 570, all as per amended plot plan on file. It
was moved b~' Cou.ncilman Willard, seconded by Councilman Pender,
that ti~.e Cour~c~.1 concur in the action of the Planning Commission.
All members voting aye, the Mayor declared the motion duly
carried.
The Clerk presented the home occupation application of
Mrs. dean Hobensack for teaching and selling ceramics in her home.
The Clerk stated that necessary cards had been mailed and no
protests had been filed ob~eeting to said business. It was
moved by Councilman Willard, seconded by Councilman Pender, that
said. home occupation application be approved. All members voting
aye, the Mayor declared the motion duly carried,
The Clerk presented the report of investigation on the
reque:~t from th.e Pillar of Fire, 3900 North Figueroa, to solicit
funds for their religious organization in the City of Lynwood.
The Clerk_ stated that the Police Department investigation revealed
there had. been na complaints registered in the Las Angeles area
on raid organization.
Councilman Pender questioned the benefits received by
1.aea1 individuals from said organizat~? on. The Cit~,r Attorney
stated that as long as said arganlzati!~n ~ra~ a bonafide religious
group, constitutional provisions would prohibit the Council
from denying sa3.d request and that since investigation revealed
that said organization so qualified, he would recommend that
it would be in order to grant said request. It was moved by
Councilman Pearson, seconded by Councilwoman McMeekin, that the
Council grant said organization permission to solicit within the
City of Lynwood. All members voting aye, the Ma.yar declared the
motion duly carried.
The Clerk presented the report of the Chief of Police
on the investigation of the St, Vincent de Paul Society, 735
North Broadway, wherein he recommended that permission be granted
to said organ3..zation to solicit salvage goods :in ;,he City of
Lynwood. It was moved by Councilman Pear~s~cz, sec.cnded r:y Council-
man Pender, that permission be gran.t;ed said. organization, 13.cense
free, to solicit: salvage within the City. Al.l members voting
aye, the Mayor declared the motion duly carried.
RESOLUTION N0. 2587 entitled "A RESOLUTION DIRECTING
THE PREPARATION OF A PRELIMINARY REPORT OF MAINTENANCE OF STREET
LIGHTS IN THE CITY OF LYNWOOD" was presented. It was moved by
Councilman Pearson, seconded by Councilman Pender, that said
Resolution be adopteda A.11 members voting aye, the Mayor declared
the motion duly carrieda
The Manager stated that as previously agreed, the
following descr~.bed parcels o.~ land have been declared surplus
and it would now be in order to adopt a Resolution declaring such:
Dots 4~24~ to X27, both inclusive, Tract No. 255;
The northerly 63 feet of Lot 267, Tract No. 2551.
RESOLUTION N0. 2588 entitled "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF LYNWOOD DECLARING ITS INTENTION TO SELL
CERTAIN SURPLUS REAL PROPERTY" was presented. It was moved by
Councilman Willard., Meeanded by Councilwoman McMeekin, that
said Resoluti.~,xi~ be ~a,dopted.

The City Manager stated. that recent opinions of the
County Counsel necessitated the revision of l~.sts of city streets
..... that can be improved with County Gas Tax monies.

APPROVAL OF EXPENDITURE OF OAS TAX MONIES FOR STREET IMPROVEMENTS

Fender, seconded by Councilman Pearson, that said Resolution
be adopted.

The C~.ty Manager stated that the Chief of Police has
requested that the existing probationary period. of one year be
reduced 'to a period of six months to be in conformance with the
other City departments, and further, that the Personnel Board
has recommended this change.

AMENDING PERSONNEL RULES AND REGULATIONS (RESOLUTION N0. 2568)
CHANGING POLICE OFFICERS LENGTH OF PROBATIONARY PERIOD" was
presented, It was moved by Councilman Willard, seconded. by
Councilwoman McMeekin, that said Resolution be adopted.

The City Manager presented the rules and regulations for
the use of the existing facilities at Lugo Park as adopted by the
Recreation Commission. After discussion, it was moved by
Councilman Pearson, seconded by Councilwoman McMeekin, that said.
rules and regulations be referred to the City Attorney for his
opinion a.s to their legality, All members voting aye, the
Mayor declared the motion duly carried,
The Manager presented the resignation of Mrs. Wanda
Avoian. It was moved by Councilman Pearson, seconded by
Councilman Pender, that said resignation be accepted with regret
and that a letter of appreciation be sent to her. All members
voting aye, the Mayor declared the motion duly carried.
'T'he Manager presented a communication from the Rotary
Club of Lynwood requesting that their previous letter concerning
construction of a Boy Scout House be withdrawn.
The City Manager presented a request from the Lynwood
Allied Arts Association requesting permission to solicit
donations .for the "Bu,y a Brick and Help us Build" campaign. It
was moved by Councilman Pearson, seconded by Councilwoman
McMeekin, that said permission be granted, license-free. A11
members voting aye, the Mayor declared the motion duly carried.
Councilman Pearson suggested that the present pol.i.cy
of .requi.ring City employees to reside in the City be waived,
due to present housing conditions. After discussion, it was

that said matter be referred to the City Manager for investigation
and report. All members voting aye, the Mayor declared the motion
duly carried.
The Mayor inquired if there were any oral communications.
Mr. Bailey, 3905 Abbott, wished to thank the Council
for the installat3.on of weight limit and dip signs on Abbott
Road but still requested the installation of a boulevard stop
on Abbott Road between Otis and Century, and enforcement of the
weight lianitations on Abbott Road. It was moved by Councilman
Pearson, seconded by Councilan.a.n Pender, that 'the Chief of Police
