Councilmen Bruner, Pearson, Pender, and. Willard. answered the ro11 call. Councilwoman McMeekin was absent, It was moved by Councilman Pearson, seconded by Councilman Pender, that the minutes of the previous regular meeting of March 15, 1955 be approved. as written. The Clerk presented a communication from the Los Angeles County Board of Supervisors requesting the City of Lynwood to take immediate action to increase the .frequency of combusti~~le rubbish collection service to make possible the abolishment of single chamber incinerators by ~Tuly 1, 1855. The Clerk stated that sines the survey was made the City of Lynwood. has increased its frequency of service to weekly as requested by the County. It was moved by Councilman Pender, seconded by Councilman Pearson, that the Clerk be instructed. to inform the County of said increase in service. All members present voting aye, the Mayozn declared. the motion duly carried., The Clerk presented a communication from Henry G. Schmidt, 2924 Los Flores, wherein he protested the present over- night parking ordinance, Tt was moved by Councilrrran Willard, seconded by Councilman Pender, that said communication be accepted and filed, All members present voting aye, the Mayor declared. the motion duly carried. The Clerk presented a communication in th.e forrri of a petition signed. by Harlan E. Butts and eight others requesting the installation of street lighting on Los Flores between Santa Fe Avenue and. Penn Street. It was moved by Councilman Pender, seconded by Councilman Pearson, that said. petition be referred. to the City Manager for investigation and. report. All members present voting aye, the Mayor declared. the motion duly carried. The Clerk presented a communication from the y. W.C. A, requesting permission to conduct their annual "Orchid Days" May 13 through 26. It was moved by Councilman Willard., seconded by Councilman Pender, that said request be granted.. All members present voting aye, the Mayor declared the motion duly carried. The hour of 8:00 p,m, hav~.ng arrived, said hour being the time fixed for reception of bids for the purchase from the City of Lots 424 to 427, inclusive, Tract 2551, the Mayor inquired if there were any present ,wishing to submit bids. There was no response. The Clerk stated. he had received one bid.. It was moved. by Councilman Pearson, seconded by Councilman Willard, that said bid be publicly opened,, examined, and declared. There was no response, The Clerk stated no bids have been received.. It was moved by Councilman Willard, seconded by Councilman Pender, that the Manager be authorized to continue negotiat~tons for the sale of said Sot. ORDINANCE N0. 625 entitled "AN ORDINANCE OF THE CITY OF LYNWOOD APPROVING THE ANNEXATION OF THAT CERTAIN PROPERTY TN 7"HE COUNTY OF LOS ANGELES LYING WESTERLY OF THE LOS ANGELES COUNTY FLOOD CONTROL CHANNEL" was presented for the second time, (Wright Road Annexation No. 8) It :was moved. by Councilman Pender, seconded by Councilman Willard, that further reading be waived. All members present voting aye, the Mayor declared the motion duly carried. It was moved by Councilman Pearson, seconded by Councilman Willard, that said ordinance be adopted as read for the second time, finally pass, and be published as required by law. Roll Ca11: Ayes: Councilmen Bruner, Pearson, Pender, and Wi1.land. Noes: None. Absent: Councilwoman McMeekin. The City ,Clerk presented a communication from the City of Lakewood requesting support of Assembly Bill 364 which would. require persons receiving tax bills on behalf of another to furnish him a copy of said tax bill. It was moved by Councilman Pender, seconded by Councilman Pearson, that the Clerk be instructed to communicate with the 'Assembly Committee vn Revenue and =Taxation expressing the Councilts support of said bill, and also to communicate with the City of Lakewood informing them of the Councilts action. All members present voting aye, the Mayor declared the motion duly carried. The Clerk presented. a communication from the Blue Star Mothers of America, Lynwood Chapter, requesting permission to permit an agent to sell advertising to local merchants on behalf of said organization. The Clerk stated he had contacted their Secretary and, requested additional information on the agent and recommended that said request be tabled pending receipt of additional information. It was moved by Councilman Pearson, seconded by Councilman Willard, that the Council concur in the ,",,. recommendations of the Clerk in tabling said request. All members present voting aye, the Mayor declared the motion duly carried, The Clerk presented a communication from the California Society for the Welfare of Epileptics wherein they request per- mission to place coin donation boxes in the City for their annual "Parade of Pennies" campaign from May 1 to May 15. There followed a discussion as to whether or not the City has the right to deny certain organizations-the right to conduct solicitation campaigns in the City. .Whereupon, it was moved. by Councilman Pearson, seconded by Councilman Pender, that said request be held in abeyance and that the City Attorney be instructed to prepare $n opinion as to whether or not the City Council, in the exercise of its police powers, :has the right to grant or deny various organizations the right to conduct solicitation campaigns, collect salvage materials, and conduct sales of any type for religious or philanthropic purposes, A11 members present voting aye, the Mayor declared the motion duly carried. The Clerk presented a communication from Musick, Peeler and Garrett, law firm representing the Samaritan Society of Southern Californis,wherein they requested permission to make salvage pickups in the City of Lynwood. It was moved. by Councilman Willard, seconded. by .Councilman Pender, that said request be held in abeyance pending the City Attorneyts opinion on said ms.tter. Mayor declared the motion duly carried, The Clerk presented a request from the Disabled Veterans Industries, 330 East Fourth, Long Beach, California, for permission to solicit salvage goods in the City of Lynwood. The Clerk also presented a report an said organization from the Police Department whereir. they recommended that said. request be denied, It was moved by Councilman Pender, seconded by Council- man Pearson, that said request be denied. All members present ~~ ~"" voting aye, the Mayor declared the motion duly carried., The Manager stated that he had. received a request from the Colorado River Association to adopt a resolution opposing the divergence of Colorado River water to Arizona, Thereupon, RESOLUTION N0. 2592 entitled "A RESOLUTION OF THE CITY COUNCIL OF' THE CITY OF LYNWOOD OPPOSING THE UPPER COLORADO RIVER BASIN PROJECTS AS PROPOSED IN S, 500 AND H,R,270 AND THE FRYINGPAN-ARKANSAS PROJECT AS PROPOSED IN S. 300 AND H,R. 412, NOW PENDING IN CONGRESS" was presented, It was moved by Gauncilman W111ard, seconded. by Councilman Pearson, that said Resolution be adopted, ..., Roll Gall: Ayes: Councilmen Bruner, Pearson, Ponder, Willard. The Manager presented several requests from industrial firms in the vicinity of Century and Stanford. requesting the ins~tallatian of a traffic signal system at said intersection. It was moved by Councilman Ponder,-seconded. by Councilman Willard, that said request be referred to the Traffic Authority for investigation and report All members present voting aye, the Mayor declared the motion duly carried. The City Manager reported on the meeting held by the Public Utilities Commission regarding the delays in traffic at Century and Alameda wherein he stated that undoubtedly conditions would be improved at said intersection due to the installation of additional. spur tracks, elimination of some freight service to San Pedro, and an educational program by the Southern Pacific for its train crews in the operation of the train-actuated signals. Councilman Pearson expressed appreciation for the Managers attendance at said. meeting. The Manager requested authorization to advertise for bids for the purchase of two new police cars, It was moved by Councilman Willard, seconded by Councilman Pearson, that said authorization be granted, All members present voting ""'~"" aye, the Mayor declared the motion duly carried.. The Manager presented the following personnel matters: The resignation of Lorena A. Boggess, Police Secretary, effective June 1, 1955, The resignation of Roy P. Duff, Engineering Department, effective April 8, 1955. It was moved by Councilman Pearson, seconded. by Councilman Willard., that said resignations be accepted with regret, All members present voting aye, the Mayor declared the motion duly carried. The Manager presented. his report on tree bids received at the last regular meeting for the installation of a traffic signal system at Century and State Street and recommended, that the low bid of Electric and Machinery Service be accepted, It was moved by Gauncilman Ponder, seconded by Council- man Pearson, that the contract be awarded to said. low bidder and the Mayor and Clerk be authorized to execute said contract in bahalf of the City. There was no response, It was moved by Councilman Willard, seconded by Councilman Pearson, that the demands presented at the meeting of April 5, 1955, having been regularly audited, are hereby allowed and approved and warrants ordered drawn on the City Treasurer therefor in accordance with and to the payees named and. the funds indicated in the several demands hereby approved.
